Background/IRC Summary:

The IRC’s vision is to lead the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to shape policy and practice. To achieve that vision, the IRC’s Technical Excellence team provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.
TE has three central objectives that we work towards:
- Guide program design to achieve outcomes by incorporating the best available evidence
- Build technical capacity of country program staff to implement, measure and continuously improve programs
- Influence the IRC, peer agencies and donors to use proven interventions and generate new evidence to achieve change in peoples’ lives
TE is comprised of seven Technical Units, all of which have deep expertise in their respective sectors: Education, Economic recovery and development, Gender Equality, Governance, Health, Measurement and Violence Prevention and Response.
The Violence Prevention and Response Unit (VPRU) works to reduce people’s vulnerability to and support their recovery from violence, and promote transformative work for a future free from violence. The unit houses expertise in the fields of Child Protection, Protection and Rule of Law, and Women’s Protection and Empowerment to support women, children and other vulnerable groups through violence prevention programs that help stop violence before it happens and violence response programs that ensures lifesaving services for people affected by violence. VPRU has programs in 31 countries across Africa, Asia, Europe and the Middle East. Protection and Rule of Law areas of focus include protection monitoring, protection Analysis, access to justice, responsive information services, case management and MHPSS.
Specific Responsibilities: The PROL Senior Technical Advisor (STA) is responsible for leading technical support efforts for Protection and Rule of Law programming within VPRU. The PROL STA develops and implements strategies and provides advice on this discrete technical domain. This position guides and informs IRC on strategy design, supports the technical assistance team, collaborates closely with the technical innovations team and ensures the quality and consistency in delivery of programs. The STA serves as a spokesperson and technical expert on protection and rule of law programs in context of IRC’s humanitarian purpose. This position is a member of the VPRU’s Leadership team and will contribute to delivering on the VPRU vision and joint priorities across Child Protection, Protection and Rule of Law, and Women’s Protection and Empowerment.
Major Responsibilities:
Leadership and Representation
- Provide high level technical expertise, leadership and direction in the implementation of the VPRU strategic plan and engage in thought leadership.
- Lead strategic planning and the long term direction for PROL programming.
- Support the cohesive functioning of the team by ensuring communication between different positions (TAs, specialists, etc), country programs and regional units is consistent and clear.
- Identify learning priorities and work with peer STAs to achieve outcomes.
- Ensure timely, accurate and good quality reporting to donor and others.
- Lead and support the implement of VPRU commitments for transformative change around racial justice and decolonization of our sector.
Resource Development and Specialized Technical Support
- Provide in depth technical support to specialized areas, including protection analysis, health and protection data/protection monitoring, and digital protection.
- Provide in depth technical support to the Responsive Information Advisor; serve as strategic lead for protection for Information Platform project (Signpost).
- Identifying strategic technical priorities for resource development specialist support and ensure that they are responding effectively to the needs expressed across field programs.
- Lead all aspects of the process for bringing new program models and resources associated with IRC’s outcomes and evidence framework (OEF) roll-out to the field including specialist technical support and capacity building provided by specialists.
- Build opportunities for evaluation or research to test theories of change included in the OEF.
- Ensure quality of technical support provided by specialists and institutionalize mechanisms for monitoring the quality of specialized support provided to the field.
- Identify and ensure opportunities for collaboration with other IRC technical units for work on the OEF and in developing multidisciplinary program models.
Business Development and Grant Oversight
- Lead business development for VPRU-led resource development, as per strategic priorities and needs expressed across field programs.
- Support the management of grants directly related to resource development – including budget management, monitoring progress towards objectives, Donor reporting and compliance. Delegate key tasks related to grants management as appropriate.
- Work with specialists, program managers and finance to ensure budgets are managed effectively. This includes communication with field programs receiving budget allocations from TU–led grants.
Human Resources
- Hire and supervise 5 PROL-VPRU staff – with timely use of the IRC PME system and a focus on staff development and coaching.
- Identify and supervise consultants as relevant.
Country Technical Support
- Provide technical support to country programs in the absence of country support TAs, focusing on design monitoring and evaluation; business development; representation and advocacy.
Key Working Relationships:
Position Reports to: Director for Country Support, VPRU
Position directly supervises: Direct supervision of 5 PROL TAs. Technical support with indirect supervision of 3 Technical Specialists and the Responsive Information Technical Advisor.
Other Internal and/or external contacts:
Internal: Regular communication with other functions within the VPRU and with other Technical Units. Close relationships with regional and country program teams. Collaborate with IRC’s business development unit, external relations and advocacy departments.
External: Represent PROL and the IRC in outside meetings of importance with donors, other non-governmental organizations, inter-agency working groups and other practitioners in the field.
Job Qualifications:
Education: Master’s/post-graduate degree in International Law, Human Rights Law, international development or relevant field or equivalent combination of education and work experience. Must have in-depth practical knowledge relating to technical area of assignment.
Work Experience: professional experience in a range of humanitarian settings and roles, experience in implementing and/or managing Protection and Rule of Law programming is required, preferably within a humanitarian, international development setting. Experience in technical tools and materials development, monitoring and evaluation, and research in relation to education is highly desired. Experience in strategy development and working across sectors or disciplines is highly desired.
Demonstrated Skills and Competencies: Strong supervisory skills are required. This position requires strong communication skills, with the ability to effectively articulate strategic vision within the team, throughout the IRC and with external audiences. Expert-level fluency in technical terminology associated with PROL is needed. Demonstrated commitment to renewing and maintaining currency with best practices.
Language Skills: Fluency in English required; proficiency in French or Arabic is desired/an advantage.
Working Environment: Travel between 30% and 40% of time.
