Position: Shelter Cluster Regional Focal Point – Africa
I. Background on ACTED: ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.

Based on considerable experience addressing the needs and situations of vulnerable communities, ACTED contributes to the international agenda towards reaching the Millennium Development Goals, through a wide range of partnerships, innovative initiatives, and campaigns.

 ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has been the home base of ACTED’s relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts.
In 2010, ACTED’s mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution.
In the wake of this emergency context, ACTED also promoted the adoption of sustainable community based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities.
ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. This will occur in the form of food, water, sanitation and hygiene (WASH) and livelihood support to vulnerable agro-pastoral and riverine communities.
Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.In 2013, the Global Shelter Cluster (GSC) approved its GSC Strategy for the period 2013-2017. In order to advance the implementation of the GSC Strategy, and in particular its Strategic Aim 1, the GSC with funding support from ECHO has established Shelter Cluster Regional Focal Points (RFPs) hosted by cluster partner agencies as standby/surge capacity and support for country level cluster based preparedness planning and awareness raising. The RFPs are hosted by partner agencies and operate in close collaboration with global cluster leads, therefore contributing to strengthen capacities of the overall shelter sector. The GSC Strategic Advisory Group (SAG) agreed on a transparent process for the selection of partners to host RFPs. An open invitation was made to all cluster partners for expressions of interest to host these RFPs. As an active member of the GSC, ACTED sent an expression of interest to host the position of RFP – Africa Region, which was accepted by the GSC SAG based on pre-agreed criteria.
The purpose of the Shelter Cluster Regional Focal Point (RFP) is to deliver emergency capacity building and preparedness support to national shelter clusters and national coordination platforms, with primary focus on building local capacities.Provide technical support to on-going clusters and other coordination mechanisms at the regional and country level on shelter coordination and sector-based contingency planning.Support the national cluster coordinators in the region in fulfilling the IASC and GSC guidance. This will be done in coordination with the GSC Support Team.Support the government and shelter actors in selected high-risk countries where there is no existing shelter coordination capacity. The support will mainly include undertaking sector-based contingency planning and strengthening their capacity to respond to shelter emergencies,Enhance shelter cluster planning and strategy development at regional and national levels, including the integration of cross-cutting issues.Contribute to roll out the cluster approach and global guidance and tools to shelter coordination bodies, especially at national and sub-national levels.Increase awareness of and participation in shelter clusters in the region of operation, particularly of local NGOs and other national stakeholders.Complement the Global Shelter Cluster surge capacity system, by providing dedicated surge capacity as members of Shelter Coordination Teams when required.Lead the organization of regional shelter coordination workshops and trainings and support the organization of national and global shelter coordination workshops and trainings.Contribute to the development and implementation of global shelter coordination guidance and tools (Strategy, Fact Sheet, Performance Monitoring, amongst others), to the systematization of good practice in coordination mechanisms at country level, and to shelter cluster reviews and evaluations.Provide content as relevant and regularly monitor the website (sheltercluster.org) at the global, regional and country level sites to provide inputs and additional documents as necessary.Work in close collaboration with other RFPs, GSC Global Focal Points and the GSC Support Team to ensure consistency and learning across regions.Postgraduate diploma or relevant Master’s level degree (engineering)Fluency in written and spoken EnglishA minimum of 3 years shelter/housing or rehabilitation programming experienceFamiliarity with current standards and guidelines for humanitarian emergency responseAwareness of and exposure to the humanitarian reform processAbility to work with sensitive issues in a multi-cultural environment and with virtual or/and dispersed teamsAbility to undertake strategic analysis and translate thinking into practiceAbility to inspire, to build confidence and to find creative and constructive solutions to difficult issuesSalary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonusAdditional monthly living allowanceFree food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment)Transportation costs covered, including additional return ticket + luggage allowanceProvision of medical, life, and repatriation insurance + retirement packageVI. 1. Camp Manager

Report to Project Coordinator

Key Functions

Project planning, implementation and management

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

The Indoor Residual Spraying (IRS) and Shelter Co-ordinator for the Horn of Africa emergency programme will work as part of a MENTOR technical team with other specialism’s including malaria case management, malaria prevention, and IEC/BCC. This post will work with MoH, UNHCR, other UN agencies, NGO and FBO teams to ensure help ensure that all vulnerable IDP and refugee populations in target areas, have access to shelter that provides protection against mosquitoes and other disease vectors or nuisance insects. This will be achieved through a combination of direct work in north east Kenya, support missions and distance technical advice and direction for partners in Somalia. The IRS and shelter coordinator will be line managed by the MENTOR HoA Program Director.

The responsibilities of this post include the following.

• Ensure the compliance of The MENTOR Initiative in Horn of Africa (HoA) Emergency Response Programme for all grant contract obligations related to delivering technical and operational capacity building of MoH, NGO and community teams in, and delivery of, indoor residual spraying (IRS) and Insecticide Treated Plastic Sheeting (ITPS) distribution campaigns.

Kenya: • Work with UNHCR and other partners to assess the need for IRS and ITPS in Dadaab refugee camps in Kenya. • Work with MoH, UNICEF and others to assess the need for IRS and ITPS to provide shelter for Kenyan IDPs in the event of flood displacement. • Provide technical training for UNHCR implementing partners in Dadaab camps; and MoH and others working with IDPs in NE Kenya, to ensure the effective IRS campaigns in any existing camp areas where LLIN coverage is not adequate (>80%)and of ITPS for shelter and latrine construction. • Manage the loan and distribution / donation of IRS equipment and ITPS as well as insecticide to partners, where they are going to be responsible for IRS campaign implementation and shelter construction for identified refugee camps/ refugee settlements in Kenya. • Provide technical supervision for partner IRS and ITPS shelter construction campaigns. • Ensure basic mapping of all ITPS distributed and IRS activities in Kenya. • Develop and manage community teams to conduct targeted IRS campaigns amongst vulnerable host communities, where ever a suitable partner is not present or able. • Provide technical information and advise to partners concerning general vector control management in camp settings (including surface water and waste management, latrine design etc.)

Somalia: • Work with UNICEF, Global Fund, MoH implementing partners (NGOs, community groups and others) and other releveant stakeholders to help plan targeted IRS campaigns in high risk communities and to assess local information concerning emergency protective shelter needs in Somalia in the event of population displacement resulting from flooding, conflict or other causes. • Ensure technical training and capacity building of IRS partners as needed. • Manage the loan and distribution of IRS equipment and donation of insecticide to partners, where they are going to be responsible for IRS campaign implementation. • Work with UNICEF and other international logistics partners to manage the air or ground delivery of ITPS to displaced communities, for their use in shelter construction. • Work with partners to establish and maintain basic mapping of all IRS campaigns and ITPS distributed in Somalia.

General IRS Logistics:

• In close collaboration with the HoA Logistics Coordinator, responsible for ensuring appropriate handling and storage of all IRS and ITPS materials and equipment. • Responsible for ensuring that staff members and stakeholders are trained in the safe handling and transportation of ITPS and IRS tools and materials. • In close collaboration with the HoA Logistics Coordinator, responsible for ensuring the daily maintenance of malaria prevention and safety equipment such as IRS spraying equipment and safety equipment. • In close collaboration with the HoA Logistics Coordinator, ensure that IRS programmes receive adequate logistical support for transport and communication; water supplies, campaign supply lines management, team / equipment washing facilities, storage etc. • In close collaboration with the HoA Logistics Coordinator, ensure good stock management, resupply and appropriate and timely pre positioning of stock. • Responsible for ensuring that targeted shelter programmes receive adequate logistical support for transport. • In close collaboration with the HoA Logistics Coordinator, ensure that storage, loan and provision of MENTOR equipment and materials to health partners in related programme areas is supervised and recorded.

Other:

• Manage human resources under his/her direct line management in co-ordination with the PD. • Work with the Prevention Co-ordinator - IEC to ensure a package of simple, clear and culturally appropriate IEC is provided to all IRS and ITPS recipients. • In close collaboration with the Prevention Co-ordinator – IEC, ensure that IRS and ITPS partners are trained in IEC and basic monitoring of ITPS acceptability amongst displaced communities. • Assist in the creation of viable new proposals and budgets in liaison with the HoA Program Director. • Represent The MENTOR Initiative at relevant district/regional level meetings with the government and NGO partners to help inform and support a co-ordinated approach to IRS and other vector born disease control strategies in the HoA emergency. • Maintain up to date information on the status of all relevant programme areas, particularly with respect to statistical information demonstrating progress towards programme goals. • Preparation of relevant sections for weekly, monthly, and other ad hoc reports • Participation of relevant sections in weekly or more frequent planning meetings. • Development of relevant sections in other reporting required by grant contracts. • Support the HoA PD in assessment missions when required. Any other duties as may be assigned by the PD and agreed with the Program Manager Emergencies and/or the Director.

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

The Shelter Malaria Protection Co-ordinator for the Horn of Africa emergency programmes will work as part of a MENTOR technical team with other specialism’s including malaria case management, vector control, malaria prevention, and IEC/BCC. This post will work with MoH, UNHCR, other UN agencies, NGO and FBO teams to ensure help ensure that all vulnerable IDP and refugee populations in target areas, have access to shelter that provides protection against mosquitoes and other disease vectors or nuisance insects. This will be achieved through a combination of direct work in north east Kenya, support missions and distance technical advice and direction for partners in Somalia and Ethiopia.

The responsibilities of this post include the following.

• Ensure the compliance of The MENTOR Initiative in Horn of Africa (HoA) Emergency Response Programmes for all grant contract obligations related to delivering technical and operational capacity building of shelter agencies and camp management teams , and direct interventions for achieving protection from insects (disease vectors and nuisance insects) for people living in temporary shelter using insecticide treated plastic sheeting.

Kenya: • Work with UNHCR and other partners to assess the need for insecticide treated plastic sheeting in Dadaab refugee camps in Kenya. • Work with MoH, UNICEF and others to assess the need for ITPS to provide shelter for Kenyan IDPs in the event of flood displacement. • Provide technical training for UNHCR implementing partners in Dadaab camps; and MoH and others working with IDPs in NE Kenya, to ensure the effective use of insecticide treated plastic sheeting (ITPS) for shelter and latrine construction. • Manage the donation and distribution of ITPS to partners and provide on site technical support to help ensure co-ordinated and effective shelter construction with ITPS for new refugee camp areas/refugees in Kenya. • Ensure basic mapping of all ITPS distributed in Kenya. • Provide technical information and advise to partners concerning general vector control management in camp settings (including surface water and waste management, latrine design etc).

Somalia: • Work with UNICEF, Global Fund, MoH implementing partners (NGOs, community groups and others) to assess local information concerning emergency protective shelter needs in Somalia in the event of population displacement resulting from flooding, conflict or other causes. • Work with UNICEF and other international logistics partners to manage the air or ground delivery of ITPS to displaced communities, for their use in shelter construction. • Ensure basic mapping of all ITPS distributed in Somalia.

Job Background/Summary:

One of CRS’ strategic objectives, as defined by its Emergency Strategy, is to become a more innovative and effective emergency prevention, preparedness and response organization. To this end, the Emergency Operations Department (EOPs) provides leadership and responsive support for systemic improvements in CRS emergency programming. EOPs strengthens CRS’ impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engagement in global efforts to promote excellence and learning in humanitarian response. EOPs has technical staff on the Emergency Response Team (ERT) based in Nairobi and at Headquarters in Baltimore, Maryland who support emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide.

During large-scale disasters, CRS responds immediately (within 48 hours), often alongside partners, with technical support and staffing presence. The organizational systems, structures and operating norms require that staff deployed have significant CRS and emergency management experience in order to set up the relief delivery infrastructure immediately and to accompany local staff and partners.

The PM I provides CRS with an experienced general relief professional who can be deployed to fill critical relief management roles in the event of small, medium, and large-scale emergencies. In addition the PMI will also have a specific focus on shelter and will work closely with the ERT Technical Advisor for Shelter to design and implement emergency and transitional shelter programs. The position is ideal for a candidate with an architecture or engineering background and who has the capacity and flexibility to work on all aspects of an emergency response. Although emergency situations vary, key responsibilities of the PM I-(Shelter) are listed below.

Key Responsibilities:

1. As a member of CRS' ERT will be required to travel at least 50% of time, often at very short notice (within 48 hours) and for an average of two to six weeks (with a maximum of two consecutive months under exceptional circumstances).
2. Deploy to emergency as a member of a rapid emergency assessment team at the onset of humanitarian crisis to gather data.
3. Assist country programs in analysis of assessment information and development of emergency response proposals, program development, and strategic planning.
4. Oversee and ensure the successful implementation of emergency response projects likely to focus on shelter, distributions of relief supplies, WASH, and protection. This position will have a specific leaning towards supporting emergency shelter programs.
5. Lead or assist with set up and/or management of emergency field offices, teams, and relief operations including ensuring supply chains are capable of meeting program needs.
6. Provide emergency management assistance as requested, following CRS program and management quality standards, and international accountability standards such as Sphere standards and the Good Enough Guide.
7. Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
8. Collaborate with emergency M&E unit and non-emergency departments to ensure effective program coordination and a high level of stewardship.
9. Represent the agency and partners at cluster, donor and coordination meetings.
10. Identify training needs and requirements for County Program and Partner emergency program staff.
11. Work with ERT/EOPs Technical Advisors to develop, facilitate and implement various trainings including emergency response and preparedness trainings for country program staff and partners in the field.
12. Work collaboratively with country program staff and provide on-the-job training to country program and partner staff during an emergency response.
13. Identify technical assistant needs for CRS and partners. Contribute to developing SOWs and following up with potential TAs from the region or externally as appropriate.
14. Participate in EOPs/ERT activities as necessary

3. Experience in design, construction, planning and construction project management, including contract administration, preferred. Knowledge of Sphere Shelter standards and indicators.
4. Experience in multi-sector program design, proposal development, implementation, administration and financial oversight, coordination, monitoring and evaluation, and reporting.
5. Strong proposal development and writing skills preferred
6. Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, etc.
7. Experience working with and through local partner organizations.
