1. BACKGROUND
The Administrative Services Unit under Operations is responsible for management and maintenance of UNDP common premises in Nairobi and Somalia. The overall objective in relation to facilities includes but is not limited to provision of quality services including ensuring maintenance of consistent electrical power to the facilities through service contracts with the municipality as well as provision and general maintenance of existing electrical systems and backup power supply in the Nairobi and the Sub offices. In order to secure the proper function of all electrical and related systems in the UNDP premises in Nairobi and Somalia (high voltage installations, electrical distribution installations, mechanical and air-conditioning installations, refrigeration, stand-by generators, pumps, perimeter electrical fence complete with automatic and manual gates, catering equipment and installations), technical assistance and maintenance services are required.
2. MAIN OBJECTIVES.
Under the overall management of the UNDP Chief Engineer and direct supervision of the Administrative Services Unit the Electrician Assistant will perform duties and responsibilities in accordance with the requirements of the Administrative Services Unit and other duties as requested by UNDP Somalia Operations.
The incumbent will attend to any electrical maintenance requirements and provide quality control assurance on installations, maintenance and equipment in the Nairobi and Sub offices in Somalia as well as similar support for programmes and projects as requested through the Administrative Services Unit.
The job may require frequent travel to Somalia.
3. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Provision of electrical maintenance support related but not limited to:
Electrical Systems
• General power
• General lighting/lighting fixtures
• Electronic/Electrical Equipment
• Power Points/Light fittings/fixtures and respective components
• Junction boxes/ Wiring/cables (Neatening loose wires/cables etc; on a continuous basis)
• Pumps and pump controls
• Stand by generators
• Security Lighting
• Additional electrical installations and modifications which may be undertaken within the UNDP Premises.
• Re-route wires and relocate lights/lighting switches affected by changes in office arrangement and relocation
• Alterations resulting in change of position/location of electrical installations/cabling and equipment.
• Maintenance of electrical installations in new buildings which may come up within the UNDP Premises during the tenure of the contract
• New equipment added to the complex.

The scope shall include but not limited to the following:
• Supervise electrical maintenance activities including on-site checks of the execution of works, and of quality control, and provide advice on remedial actions in consultation with UNDP Chief Engineer and UNDP appointed Electrical Systems Engineer;
• Prepare provisional technical reports in consultation with UNDP appointed Electrical Systems Engineer in support of UNDP when requested on ongoing electrical works;
• Provide technical support and advice to UNDP Administrative Unit Personnel
• To assess for repair all electrical systems and equipments for all UNDP offices in Nairobi and the field.
• To assist in the verification of quality and pricing for estimation of electrical equipment/materials to be procured for both Nairobi and field offices when called upon.
• To assist with the supervision and quality assurance of any ongoing electrical works and preparation of progress reports.
• To assist in testing and commissioning of electrical works.
• To assist in Inspection of all UNDP electrical installations and advice on any necessary improvements.
• To assist in ensuring the safety of all UNDP electrical installations by checking that the correct practices and standards are adhered to during installations and usage.
• To assist in implementation and management of energy management programs resulting from energy audits.
• To assist the collection of necessary data for preparation and submission of quarterly technical reports to UNDP.
• To assist in liaison with respective Municipal and Electricity Authorities regarding Energy supply and any necessary certifications.
• Be available to attend to any emergency situations where electricity is involved.
• Carry out other Works related tasks as assigned by UNDP.
4. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
I. Academic Qualifications:
Diploma in Electrical Engineering
II. Years of experience:
• Minimum of 10 years work experience (local)
III. Competencies:
• Demonstrated in-depth knowledge and hands on experience in all aspects of electrical systems
• Strong interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity.
• Strong communication (spoken, written and presentational) skills, preferably in English
• Good knowledge of relevant medical databases
IV. Other Considerations
• The assignment will be billed monthly based on a daily rate. The daily rate is payable against actual working days dedicated to the project as well as submission of monthly progress reports.
