Job Summary: Director of Human Resource Management plans, coordinates, implements, supervises, monitor and evaluates Human Resource functions in the County Government.



Duties and Responsibilities


Planning, Co-ordination, organization and direction of Human Resource Management services

Establishing and operationalizing the Human Resource Management Function

Analyzing the staffing levels and making proposals for succession planning

Optimum utilization and proper deployment of Human Resource in the County

Developing and implementing an effective performance management system

Advising on the establishment and management of Human Resource policies that guide operations of the County Government

Providing technical and coordination support in mainstreaming gender, youth, disabilities and HIV in the County Government Civil Service

Recommends staff advancement, promotion, upgrading and redesignation in accordance with the applicable schemes of service

To perform any other duties as may be assigned from time to time


Requirements


Be a Kenyan Citizen

Hold a Bachelor’s Degree in Human Resource Management, Social Sciences and or any other equivalent qualifications from a University recognized in Kenya

Hold Post Graduate Diploma in HRM, or Masters Degree in HRM

Have relevant knowledge and experience not less than fifteen (15) years of which seven (7) should be at management/leadership level preferably in the mainstream Civil Service.

Have undergone Senior Management Course.

Be a member of the Institute of Human Resource Management (IHRM) or any relevant professional body with good standing

Meet the requirements of Chapter six of the Constitution of Kenya on leadership and Integrity.


2. County Director of Water Services

Duties and Responsibilities


Formulation of County Water & Sanitation services policies

Facilitates linkages for policy harmonization between the two levels of Governments National & County

Coordination of all water and sanitation activities within the County

Facilitate implementation of the Department’s strategic plan in liaison with other key stakeholders in other key stakeholders in the water sector.

In the discharge of the above duties, the officer shall liaise closely with Ministry’s Chief Officer.

Overseeing implementation of projects and ensuring that set standards are met

Developing water service assessment and rehabilitation programmes

Monitoring and evaluating the Impact of Development activities, liaising with stakeholders, National, Regional and International Organization and Institution involved in Water Resource training and development programmes

Co-coordinating, interpretation of policies and implementation of strategies


Requirements


Be a Kenyan Citizen

Be in possession of first Degree in either Civil Engineering, Agricultural Engineering, Chemical Engineering, Industrial Engineering and Water Engineering from recognized University in Kenya

Have a certificate in Strategic Leadership Development Course and Senior management Course lasting not less than 4 weeks

Fifteen (15) years of work experience of which at least ten (10) are in senior management position in the water sector

Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on leadership and Integrity

Demonstrate professional computer knowledge in work performance and results

Must be a registered engineer by Engineers Registration Board of Kenya (ERB)

Job Purpose / Job Summary: The job holder is a Custodian of the right to health as contained in the
Constitution of Kenya 2010, so that every resident of Homa Bay County has the right to the highest attainable standard of health.


The Director is the principle advisor to the Chief Officer Health on the matters of legislative, policy and other measures to facilitate the progressive realization of the Right to Health.


The County Director of Health will also articulate scientifically based health policy analysis and advice to the Chief Officer of Health on a full range of critical public health, medical and health system issues facing Homa-Bay County.



Duties and Responsibilities


Provide leadership and management oversight for medical professionals in emergency preparedness and response activities.

Provides technical leadership to divisions reporting to her/him.

Advise the Chief Officer of Health regularly on critical and emerging issues.

Provide medical leadership to drive forward service transformation across the health care community in Homa-Bay County.

Create an environment in which excellence, research and development, public protection and patient safety can flourish to meet the challenges of the 21st century.

Identify critical areas in need of improvement within the County’s health system.

Work with wider civil society, private sector and international community to engage them in fostering improved health services.

Overseeing and working with staff to monitor and analyze health risks.

Ensure enforcement of public health regulations and Laws.

Promote the mission, vision and objectives of the Department of Health.

Coordinates continual evaluation and appraisal of current health programmes, identify priorities and recommend opportunities for upscaling and /or replication.
