ORGANIZATIONAL BACKGROUND
Horn Relief is an African-lead not-for-profit international development and humanitarian organization founded in 1991 and based in Nairobi, Kenya. Our mission is to support marginalized communities in the Greater Horn of Africa to sustainably improve their livelihoods through integrated food security, education, water and sanitation, natural resource management, and humanitarian response interventions. Horn Relief pioneered cash-based programs, is known for innovation in this area, and for having brought the modality to the general level of acceptance it now has in Somalia/Somaliland. By providing access to cash payments, Horn Relief has enabled destitute households meet their immediate needs and priorities such as purchase of water, food, and medical services. Horn Relief has offices in 5 locations in Somalia/Somaliland and one field office in Northern Kenya. It has long standing experience working with community members. Its grassroots presence and commitment, has resulted in a strong trust and confidence by communities.

PROJECT BACKGROUND
The proposed Sanaag Emergency Response Project (SERP) aims to enable the most vulnerable and destitute households get access to essential food and non food needs through cash transfers, temporary employment through Cash for Work activities, and support the vulnerable small scale producers to increase their food and income security through providing cash grants and agricultural livelihood inputs while also strengthening their capacity for sustainability. The project will partly build on the successes and achievements of Horn Relief’s Alternative Livelihoods and Economic Area Recovery (ALAER) program co-funded by CIDA and other donors that ended in 2009.

The Objective of this intervention is enable the most vulnerable and destitute households (4800 HHs) to access essential food and non food need through cash transfers.

The project will specifically target these regions within the Sool Plateau, an area identified by recent assessments1 as being highly vulnerable to food insecurity and in acute livelihood crisis.

JOB DESCRIPTION
Horn Relief is seeking a qualified and committed individual to join the Horn Relief team as a Project Manager for the Sanaag Emergency Response project in Sanaag Region of Puntland/Somaliland. Based in either Bosasso or Badhan, the Project Manager will be a full-time member of the Horn Relief team reporting to the Humanitarian Program Coordinator, and will play a crucial role in the management of this emergency project funded by USAID/OFDA.

PRIMARY RESPONSIBILITIES
Project Management

* Lead on the implementation of the Sanaag Emergency Response Project at the field level
* Overall establishment and management of the Sanaag Emergency Response Project including recruitment of staff and setting up office space in the field.
* Organize and facilitate training for all staff and partners on technical components of the project (Cash based transfers, employment creation, Conflict mitigation and M&E)
* Oversee community sensitization and the selection of beneficiaries.
* Manage the project staff, including project officers, project assistant and finance and admin officer and other local staff.
* Oversee the daily activities of the project in all locations, and ensure proper monitoring for informed reports and improved quality of programing
* Oversee project budget and ensure budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi per required donor guidelines and schedule.
* Compile monthly internal reports to the Nairobi office and donor reports as per contract.

Project Coordination
* Coordinate activities with other Horn Relief Projects in Somaliland/Puntland for cross learning and improved quality of programming
* Attend related coordination meetings with other INGOs at field level, on behalf of Horn Relief
* Liaise and coordinate with other agencies operational in Sanaag region.

Other
* Contribute to field based learning of Horn Relief and its partners, on related aspects, such as compiling and publishing related learning.
* Contribute to the development of proposals in the region
* Any other duties as required within the level and authority of this position.

QUALIFICATIONS
Horn Relief is actively seeking a candidate who is committed to its mission and vision and dedicated to the achievement of its strategic plan. For this position, the required qualifications are:
* University degree in Agricultural Economics or related livelihoods field.
* Experience in managing cash based interventions and/or agricultural projects in Somalia or a related fragile context
* Minimum 3 yrs relevant overseas experience in managing emergency/recovery projects as well as managing USAID/OFDA grants
* Strong project management experience is essential, including experience in proposal writing, strong M&E skills, budget management and financial monitoring, and donor reporting
* Excellent knowledge of and experience with humanitarian guidelines and principles.
* Experience in budget management and knowledge of financial procedures required.
* Ability to multi-task, meet short deadlines, and effectively handle stressful situations.
* Excellent verbal and written communication skills. Fluency in English a must.
* Strong interpersonal skills and ability to establish, motivate and maintain effective working relations with the project team and other field staff.
* Proficiency in computer applications such as word processing, spreadsheets, power point, etc.
* Ability to live and work in an isolated area in conditions of limited comfort
