Summary
Responsible for providing strategic direction and leadership to the human resources, procurement and administrative functions of the national office.
Duties/Responsibilities
Responsible for the adaptation and implementation of organizational policies, procedures, and systems for the management of human resources, administration and procurementServe as Advisor to the National Director and SMT on updated laws and regulations governing NGOs in the areas of HR, and administrative matters and take initiatives to ensure national office complianceFunctional leadership for the development of security policies, guidelines and standard operating procedures for national and area/field officesResponsible for management of organizational equipment (vehicles, office machines, etc.) and facilities, to include maintenance oversight/coordination, insurance negotiation and management and budget developmentEnsures compliance with all legal employment obligations in line with existing local labor and other related laws; ensure that Code of Conduct, child protection, whistle blower and conflict of interest policies are updated, communicated to and observed by all staffResponsible for oversight and leadership in national office recruitment strategy, in consultation with the National Director, confirm appointments and ensure optimal candidate selectionLeadership and oversight for employee relations programs; ensure compliance with employee grievance, disciplinary and performance management programs and policiesProvide leadership and direction for the implementation of remuneration programs and policies, provide oversight for analysis and recommendations for benefits and compensation related budget initiatives; ensures staff termination and severance administration/calculations are within policy and legal requirementsBuild the capacity of national office, affiliates and partners HR and Administration teams by ensuring staff is receiving the necessary competence through training and capacity building initiatives, individually or in groupsResponsible for development and management of annual administration budgetCustodian of all organizational policies and procedures8 - 10 years experience in an office administration and or/ human resources capacity, preferably in a multi-cultural environmentDemonstrated prior experience in a management role Outstanding written and oral communication skills in English and Swahili; fluency in French, Spanish or Portuguese an added advantageExcellent understanding of office administration practices and contract negotiationMust be computer literateExcellent planning, organizational and problem solving skillsAbility to prioritize, multiple task, work effectively under pressure and meet deadlinesStrong confidentiality ethic, demonstrate flexibility, and versatility in adjusting to changing environments and requirements as necessaryDemonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issuesCollege degree in business administration or relevant discipline or equivalent relevant work experienceJob DescriptionThis position is open to kenyan and international applicants.
Summary
Ensures the integrity of National Office financial management systems including general accounting policies and procedures, financial reporting, budget formulation and monitoring and financial analysis. Duties/ResponsibilitiesEnsures financial stewardship and accountability at all levels of financial operations. Ensures the integrity of financial management systems within the National Office. Ensures that proper internal controls exist and are followed for all financial activities of the National officeEnsures Program is in compliance with internal control policies related to the financial and administrative components, according to IO procedures and donor’s requirementsEnsures that accounting manuals are updated and revised periodicallyOversee the financial software system and direct the appropriate monthly accounting closing procedures. Ensure appropriate communication on financial matters with the Regional/International Offices, affiliates and local governmentsEnsures timely and quality information for all financial reporting requirements (e.g. IO, grants and donors) Ensures timely preparation & disbursement of staff salaries, allowances and regulatory requirements (e.g. taxes, pensions)Ensures that annual audit is conducted according to procedures, the timely closure of audit recommendations, documentation and preparation of a plan of action and audit corrective measures are followedMonitor cash flow in collaboration with the National Director; keep leadership informed about significant operational variances from budget or other financial issues. Supervises the preparation of cash flow and cash transfer requests and ensures that appropriate balances are maintained to facilitate smooth program implementationSupervises bank relations and bank account activities including transfer fees, interest and currency exchange rates. In compliance with organization policies, establishes country policies regarding cash holding limits, cash movements and fund management. Oversees the timely preparation, review and approval of all monthly bank accounts and cash reconciliationsCoordinates the preparation, and implementation of the financial aspects of budget packages (operative expenses, NSP, Grants) for the National Office and Affiliated Entities. Monitors financial performance compared to the budget throughout the year and takes corrective actions as appropriateReviews financial system of the affiliated entities and provide ongoing capacity building, training and mentoring support to affiliates making sure established standards are being followed10 years progressive work experience in accounting including analysis, financial reporting, budgeting, financial software and reporting systems; 5 years experience in a management rolePrior experience in financial aspect of Grants Development and Management preferredSolid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controlsSenior leadership experience in strategic financial managementStrong decision making ability using good judgment and professionalismGood understanding of administrative, financial and general management principles and skilled in financial reporting, budgeting and taxesSelf-guided, strong organizational and planning skills; Ability to work independently and under pressureFluency in English required, proficiency in other language (Swahili, French, Spanish or Portuguese) preferredTrack record of successfully training, developing/mentoring and supervising finance staffStrong inter-personal skills and proven team-playerExcellent written and oral communication skillsProven ability to manage competing prioritiesAble to solve complex problems and to exercise independent judgmentAble to work in a cross-cultural environment with a multi-national staffHigh level computer literacy and knowledge of spreadsheet applicationsBachelor’s degree in business administration, accounting, finance or related field or equivalent relevant work experience.
