Call for Expression of Interest in Consultancy to Evaluate a Completed Project in the Human Rights Sector in the African Region

1. Background: The Network of African National Human Rights Institutions (NANHRI) is a membership organization bringing together 44 National Human Rights Institutions (NHRIs) in Africa. The Network — whose Secretariat is based in Nairobi — was registered in 2007 under the laws of Kenya.
The mission of NANHRI is to support the establishment, strengthening and development of NHRIs in Africa in order to enable them to more effectively undertake their mandate of human rights monitoring, promotion, protection and advocacy.
The NANHRI does this through national, sub-regional, regional and international cooperation. Its vision is a continent with effective NRHIs; contributing to an enhanced human rights culture and justice for every African.
2. Project Results Framework: The above-mentioned was a three-year project funded by the MacArthur Foundation and implemented in the African region.
The aim was to address the capacity gaps of African NHRIs and implement interventions geared towards strengthening their capacities to effectively defend human rights in Africa.
This urgent need is as a result of the progressive growth of NHRIs in Africa exhibited over the years, with lack of or limited capacities to contend with the day-to-day demands of human rights needs in Africa.
3. Goal: The main goal of this project was to strengthen and develop the capacity of NHRIs in Africa to become effective actors in the promotion and protection of human rights in their countries.
The implementation of the project therefore enabled NANHRI to offer African NHRIs functional, relevant and effective capacity building programmes to enable the NHRIs to perform their functions.
Strategic Objectives:
Specifically, the intervention sought to address itself to three key commitments, namely,
- Strengthen the capacity of African NHRIs;
- Enhance cooperation between African NHRIs and other relevant institutions and organizations;
- Strengthen capacity of the Secretariat of NANHRI.
4. Objective of the Evaluation: The evaluation is expected to, in providing reflection on the performance of the project, have a strong emphasis on learning.
The results of the evaluation should guide NANHRI in future programming.
The consultant shall evaluate the project and submit deliverables within a maximum of 20 days from the date of commencement/signing of the agreement.
5. Specific Objectives
The objective of the evaluation is to assess the extent to which the project’s anticipated impact was achieved.
Specifically, the consultant will:
- Assess the extent to which the overall and specific objectives of the project have been realized
- Assess the effectiveness of the strategies employed in implementing the project
- Review the relevance of the project to the targets
- Asses the efficiency with regard to the implementation of the project i.e. how well the resources—including personnel and finances—have been used to achieve the stated objectives
- Assess the project’s sustainability including financial sustainability, that is, whether the targets are able to sustain activities initiated by the project
- Provide relevant recommendations based on the findings of the evaluation in terms of outputs and outcomes and any progress towards achieving the desired impact. The assumption will be that the project as an isolated initiative may have not been able to support achievement of the desired impact.
- Document the project’s most important achievements, best practices and lessons learnt
- Identify some replicable aspects of the project that can be applied in other project contexts.
- Assess the extent to which the project was implemented with a consideration of special interest issues such as; Equity, Gender and Human rights Based approach in development.
6. Evaluation Approach, Design and Implementation
This evaluation requires a mixed method approach that will have a good blend of both qualitative and quantitative data to describe the achievements of the project as well as the extent of those achievements.
The evaluation should adopt an outcomes mapping approach as well as the use of Most Significant Change methodology. Some of the key stakeholders to be interviewed include NANHRI management and project staff; NHRIs management and project staff (participating NHRIs) and staff of participating CSOs and NGOs.
Key informant interviews will be used to collect qualitative data. Review of secondary data will inform the development of tools as well as the findings.
The process would involve the following:
- Preliminary meetings/discussions with management;
- Review of relevant documents/literature;
- Development of appropriate evaluation plan and evaluation tools.
- Inception meeting with the project management staff.
- Interviews, discussions, questionnaires
- Analysis of information and data;
- Reporting, stakeholder validation and presentations.
7. Evaluation Criteria
The evaluation will focus on the review of project impact, relevance, effectiveness, sustainability, efficiency, equity.
The opinion of the key stakeholders would be sought their involvement, processes and results while the beneficiaries will be interviewed on the project activities and what it has achieved and how NANHRI can be more effective.
8. Outputs and Deliverables
The key deliverables for this assignment include:
- An inception report detailing the Consultant’s understanding of the task. This should also include the evaluation tools and the evaluation work plan;
- Evaluation plan and Data collection tools
- List of persons to be interviewed;
- Reports of all the interviews (audio recordings of the same are encouraged)
- Draft evaluation report to be submitted to NANHRI for comments;
- A final report incorporating the comments from NANHRI. It should include an executive summary, methodology and a comprehensive narrative of evidence, findings and recommendations;
- A summarized PowerPoint presentation on the reports detailing process, findings and recommendations.
9. Qualifications
Candidates for this Consultancy should possess the following minimum qualifications:
- A post-graduate degree in law, social sciences, project management or any other relevant field
- A minimum of 5 years’ experience in monitoring and evaluation. Experience in conducting evaluations of human rights, governance and/or development programmes would be an added advantage;
- A familiarity with the human rights situation in Africa region including international human rights law;
- Experience in project management with demonstrated knowledge of project cycles;
- Strong communications skills (oral, written and presentation skills).
- Knowledge of French will be mandatory as the project was implemented in both francophone and Anglophone countries.
10. Terms of Payments: The consultancy fees will be paid after submission of the related reports and deliverables.
11. Disclaimer: This call for Expression of Interest (EOI) does not constitute a solicitation and NANHRI reserves the right to change or cancel the requirement at any time during the EOI process.
NANHRI also reserves the right to require compliance with additional conditions as and when issuing the final contract.
Candidates will be evaluated and selected in accordance with NANHRI rules and procedures. Any grievances and/or complaints arising from the evaluation process and final award of the Consultancy can be addressed in writing to the Executive Director.
12. Submission of Bids: An expression of interest should contain the cover letter, the technical proposal and the financial proposal.
The technical proposal should also contain the CVs of the evaluating team, with three professional references.
The EOI should be forwarded to the undersigned by Close of Business on Friday, the 21st day of August 2015.
