Director, Cooperative Development, Job in Kenya


Turkana County Public
Service Board invites applications from competent and qualified persons to fill
the following positions;



REF:
TUR/CPSB/021/2022/2023;
DIRECTOR CO-OPERATIVE DEVELOPMENT, JOB GROUP “R”, POSITION: ONE (1)



The County Director
Cooperative Development will be responsible to the County Chief Officer in
interpretation and implementation of existing co-operative development laws,
rules and regulations and any other related laws that may be enacted to guide
co-operative development function.



Duties and
responsibilities





  • Providing technical advice on co-operative investments,
    finance, credit, marketing, project management, extension and advisory
    services;

  • Developing and ensuring implementation of policies;

  • Ensuring and enforcing compliance with co-operative
    legislations;

  • Designing, coordination and monitoring the implementation of
    co-operative activities;

  • Preparing and validating registration and deregistration of
    co-operative societies;

  • Monitoring co-operative societies liquidation process;

  • Developing education and training packages for co-operative
    movements;

  • Analyzing data for policy formulation;

  • Carrying out market research and disseminating research
    findings;

  • Promoting value addition and processing;

  • Undertaking co-operative risk assessment;

  • Developing new financial products, creating new policies and
    other co-operative ventures;

  • Any other duties that may be assigned from time to time.



Qualifications



For appointment in this
grade, a candidate must have: –




  • Served in the grade of Deputy Director Co-operative
    Development for a minimum period of three (3) years or in any comparable
    and relevant position in the Public Service or Public Sector;

  • Bachelors degree in any of the following discipline:
    Co-operative Management, Commerce,

  • Business Administration /Management, Agriculture, Economics,
    Statistics, Mathematics,

  • Sociology, Agricultural Economics, Agricultural Engineering,
    Co-operative Management, Marketing, Entrepreneurship, Management and
    Organizational Development, Finance, or Agribusiness or any other related
    field from a recognized institution;

  • Master’s degree in any of the following discipline:
    Co-operative Management, Commerce, Business Administration /Management,
    Agriculture, Economics, Statistics, Mathematics, Sociology, Agricultural
    Economics, Agricultural Engineering, Co-operative Management, Marketing,
    Entrepreneurship, Management and Organizational Development, Finance, or
    Agribusiness or any other related field from a recognized institution will
    be added advantage;

  • Attended Senior Management Course lasting not less than four
    (4) weeks or equivalent qualification from a recognized institution;

  • Certificate in Computer Application from a recognized
    institution; and

  • Demonstrate a thorough understanding for national goals,
    policies, objectives and the ability to relate them to the co-operative
    development function.



Terms of Service: Local
Contract (3 Years



NOTE




  • Members of Audit Committee shall serve on need basis and as
    prescribed by the Public Finance Management Act and for a period of three
    years

  • This is not a salaried Members shall be paid allowances on
    account of attendance of audit committee meetings as determined by County
    Treasury in consultation with other relevant entities

  • Section 167 (6) of PFM (County regulations) indicates that
    majority of members appointed to the audit committee shall not be past or
    present employees of the entity, and shall not have served as an employee
    or agent of a business organization which has carried out any business with
    the concerned entity in the last two years.

  • Any code of conduct of public officers shall also apply to
    members of the audit committee in relations to their functions, powers,
    and duties as members of the committee
