Duties and Responsibilities
Specific Duties at this level will include but not limited to:
Designing appropriate systems for the review, formulation and implementation of policies, programmes and projects.
Ensuring timelines in the data collection, analysis and dissemination of results to stakeholders
Supervising and steering the technical and support staff to formulate environmental research that will help achieve NEMA’s mandate.
Coordinating the development of achievable, deliverable research programmes to ensure that research assignments are carried out in time and deadlines accomplished.
Coordinating the preparation and dissemination of annual State of Environment report.
Requirements for appointment:
A Bachelors and Masters degree in any of the following fields; Environmental Science, Environmental Studies, Environmental Economics, Natural Resource Management or any other related field from a recognized institution.
At least ten (10) years relevant experience in Environmental research and Management field, five (5) of which must be at senior level.
Be actively involved in research and publications in the field of environment or natural resources
Demonstrated supervision or coordination of research activities at national or international level
A Phd in relevant areas listed above from a recognized institution as well as affiliation or registration with relevant research and professional bodies will be an added advantage.

Deputy Director Legal Services
Grade E3
An officer at this level will be responsible to the Director Legal Services for management of legal affairs of the Authority.
Duties and Responsibilities
Specific duties at this level will include but not limited to;
Assisting the Director Legal Services in providing legal advice to the Authority and ensuring integration of environmental concerns into policy and legislation at all levels.
Assisting the Director Legal Services in facilitating the development of procedures and regulations for effective implementation of the environmental law.
Implementing law and advising on legal matters.
Participating in review of environmental laws in collaboration with other government institutions and stakeholders.
Offering technical support to field officers in the enforcement of the environmental law
For appointment to this position, a candidate must:
Have a Bachelors degree in law (LLB) from a recognized institution
Masters degree in law from a recognized Institution. Masters in Environmental Law will be an added advantage.
Be an Advocate of the high court of Kenya with a current practicing certificate.
Have seven (7) years relevant working experience in legal practice three (3) of which must be at a senior level.
High proficiency in computer applications
Demonstrated professional competence in Legal matters.

Chief GIS Officer
Grade 4
An officer at this level will be responsible to Director Environmental Planning and Research Coordination.
Duties and Responsibilities
Specific duties will include but not limited to;
Taking charge of the GIS unit located at the NEMA’S head office.
Consult and advise the various NEMA departments as to how GIS Technology can enhance NEMA’s service delivery
Develop and implement appropriate procedures, standards and work programs for the GIS unit.
Administer GIS unit – support budgets and billing for GIS services; develop forward budgets and help secure funding for the unit, direct the design and analysis of GIS applications,
Direct, train and supervise the work of technical staff seconded to the GIS unit.
Develop a network of contacts and collaborative partnerships with institutions which have the potential to support Kenya Environmental Information Network (KEIN) in which NEMA is the focal point and broker agreement with lead agencies with regard to sharing of data in agreed common formats.
Initiate the collection of key data sets that will help enhance the mapped content of State of Environment (SOE) reports and Environmental Action Plans (EAPs) at National and County levels.
Ensure proper maintenance of the Units hardware and software, including the administration of licensing agreements, memoranda of understanding, Marketing agreements, and use agreements
Control the quality of GIS data, including; geographic and content accuracy, completeness, and registration of data held (e.g. various maps layers)
Control access to NEMA’S GIS data and develop appropriate information management system for data standardization, exchange and sharing at Regional, National and County levels
Provide timely written and oral progress reports and updates to the Director Environmental Planning and Research Coordination.
Requirements for appointment
For appointment to this grade a candidate must have;
A master’s and Bachelor’s degree in either of the following discipline;- Geography, Urban and Regional Planning, Environmental Planning, Environmental Studies, Cartography, Geo-spatial and informatics or equivalent qualification from recognized Institution.
Qualifications in Geographical Information System (GIS)
Knowledge of GIS software applications and programming skills
Demonstrated technical competence and skills in the area of GIS spatial data generation, documentation and management
Demonstrated ability as reflected in work performance and deliverable outputs
At least ten (10) years hands-on experience in the of Geo-information System and three (3) years’ experience at managerial level

Human Resources Officer II
Grade E8
This is the entry and training grade in this cadre.
Duties and Responsibilities
Specific duties at this level will include:-
Verifying information relating to recruitment, appointments, human resource management, records and complement control,
Drafting of HR letters,
Leave Administration,
Verifying medical records,
Processing of final dues,
Opening and closing of personnel files,
Processing cases for the Human Resource Advisory Committee of the Authority and implementation of decisions thereof,
Keeping/maintaining records of all Authority equipment;
Overseeing daily and weekly cleaning of offices;
Supervising collection and disposal of waste.
For appointment to this position a candidate must have;
Bachelors Degree in any of the following disciplines, Human Resource, Public/Business Administration or their recognized equivalent from a recognized institution;
Three years relevant working experience

Wetlands Officer I
Grade E7
Duties and Responsibilities
An officer at this level will familiarize him/herself with inland water issues in the country.
Requirements for Appointment
For appointment to this grade an officer must have:-
A Bachelor’s degree in Aquatic Ecology, Aquatics Science, Environmental Science, (fresh water bias) or any other relevant field from a recognized institution.
Five (5) years working experience in aquatic resource management and monitoring or a related field.

Terms of Service: All the above positions are on permanent and pensionable terms of service except Chief GIS officer which will be on a three years renewable contract.
