Overview of Islamic Relief


Islamic Relief is an international aid and development charity, which aims to alleviate the suffering of the world's poorest people. At the international level, Islamic Relief Worldwide (IRW) has consultative status with the UN Economic and Social Council and is a signatory to the International Red Cross and Red Crescent Code of Conduct. IRW is committed to the Sustainable Development Goals (SGDs) through raising awareness of the issues that affect poor communities and through its work on the ground. Islamic Relief is a member of the Disasters Emergency Committee and is certified by CHS.


Islamic Relief endeavors to work closely with local communities, focusing on capacity-building and empowerment to help them achieve development without dependency.


Background information


Islamic Relief Worldwide (IRW) East African Region is made up of five countries, namely: Kenya, Somalia, South Sudan, Ethiopia and Sudan, all of which are located in the Horn of Africa (HOA).


The East of Africa countries face decades of conflict, recurrent climate shocks, disease outbreaks, locust invasion and increasing poverty leading to increased displacements, insecurity, food insecurity, malnutrition, Gender-based violence and cyclical famine. The vulnerable and the poor are the most affected. Women, children, the older people and persons with disability are disproportionately affected.


The main economic activities are basically a rain fed agricultural activities such as crop farming and livestock keeping which has in recent years experienced significant climate-related shocks, including prolonged droughts, and at times flash floods and desert locus. These protracted crises have resulted in substantial economic losses and adversely impacting food security, especially in the poor, marginalized communities with limited adaptive capacity. Despite progress in recent years, the compounding impacts of these shocks continue to erode coping strategies and undermine resilience against future crises.


At the height of the Horn of Africa drought, IR East Africa has Secured 10Million USD funding for the Region from Islamic Relief USA. The proposed project is an 18-month emergency response and recovery project targeting Somalia, Ethiopia, Kenya, Sudan, and South Sudan. The main goal of the project is to contribute to the reduction of drought impact among affected communities in East and Horn of Africa through improved food security, access to health, water, protection, and restoration of dignity.


The proposed response will have two pronged approaches. Firstly, the priority is to save lives of the most affected and vulnerable groups and communities. In delivering the humanitarian response, IR will strictly follow the SPHERE and CHS standards. Secondly, the response is aimed at helping the affected households recover and rebuild their means of livelihoods. The lifesaving interventions will continue for the first six months concurrently followed by the recovery and rehabilitation phase.


Overview of the work/tasks

Preparation, delivery and reporting on Trainers of trainees face-to-face CaLP-accredited Core CVA Skills for Programme Staff course in Nairobi, Kenya, East Africa region.


Primary Objective of the consultancy


Build capacity of a core Programme team from IR East Africa region on CVA. The training will help IR country offices to develop, design and deliver CVA programmes according to best practices.


Specific Objectives


1. To train core staff on the CVA methods and modalities


2. To enable IR to improve the design and delivery of CVA programmes according to best practices


Target audience


A total of around 30 IR staff members have been identified to participate in the training event. These are primarily field implementers, Programme design team, and monitoring staff with 8 – 16 years of experience from 5 East Africa region IR country offices namely Kenya, Somalia, Sudan, Ethiopia and South Sudan.

For the delivery of course:


1. Delivery of a high-quality training course, using CALP training materials - contextualizing materials as appropriate to the setting and participants;


2. Evaluation feedback and training report inputs: Written feedback and recommendations to inform a brief training report;


Timeframe and deadlines:


This assignment is for a period of maximum 10 days in August 2023. It is likely to commence in Mid-august 2023.


Reporting:


The consultant will primarily work with the Regional Humanitarian Manager based at Regional Office- East Africa located in Nairobi and IRK office from time to time to share the progress of activities under this assignment and certifying that the works, tasks, assignment have been satisfactorily performed.


Essential profile of the consultants:


For this piece of work, Islamic Relief Worldwide, East Africa Regional office (IR-EARO) is looking for the following expertise:


  • Must be a CALP-certified trainer, certified to deliver the Core CVA Skills for Programme Staff course.

  • Proven experience of delivering high quality training and learning events related to cash transfer programming.

  • Good understanding of current good practices regarding CVA and, preferably, experience in East Africa Region.

  • Substantial knowledge and experience in capacity building: adult learning methodological approaches and tools and strong skills in facilitation; designing trainings; collecting and analyzing secondary information; conducting surveys, consultations, and key informant interviews; synthesizing qualitative and quantitative information; and evaluating training impact.

  • Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions.

  • Knowledge and work experience of the ways of working of humanitarian NGOs (local and international), state actors (e.g. National Disaster Management Authorities and social welfare departments), UN agencies, and private sector actors (e.g. financial service providers).

  • The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge/skills and from different educational and cultural backgrounds.

  • Demonstrated experience and skills in facilitating stakeholder/working group consultations and training.

  • Familiar with/good understanding of Core Humanitarian Standards, Sphere Standards, MERS, Charter for Change, Grand Bargain, Protection Principles, Red-Cross/Red-Crescent Code of Conduct etc.

  • Excellent writing and communication skills (high proficiency in English language)

  • Time management skills and able to complete the assignment within allocated time

  • Capability statement: How the consultant or firm is structured for the assignment, the role each staff will play.

  • The CVs of the key personnel who will take part in the consultancy. Outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks and any other personnel who will work on the project


  • Technical Proposal: The consultant’s understanding and interpretation of the Terms of Reference (TOR), Be able to demonstrate experience of outcome reviews, mapping and impact assessment/evaluation approaches for similar work. a detailed methodology on how the training will be done and detailed implementation schedule for the assignment as well as any other proposed approaches the consultant may deem fit for this assignment.


  • Financial proposal: Itemized budget proposal that should include the consultancy fees, the consultancy daily rate.


  • References: Names, addresses, telephone numbers of three organizations that you have conducted Manual development that will serve as your professional referees.

  • **Example(s) of relevant work -**conducted for the three reference organizations provided.

  • Be able to complete the project within the timeframe stated above.

Terms and Conditions:


Payment will be made in line with the milestones and deadlines for key project deliverables as follows:

We can be flexible with payment terms, invoices are normally paid on net payment terms of 30 days.


Additional Information and Conditions of Contract


During the consultancy period, IRW will only cover:


  • Consultancy fees

  • Any travel costs to visit Nairobi for the staff from other countries.

IRW will not cover:


  • Tax obligations as required by the country in which he/she will file income tax

  • Any pre/post assignment medical costs. These should be covered by the consultant

  • Medical and travel insurance arrangements and costs. These should be covered by the consultant.

Consultancy Contract


  • The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the month and will be paid on net payment terms 30 days though we can be flexible.

  • The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

  • For this consultancy all applicants are required to submit a covering letter with a company profile(s) and CV’s of all consultants including the lead consultant(s).

  • A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

  • Other relevant supporting documents should be included as the consultants sees fit.

  • All applicants must have a valid visa or a permit to work in the Kenya.
