Childline Kenya is a local Non-Governmental Organization working to protect and promote a culture of children’s and human rights. The organization will provide a nation-wide 24-hours toll-free helpline for counseling and referral services to children, young persons and their families in difficult situations through its network members. JOB DESCRIPTION FOR CHILDLINE KENYA PROGRAMME MANAGER
JOB TITLE: Programme Manager
Reports to: The Executive Director
Supervises: Programme team: Programme Officers Directly, Project Assistants and Resource Mobilization Assistant
Purpose: The overall responsibility is to head the programmes department of Childline Kenya and oversee overall design, implementation and management of CLK programmes and oversee implementation of the organization’s strategic plan.
100% of the funding for this post is from the Plan Netherland (Grant from Ministry of Foreign Affairs) and the position will be funded for 2 two years.
Key responsibilities
Programme management Function:
• Design and continuous review of programs to ensure they are in line with CLK’s visions, mission and strategic plan.
• Oversee grant Implementation of CLK programs
• Program cycle management including annual planning and review
• Continuous monitoring of program quality and impact for realization of program goals.
• Facilitate action research, learning and documentation of best practices with CLK and amongst key stakeholders
• Build , consolidate and manage a strong Childline program team
• Overall effective functioning of Childline in Kenya programme Department
Fundraising Function:
• Support within CLK in fundraising work by writing winning proposal and generating innovative programs in liaison with the Executive Director & Resource Mobilization Assistant.
Partnerships and Donor liaison and grant management function;
• Build and manage strategic partnerships with stakeholders, collaborators and partners to the advancement of Childline Kenya goals.
• Ensuring donor timely reporting and coordination between programme and finance teams on this target
• Promoting the interests of Childline Kenya in its sector both nationally at internationally, and make it visible and renown as a credible organization.
Monitoring and Evaluation and Research function
• Ensures high quality outputs and results for all implemented projects
• Documenting results, engaging in lesson learning processes to ensure the continuing development of all CLK programmes.
• Conducting Research to inform CLK programmes and stimulate innovation
Promotion, networking and advocacy - Maintain effective working links with all major CLK partners, key stakeholders, donors, UN agencies, academic institutions and other partners to promote Childline’ work, build confidence among clients and partners on CLK services and products
Qualifications, skills and experience
1. Degree in Social Sciences (Education, Sociology, Anthropology), Development studies, or Law
2. Development experience of not less than 5 years in a reputable NGO or government agency that deals with children rights and development.
3. Minimum of 3 years experience at middle to senior management levels
4. Good understanding of ICT for Development and social media.
5. Excellent programme/project cycle management and organizational skills
6. Ability to work independently and with teams
7. Research & evidence based advocacy skills at different levels with demonstrated results
8. Good understanding UNCRC, ACRWC, Children Act 2001, Sexual Offences Act 2006 as well as other relevant legal interventions.
9. Capacity to work with partnerships/networks, children, communities, government, the civil society and the private sector
10. Demonstrated leadership skills, creativity and ability to build and work with teams
11. Good knowledge of NGO working environment
12. Excellent analytical report writing, communication and presentation skills
13. Resource mobilization skills with demonstrated results
14. Budgeting and financial management skills gained through budget-holding responsibilities
15. Problem solving, negotiation and contracting skills
16. Fluent in English and Kiswahili
