Topographical Survey, Canal Design and Cost Estimation for Moru Ese Irrigation Scheme in Turkana

PROJECT BACKGROUND


Resilience and Economic Growth in Arid Lands-Improving Resilience (REGAL-IR) is a 5-year program sponsored by USAID/Kenya and Feed the Future (Ftf) to reduce hunger and poverty, increase social stability and build strong foundations for economic growth amongst pastoralists and transitioning pastoralists in Kenya’s arid and semi-arid lands (ASALs). The program is designed to empower communities to take charge of their development and to strengthen their capacity to select, design, implement and monitor activities toward increasing their social, economic, and environmental resilience to natural and human-induced shocks.


REGAL-IRis led by Adeso and is implemented by a consortium of partners. An intensive community engagement process – Participatory Learning, Planning and Action (PLPA) – guides program decisions and implementation in six thematic areas including diversifying livelihoods, improving value chain inclusiveness, natural resource management, conflict management and mitigation, disaster risk reduction, and improving nutrition.


This consultancy falls under strategic objective 1 – Livelihoods diversification and strengthening whose goal isto improve the capacity of individuals and community-based enterprises to become more competitive in business and non-pastoral activities, thereby diversifying traditional subsistence livelihoods and increasing collective resilience to environmental and other shocks. To achieve this objective REGAL-IR will develop appropriate irrigation infrastructure that will support market led crop production in identified sites across the 5 counties where REGAL-IR is implemented. Moru-ese irrigation scheme is located in Turkana County, Turkana central sub-county. The location has a high potential of increased crop production if available irrigation infrastructure is well designed.


OBJECTIVE OF THE ASSIGNMENT


· To conduct Topographical surveys, design and cost estimation for Moru-ese irrigation scheme in Turkana County.


SCOPE OF WORK


The consultant will:


· Conduct detailed assessment of the project site in consultation with communities, relevant stakeholders and ADESO-REGAL IR.


· Upon acceptable level of consultation, the consultant will conduct the following activities in sequence;


o Topographical survey covering the proposed area of farming, approximately 300 acres, the consultant is encouraged to use latest technologies that will result to immediate generation of the results.


o Carry out a profile survey of the intended position of the canal. The intended position will be selected in consultation with communities, ADESO and stakeholders.


o Based on the topographical survey data and canal profile information, the consultant will recommend appropriate irrigation designs and draw them.


o Provide bill of quantities for the design and prepare standard bidding documents for contractors that shall undertake the activity.

· Topographical Survey Map of Moru-ese irrigation scheme


· Irrigation design for Moru-ese irrigation scheme


· Develop tender documents to support Adeso procurement processes.


Adeso


  1. Facilitate community mobilization for public consultation;

  2. provide all relevant information as required.

  3. Tax withholding.

  4. provide office space if need be.

ACCOUNTABILITIES AND RESPONSIBILITIES


Overall coordination of the assignment and liaison with any relevant field or partner agency staff will be ensured by the Adeso Technical Advisor on livelihoods diversification assisted by the Water Engineer. The consultant will work closely with the Turkana based Project Officers throughout the length of the consultancy and report directly to them.


QUALIFICATION PROFILE


Essential


· Registered Engineer with Kenya Engineers Board


· First degree in Agricultural engineering, environmental science or other relevant subject


· At least 5 years relevant experience.


· Practical knowledge of irrigation development and environmental management.


· Skilled communicator.


Desirable


· Previous Engagements in the region on similar project.


· Previous Topographical surveys and designs for similar projects.


TIMING


REGAL-IR is its third year of implementation. The consult should mobilize and conduct the survey as soon as possible upon signing of contract. A total of 21-30 working days is estimated for completion of the tasks.


TERMS OF PAYMENT


Payment will be made only upon satisfactory delivery of services and approval of the narrative report(s) submitted by the consultant. The consultancy fee will be charged a withholding tax as per organization and government policy.

· An updated CV including relevant work experience and qualifications;


· A sample of recently written report for a similar assignment;
