Provincial Human Resources Coordinator and Leadership Advisor - Kenya

The Provincial Human Resources Coordinator and Leadership Advisor will join the team on a project whose goal is to increase the ability of the public health sector to rapidly mobilize additional qualified health workers and also to strengthen long-term human resources for health planning and management.

He / She will represent MSH on the project’s senior leadership team in Kenya and coordinate with the Senior Human Resources Management Systems Advisor to provide assistance to the health sector leaders and managers at national and provincial tiers to review HR legislative policies, operational practices and procedures, build capacity and improve HRM systems in order to improve the quality and availability of health services in all parts of Kenya.

He / She will ensure the delivery of technical activities in developing human resources management capacity and human resources systems in the health sector.

This includes assisting, along with the Senior Human Resources Management Systems Advisor, the country level counterparts and stakeholders in the public and private sector in; reviewing, designing, and strengthening systems such as HRH assessments, human resources information systems, workforce planning and projection systems, recruiting and deployment systems, and performance management systems at the national and provincial level.

The ideal candidate will have attained qualifications at advanced graduate level in; social sciences, public administration, management, or public health.

Candidates will also demonstrate experience in HR policy and strategic planning development and implementation especially in health settings in Kenya. Candidates with previous experience implementing and managing HRM systems and practices will have an added advantage.

Regional Pharmacy and Commodity Management Specialist

These positions are seconded to a health systems strengthening program that focuses on; strengthening commodity management in MoMS, MoPHS and in their peripheral health facilities, strengthening pharmaceutical policy and services and strengthening laboratory systems. The positions will be based in Kisumu and Garissa, Kenya.

The Regional Pharmacy and Commodity Management Specialist (RPCMS) is responsible for coordinating, organizing and facilitating the supply chain management and appropriate medicines use activities for pharmaceutical and other medical commodities in their respective region with the aim of supporting access to and rational use of commodities at health facilities in the region.

The health commodities will support HIV/AIDS, TB, malaria, reproductive health and
essential medicines programs. The RPCMS will leverage on Strengthening Pharmaceutical Systems (SPS’s) resources and technical teams to strategize and implement workable solutions to strengthen pharmaceutical systems using proven approaches and tools.

Applicants will possess a minimum of a first degree in Pharmacy, Medicine or a related field with at least 8 years relevant experience or must have attained post graduate qualification in a health related field with a minimum of 3 years professional experience. Candidates with an MPH will have a distinct advantage.

In addition, applicants will possess significant experience working with the Kenya public health services, on programs related to pharmaceutical management, logistics and systems strengthening.

Applicants will need to demonstrate their experience in providing technical assistance to public health programs or projects and familiarity with broad based, multi sectoral framework and approaches to pharmaceutical and commodity management at the country, regional or global level.

Candidates will be willing to be based and travel extensively within the region.

Program Associate, Communications

The Program Associate, Communications works with technical staff in Nairobi and the regions and offers communications technical assistance to the project.

He or she offers assistance in writing, editing, and in dissemination of technical documents, M&E reports and success stories. The Program Associate, Communications works closely with staff in all areas of the program understand, synthesize and communicate programmatic activities and achievements of the project.

Applicants will possess an advanced degree in journalism, communications or other related disciplines or a Bachelor’s degree and equivalent relevant experience.

Additional qualifications in health related areas such as masters in public health will be an advantage. Candidates will demonstrate extensive experience in practicing journalism and or public relations, preferably in a health related sector.

This position requires candidates who are articulate, passionate, have strong writing and editing skills. The ideal candidate will be able to coordinate and work with team of professionals to realize the project’s communication strategy.

Country Leader – TB Care I (South Sudan)

The Tuberculosis CARE I (TB CARE I) is USAID’s chief five year mechanism contributing to the global targets of TB control. TB CARE I received funds from USAID / S. Sudan to provide technical assistance (TA) to the National Tuberculosis Control program (NTP) of the Ministry of Public Health (MOPH) and partners to support the implementation of TB control activities in South Sudan.

The Country Leader acts as the responsible manager of the TB CARE I office. S/he provides technical leadership and strategic guidance related to TB strategies,approaches and implementation to the project; coordinates and facilitates TB CARE I partners and external experts providing technical assistance; establishes and maintains partnership relationship with relevant institutes working in TB.

She/ He develops and maintains appropriate networks at the national level, within the context of existing agreements with authorities, TB CARE I partners, other stakeholders and USAID.

Medical or Doctoral degree is a plus; postgraduate level academic qualifications with training in public health will be an added advantage. Proven knowledge and international experience with public health and health services of at least 10 years is desired.

Proven knowledge and international experience in programmatic and management TB control in African countries of at least 5 years’ experience and demonstrated success in achieving results leading a National TB Control Program or TB projects.

Excellent strategic thinking and planning skills and proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into his or her work. Demonstrate capacity to work in a variety of cultural settings, complex environment and fragile states and demonstrated leadership and decision making skills operating in a management culture built on consensus and results are desired.

Excellent oral and writing skills in English and in local S. Sudan languages are desirable. Experience with the management of USAID/PEPFAR projects is preferred. Experience working with Global Fund projects is desirable but not essential. Willingness and abilities to travel within S. Sudan up to 30% of his/her time and internationally as required. International allowances are available for this position.

Chief of Party SHTP - (South Sudan)

The goal for the Sudan Health Transformation Project (SHTP) in Juba, Southern Sudan is to build on the decentralization of primary health care service to improve the health status of the Southern Sudanese. The project focuses on the following results: expanded access/availability of high impact services and practices, increased Southern Sudanese capability to deliver and manage services and increased knowledge of and demand for services and health practices.

The Chief of Party provides technical leadership and managerial oversight for the project, and ensures timely implementation and reporting of activities, both those directly implemented by MSH and those undertaken by the 10 partner organizations. The Chief of Party liaises with other organizations to ensure coordination of this project with activities undertaken by other partners and contractors.

The Chief of Party supervises all activities under the contract and has overall responsibility for the successful performance of the technical assistance team. S/he provides strategic leadership and bears primary administrative responsibility for all administrative requirements to fulfill the performance objectives specified in this contract. S/he is the official representative of the contractor and maintains communication between all relevant stakeholders.

A minimum of 5 years of professional experience working with public health programs in developing and transitioning countries. An advanced graduate degree in Public Health or other relevant fields, proven leadership in the administration of large international donor programs and skills in managing complex activities of similar magnitude and complexity involving coordination with multiple partners.

Strategic planning, management, supervision and budgeting required. Familiarity with and understanding of USAID administrative procedures is required. International allowances are available for this position.

Human Resource Manager – Kenya
(1 Year Contract Position)

The Human Resources Manager implements practices and activities of the Human Resources Management (HRM) Office in Kenya providing a full spectrum of HR services and programs linked to short and long-term organizational needs and objectives. He or she develops and implements staffing initiatives for the success of the MSH Kenya project office.

Applicants will possess a Master’s Degree, or Bachelor’s Degree with a minimum of 8 years relevant experience with at least 5 years HRM working experience on an international program in Kenya or East Africa. Demonstrated experience working with USG funded programs is strongly preferred.

Candidates will demonstrate an understanding of the Kenyan Labor laws, Company Act,
NGO Act and other relevant laws. Demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly and have experience in conflict resolution.
