Job Title: Chief Executive Officer
 


Department: Office of the CEO
 
Reporting Relationships

Reports to: Chairperson - Board
 


Direct reports:

  • Deputy Director, Technical Services

  • Deputy Director, Finance and Administration

  • Internal Auditor

  • Legal Manager



 

Indirect reports:

  • All the staff


Job Purpose: Responsible for formulating, promoting and implementing strategies and policies that will ensure establishment and operationalization of an independent and internationally recognized professional Body
 


Key Responsibilities / Duties / Tasks
 


1. Managerial / Supervisory Responsibilities

  • Direct the attainment and maintenance of bilateral and multilateral arrangements for ease of flow of goods and services across our borders through accredited conformity assessment

  • Lead across all aspects of the organization in liaison with the Board

  • Direct overall organization activities of the Organization in line with its mandate, policies and programmes

  • Accountable for all the Organization’s programmes and plans in line with the mandate

  • Advocate/ promote the Organization to stakeholders and regulators

  • Direct the development of the Organization’s strategic plan in line with the mandate of the organization and advise the Board and Management

  • Lead the development of the Organization’s annual corporate plans and ensure cascading and implementation

  • Guides the development of the Organization’s budgets and establish proper internal controls by exercising prudent financial and administrative management

  • Oversee the implementation of transparent and prudent procurement and operational processes while ensuring integrity of the affairs of the Organization

  • Direct engagements of strategic partnerships and collaborative efforts at national, regional and international levels

  • Interface between the Board & Management and the Oganization & stakeholders and acts as a spokesperson of the corporation

  • Lead the design and development of business related proposals and execution of the programs thereof

  • Oversee the implementation of corporate policies and foster a corporate culture that promotes ethical practices and good corporate citizenship

  • Assure business continuity through an effective management structure, including succession plan and sound risk management framework

  • Oversee corporate planning, budgeting and effective implementation of policy decisions at both strategic and operational levels.    


2. Operational Responsibilities / Tasks

  • Mobilize resources and ensure effective utilization in the institution

  • Build relationships and maintain networks with local, regional and global partners and stakeholders

  • Engage the office of the Cabinet Secretary, Principal Secretary and other officials form the parent Ministry for effective service delivery

  • Responsible for mitigation of all risks in the Organization’s operations

  • Approves the procurement of all goods and services in the organization

  • Approval of expenditure within the approved budget

  • Responsible for physical assets assigned by the institution

  • Provide oversight for all the institutional physical assets

4. Working conditions:

Working environment

  • Is exposed to diverse conditions of work due to dealing with various stakeholders including regulators, standard making bodies, funders, the government and public with diverse interests in conformity assessment.  

  • The position involves a lot of air and road travel in the process of undertaking client assessments and client engagements meetings


 Job hazards

  • There is a moderate chance of accident or health hazards that could be incurred during stakeholder engagements


Job Competencies (Knowledge, Experience and Attributes / Skills).
 


Academic Qualifications

  • Master’s degree in relevant field

  • Standards and Quality Management desirable


Professional Qualifications / Membership to professional bodies

  • Certificate in corporate governance

  • Member of relevant professional bodies


Previous relevant work experience required.

  • At least 15 year work experience with 10 years in a managerial role
