Position Overview:
The IDRF Health Project Manager will undertake a month-long feasibility study for provision of health services in the Kisumu area. This will be followed by initial implementation of a year-long project to provide support to sustainable primary health care by means of a targeted health centre. The successful candidate will be an excellent writer and researcher with proven skills and experience in health services management, and preferably some background in community development, as well as sound excel skills. IDRF does not have an office in Kisumu so the postholder will work from her/his home office, at least for the initial months of the contract. Please note that a current Kisumu resident will be preferred and IDRF cannot pay relocation expenses. This is a full-time post of not less than forty hours per week.
IDRF is a Canadian-based organisation and the postholder will be the IDRF representative on the ground, working closely and cooperatively with local health networks including government and civil society organisations. Responsibilities:
Design, research and write feasibility study that will provide recommendations to IDRF for the implementation of the project
Develop and maintain excellent relations with all stakeholders – community, government, civil society, etc.
Representing IDRF, as and when required, by participating and presenting in pertinent meetings and conferences
Providing regular updates on project progress to IDRF
Preparing financial and narrative reports according to IDRF requirements
Keeping IDRF informed of successes, challenges, and lessons learned during project preparation and set-up
Undertake a thorough needs assessment of the selected medical facility, looking at personnel and equipment requirements
Where necessary, support the selected medical facility with staff training, capacity building and materials development
Motivating and mentoring assigned staff, consultants, volunteers as applicable
Leading formal and informal project monitoring on an ongoing basis
Ensuring project compliance with IDRF and Canada Revenue Agency (CRA) protocols and procedures
Providing technical support and assistance to the start-up procedures of the project (logistics, community outreach, procurement, etc)
Where appropriate, assisting in the preparation, implementation and documentation of needs assessments amongst intended beneficiaries and other stakeholders
Identifying and disseminating best practices and new technical strategies and approaches in areas of expertise
Oversight of project finances
Required Skills/Experience:
Knowledge of managing project budgets and expense reporting templates
Demonstrated experience implementing and managing health projects and preferably, international development programs
Ability to coach, mentor and develop technical capacity
Awareness of, sensitivity to, and experience in working with multicultural groups
Ability to develop productive working relationships with counterparts
Proven management skills with the ability to multi task
High level of ability in Excel
Strong verbal, written, presentation and computer literacy skills
Excellent skills in facilitation, team building and coordination
Willingness and ability to live on a local salary ($500 per month plus expenses)
Building networks amongst key stakeholders
Proven commitment to gender equality and community empowerment
