II Background

UPR Infois a non-profit, non-governmental organisation (NGO) based in Geneva, Switzerland. The organisation's aims are to both raise awareness and provide capacity-building tools to the different actors of the UPR process, such as United Nations (UN) Member States, NGOs, National Human Rights Institutions and civil society in general. UPR Info is the first and only NGO entirely dedicated to the UPR.

Created in February 2008, UPR Info is currently composed of four permanent staff members and headed by its President Bertrand G. Ramcharan, former acting High Commissioner for Human Rights.

Since the inception of the mechanism in April 2008, the organisation has developed a unique expertise on the process itself. Thisknowledge is widely recognised by other actors and UPR Info is regularly invited to participate in numerous conferencesand trainings on the UPR.

UPR has three leading programmes: 1/ Support NGOs’ engagement in the UPR process: We provide information, analyses, explanations, and learning tools to NGOs through our website. 2/ Follow-up: We provide trainings and organise bipartite workshops to governments and civil society actors. 3/ Pre-sessions: We hold meetings in Geneva between Permanent Missions and NGOs to provide a platform to civil society to brief countries on the human rights situation in countries.

III Responsibilities and duties

Under the supervision of the Programmes director, based in Geneva:

· Open and develop a regional office of UPR Info based in Nairobi, Kenya;

· Manage the daily work and administration required by an office;

· Successfully implement UPR Info's strategy;

· Train human rights defenders and carry out UPR Info's mission in up to 54 African countries;

· Conduct high-level meetings with senior government officials;

· Draft operational and activities reports, and regularly report back to UPR Info's Programmes director on the activities undertaken;

· Fundraising activities, as it is expected to expand the regional office and ensure its sustainability.

Experience

Languages

· Fluent in written and spoken English;

· Working knowledge of French;

East and Southern Africa is one of FCA’s geographical program areas, where the organisation engages in relief, reconstruction, development and advocacy work. Our program countries are Somalia, Kenya, Uganda, South Sudan, Eritrea, Mozambique and Angola. After 2016 FCA has decided to exit from Angola. FCA has its’ Regional office located in Kenya, representing FCA on a regional level. The overall budget for the region is approximately 11 M€ in 2015.

The FCA East and Southern Africa Program Plan 2013-2016 will contribute to supporting the local civil society actors and communities in strengthening their resilience, security and equality through three thematic objectives:

Right to peace:

FCA focuses primarily on the mediation of conflict through the strengthening of existing conflict resolution mechanisms. These mechanisms often involve the facilitation of mediation efforts of religious and traditional leaders linked to local and national governance structures.

Right to livelihood:

The programs will focus on youth employment and womens’ entrepreneurship. Public-private partnership in the development of agribusiness models and social community-owned enterprise are emerging priority themes in development-oriented contexts. Humanitarian contexts focus on food security through food and seed distribution as well as improved farming techniques to increase output.

Right to education:

Quality education is the primary focus of education programmes. Teacher training, improved pedagogy and curriculum development are important elements. Education in emergencies, including the development of safe learning spaces, is the focus of humanitarian operations.

The Regional Representative will manage the East and Southern Africa Regional Office (ESARO), with a staff of approximately 10 persons. FCA has Country Offices in Somalia, South Sudan, Uganda and Kenya, whose Country Managers report to the ESARO Regional Representative. Altogether there are approximately 60 FCA staff in the region. FCA operations in the region have been expanding rapidly so there is potential for additional staff to be recruited and new Country Offices to be opened in 2015. The Regional Representative will report to the FCA Headquarter in Helsinki, Finland.

Areas of Responsibility:

Job Summary: The job holder is responsible for leading the strategic identification, development, and execution of procurement, grants and financial aid operations across the organisation, while ensuring quality and Value for Money (VfM). This will include managing procurement risk across the organisation, maintaining effective monitoring systems, driving continuous improvement initiatives focused on procurement cost savings and supporting teams in programme delivery through ensuring effective detailed technical and financial negotiations, contract management and supplier relationship development. Ensure that all procurement is in line with approved procedures and embodies Value for Money (VfM) principles. Ensure that these procedures are continually reviewed to enhance efficiency and robustness.Provide specialist advice, guidance and service on best practice procurement across the organisation and lead in the identification, assessment and management of potential risks associated with differing sourcing strategies.
