The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

The Indoor Residual Spraying (IRS) and Shelter Co-ordinator for the Horn of Africa emergency programme will work as part of a MENTOR technical team with other specialism’s including malaria case management, malaria prevention, and IEC/BCC. This post will work with MoH, UNHCR, other UN agencies, NGO and FBO teams to ensure help ensure that all vulnerable IDP and refugee populations in target areas, have access to shelter that provides protection against mosquitoes and other disease vectors or nuisance insects. This will be achieved through a combination of direct work in north east Kenya, support missions and distance technical advice and direction for partners in Somalia. The IRS and shelter coordinator will be line managed by the MENTOR HoA Program Director.

The responsibilities of this post include the following.

• Ensure the compliance of The MENTOR Initiative in Horn of Africa (HoA) Emergency Response Programme for all grant contract obligations related to delivering technical and operational capacity building of MoH, NGO and community teams in, and delivery of, indoor residual spraying (IRS) and Insecticide Treated Plastic Sheeting (ITPS) distribution campaigns.

Kenya: • Work with UNHCR and other partners to assess the need for IRS and ITPS in Dadaab refugee camps in Kenya. • Work with MoH, UNICEF and others to assess the need for IRS and ITPS to provide shelter for Kenyan IDPs in the event of flood displacement. • Provide technical training for UNHCR implementing partners in Dadaab camps; and MoH and others working with IDPs in NE Kenya, to ensure the effective IRS campaigns in any existing camp areas where LLIN coverage is not adequate (>80%)and of ITPS for shelter and latrine construction. • Manage the loan and distribution / donation of IRS equipment and ITPS as well as insecticide to partners, where they are going to be responsible for IRS campaign implementation and shelter construction for identified refugee camps/ refugee settlements in Kenya. • Provide technical supervision for partner IRS and ITPS shelter construction campaigns. • Ensure basic mapping of all ITPS distributed and IRS activities in Kenya. • Develop and manage community teams to conduct targeted IRS campaigns amongst vulnerable host communities, where ever a suitable partner is not present or able. • Provide technical information and advise to partners concerning general vector control management in camp settings (including surface water and waste management, latrine design etc.)

Somalia: • Work with UNICEF, Global Fund, MoH implementing partners (NGOs, community groups and others) and other releveant stakeholders to help plan targeted IRS campaigns in high risk communities and to assess local information concerning emergency protective shelter needs in Somalia in the event of population displacement resulting from flooding, conflict or other causes. • Ensure technical training and capacity building of IRS partners as needed. • Manage the loan and distribution of IRS equipment and donation of insecticide to partners, where they are going to be responsible for IRS campaign implementation. • Work with UNICEF and other international logistics partners to manage the air or ground delivery of ITPS to displaced communities, for their use in shelter construction. • Work with partners to establish and maintain basic mapping of all IRS campaigns and ITPS distributed in Somalia.

General IRS Logistics:

• In close collaboration with the HoA Logistics Coordinator, responsible for ensuring appropriate handling and storage of all IRS and ITPS materials and equipment. • Responsible for ensuring that staff members and stakeholders are trained in the safe handling and transportation of ITPS and IRS tools and materials. • In close collaboration with the HoA Logistics Coordinator, responsible for ensuring the daily maintenance of malaria prevention and safety equipment such as IRS spraying equipment and safety equipment. • In close collaboration with the HoA Logistics Coordinator, ensure that IRS programmes receive adequate logistical support for transport and communication; water supplies, campaign supply lines management, team / equipment washing facilities, storage etc. • In close collaboration with the HoA Logistics Coordinator, ensure good stock management, resupply and appropriate and timely pre positioning of stock. • Responsible for ensuring that targeted shelter programmes receive adequate logistical support for transport. • In close collaboration with the HoA Logistics Coordinator, ensure that storage, loan and provision of MENTOR equipment and materials to health partners in related programme areas is supervised and recorded.

Other:

• Manage human resources under his/her direct line management in co-ordination with the PD. • Work with the Prevention Co-ordinator - IEC to ensure a package of simple, clear and culturally appropriate IEC is provided to all IRS and ITPS recipients. • In close collaboration with the Prevention Co-ordinator – IEC, ensure that IRS and ITPS partners are trained in IEC and basic monitoring of ITPS acceptability amongst displaced communities. • Assist in the creation of viable new proposals and budgets in liaison with the HoA Program Director. • Represent The MENTOR Initiative at relevant district/regional level meetings with the government and NGO partners to help inform and support a co-ordinated approach to IRS and other vector born disease control strategies in the HoA emergency. • Maintain up to date information on the status of all relevant programme areas, particularly with respect to statistical information demonstrating progress towards programme goals. • Preparation of relevant sections for weekly, monthly, and other ad hoc reports • Participation of relevant sections in weekly or more frequent planning meetings. • Development of relevant sections in other reporting required by grant contracts. • Support the HoA PD in assessment missions when required. Any other duties as may be assigned by the PD and agreed with the Program Manager Emergencies and/or the Director.

Job Specification Essential: • Relevant tertiary level degree or significant relevant experience • At least 3 years field experience in a similar environment of which minimum one year of specific IRS / shelter experience is desirable. • Proven capacity to train others • Flexible and willing to learn • Excellent team worker and communications skills • Practical, hands on approach
