Video Animation Production

Background: Deutsche Stiftung Weltbevölkerung (DSW) is an international development organisation that focuses on the needs and potential of the largest youth generation in history. 

We are committed to creating demand for and access to health information, services and supplies, and to securing their right for a brighter future. 

 

We achieve this by engaging in advocacy, capacity development, and family planning initiatives, which make sure the youth of today are empowered to lead healthy and self-determined lives.

1. Context
 

DSW is advocating for increased funding from national and sub-national governments in Kenya, Tanzania, and Uganda to address the unmet need for Family Planning as well as improved Family Planning prioritization by national and sub-national governments to meet funding commitments in support of Family Planning.

For this reason, DSW seeks to produce a 3-minute animated video which aims to project our theory of change.

2. Objectives of the Video
 

a) Articulate how our activities and processes will lead to increased domestic funding for Family Planning
 

b) Show the role of youth in DSW’s advocacy of Family Planning funding
 

c) Explain why it is important for young people to access Family Planning services, information and supplies

3. Audience
 

Primary Target

• Decision makers (National and County government officials, Members of Parliament, Health Officials)

Secondary Target

• Young people aged between 12-29 years


• Civil Society Organizations


• International Development Partners

4. Scope of Work
 

Production of two 3-minute animated videos: one in English and one in Swahili.

The associated tasks are;

• Propose video production schedule


• Develop scripts from a brief provided


• Develop video concept (sketch board)


• Sourcing voice over artists and sound background


• Post production including edits, mixing and synchronization etc.

DSW will contract the creative agency and provide supervision for quality assurance, control and guidance to the assignment to ensure that it meets DSW’s criteria.

DSW will provide the creative agency with an initial briefing as basis and guidance for drafting the video concept.

5.Time Frame
 

Production of the animated video is expected to be completed within eight (8) weeks. 

The deadline for final submission is 25th of August 2017

6. Expected Deliverables
 

The final product must be in:

• HD 1080p submitted in DVD format


• A format optimized for online publication (Facebook, twitter and YouTube)

7. Application Guidelines
 

Interested firms/individuals are requested to submit a bid dossier for consideration. 

The bid dossier should contain the following:

• Financial quotation


• Short written brief that reflects an understanding and interpretation of the ToRs, including how this assignment will be undertaken


• Example of similar assignments
