Background:


During 2011 Somalia was severely affected by drought, and famine leading to mass migration towards and across the border to Kenya with an influx in refugees in Dadaab refugee camps. With the majority of refugees being young people or children, the education sector saw a drop in enrolment rate from approximately 60% to 30%. This resulted in partners agreeing on the importance of a long term strategy for improving of the education services and access to education for children and young people in the camps.

An Education Strategy for Dadaab was developed and finalized towards the end of 2011. 

This strategy emphasizes on the importance of continuous professional development of the teaching forces and training of teacher to improve the quality of education offered at ECD, primary and secondary education levels. UNICEF has agreed to fund the development of this teacher training sub-sector strategy as a component of the overall Education Strategy for Dadaab refugee camps.

Justification

The consultancy proposed in these terms of references is in line with the commitment UNICEF made to implementation of the education priorities identified in the Dadaab Education Strategy Document. It is also in congruent with the commitment that UNICEF has made to take on the technical lead of the education sector in Dadaab.

Scope of Work

The deliverables proposed by this consultancy involves the development of a strategy that looks at not only training of teachers but also goes beyond the regular approach to in-service training that is usually applied in similar contexts and looks at the longer term professional development opportunities that will both build the capacity of teachers and provide an incentive for career development.

The work will include close collaboration with all Dadaab based partners as well as the Ministry of Education both at national and local level, and possibly consultation with selected teacher training institutions in Kenya.

Expected Deliverables

Costed Teacher Development and Management Strategy document with accompanying work plan on continuous professional development for teachers developed and endorsed by all partners in Dadaab. 

Identified viable strategic issues in teacher development, in teacher management, strategic principles, strategic goals and strategic objectives, coupled with log-frame and activities with time frame,

Duration: 8 weeks from September, 2012

Desired background and experience

Masters in Education/Social science related degree; Relevant knowledge on Core Commitments for Children and INEE; Experience of teacher training and professional development of teachers Excellent command of the English language, with proven writing skills; More than five (5) years of working experience in teacher education, research and development with a focus on quality issues, training and continuous professional development (CPD); Analytical and excellent writing skills; and Proficient in computer skills.How to apply:
