Head of Finance and Admin at DCA’s South Sudan & Kenya Office

DanChurchAid (DCA) is looking for an experienced and energetic new Head of Finance and Admin for its South Sudan and Kenya Programme.

DCA is working with local partners in South Sudan and Kenya to assist the poorest of the poor with a focus on protection, combating hunger, working for peace and conflict mitigation and the safe removal of explosive remnants of war (EWR). Our development and humanitarian projects are part of a new 2013-2016 programme, “In Partnership for a Better Future”, aiming to support and assist the people of South Sudan and capacity develop our partners, in this the world’s newest country.

The South Sudan and Kenya Office is in an exciting process of expansion and constant adaptation and learning, working with both older and new partners with funding from a multitude of donors, incl. Danida, ECHO, EuropeAid and USAID.

DCA have currently 51 staff members in South Sudan and Kenya, incl. 30 staff members working in the Humanitarian Mine Action Unit.  The rest of the South Sudan & Kenya Office has 21 staff members with 18 in Juba and 3 in Nairobi. The Humanitarian Mine Action Unit is an integrated part of the South Sudan & Kenya Office, but its operation, administration and finances are handled by the unit itself and not the responsibility of the Head of Finance and Admin. 

Your work
The aim for our finance, admin, HR and procurement staff is to maintain a smooth running of the DCA Office with accountability, professionalism and staff welfare as a priority; creating an efficient, open and inspiring work environment for all.  The new Head of Finance will have a key role to play in this process.

The main responsibilities of the Head of Finance and Admin are to sustain and developed internal procedures and guidelines to secure an effective running of the DCA office within finance, administration, HR, procurement and logistics in accordance with DCA policies. This entails:

Securing full overview and financial management of high quality of all DCA programme and project finances, incl.  financial monitoring of projects and programs in cooperation with program officers and programme managersQuality assure partner project budgets and financial reports as well as monitoring, supporting and capacity developing partners, incl. assessment of the financial, administrative and procurement capacity of partnersEnsure that DCA financial and administrative procedures and guidelines are followed as well as securing compliance and timely reporting, according to donor rules and regulationsMaintain and improve systems and procedures for Human Resource Management with a focus to secure accountable and transparent processes, making sure that the provisions of the DCA Staff Manual, DCA policies and Code of Conduct are executed in accordance with DCA Staff Policies and the South Sudan Labour LawEnsuring that staff and visitors are assisted with travel planning and in obtaining necessary immigration documents and permitsDaily supervision of seven staff members; four working with finance, one with HR/admin and two with procurement/logistics

The Head of Finance and Admin is part of the management team together with the two Programme Coordinators, the programme manager for Humanitarian Mine Action and the Regional Representative to which the Head of Finance and Admin refers.

Your profile
We are looking for a colleague with the following qualifications

At least five years experiences in financial/administrative management including external audit and grants management, preferable working with International non-governmental organizations (INGO)Relevant academic degree with in finance, profound knowledge of accounting, experience from working with financial software system and good understanding of and familiarity with the principles of the international financial standardsPreferable knowledge of human resources management and procurementExperience in line or project  management and/or extensive coordinationExperience of working in developing countries, specifically in Africa, and proven ability to understand and adapt to local customs and cultural settings will be considered an advantageFlexible, patient and persistent with good facilitation and coaching skillsA team player with an open, humorous dispositionFluency in spoken and written English

DCA offers
A non-family posting with a two-year contract starting as soon as possible, no later than 1 June 2013. Expect two weeks of initial training in Copenhagen before deployment. Insurance, R&R incl. paid roundtrips and accommodation will be provided.
