Background
The United Nations Millennium Campaign (UNMC) was established in 2002 as an inter-agency initiative of the UN. The Millennium Campaign serves as the main campaigning and advocacy unit of the UN on the MDGs. The purpose and mandate of the Campaign is to work with a wide range of partners to foster a movement to promote and sustain actions at the national and global levels to bring tangible benefits to poor people for the realization of the MDGs.
The Campaign’s Regional Coordination office is based in Nairobi, Kenya and has been active since 2006 coordinating activities across the Continent with priority given to 17 countries. The Millennium Campaign’s vision is that the MDGs are achieved on time as a step towards poverty eradication. In line with this vision the next four years will see the Campaign’s global strategy re-energize broad based public support for the MDGs and the MDG review summit commitments by focusing on the following areas of work;
Strengthening citizen feedback on service delivery for the MDGs;Strengthening old and setting up new alliances; andFraming the discourse for the realization of the MDGs,In line with these areas of work, the Millennium Campaign’s Africa office is embarking on an extensive and ambitious program of work with the overarching aim of accelerated MDG achievement as well as contributing to shaping a post-2115 Development Agenda. The UN Millennium Campaign is seeking to recruit a Program Analyst and Special Assistant to the Regional Director, Africa to coordinate and manage the implementation of specific programs across the continent.
Duties and Responsibilities
Under the guidance and direct supervision of the Regional Director, Africa (with support from the Regional Coordinator), the Program Analyst/Special Assistant will ensure delivery of the overall programme and campaigning strategy consistent with the strategy plan as they relate to ongoing efforts to accelerate the achievement of the MDGs and shape the Post 2015 agenda and will provide support in formulation, management and evaluation of programme activities of the UN Millennium Campaign.The Program Analyst/Special Asistant will lead on formulation, implementation, management and evaluation of program activities within his/her portfolio. He/she will support the Director and Regional Coordinator in providing technical backstopping and guidance to program support staff and ensure effective coordination of activities of the project staff in the regional office as well as national staff in the countries where UNMC is active.
The Programme Analyst/Special Assistant will also work in close collaboration with other colleagues in the Regional and Global Teams in terms of operations and programmatic work of the Campaign as well as facilitate partnership with key constituencies of the Campaign. She/he will support the Director in mobilising resources for the Campaign and its related activities and will assume several managerial and administrative tasks as assigned.
Summary of Key Functions:
Coordination, administrative and technical support to the Regional Director, Africa;Undertake program development and coordination at the regional level and technical support to country level work;Knowledge management and capacity building;Partnership and resource mobilization.Support to the Regional Director, Africa:
Assist the Regional Director, Africa in brokering and maintaining relations with MDG Campaigning and Advocacy partners including civil society, UN agencies, government and media.Researches, synthesizes, and drafts briefs, background documents and presentations for meetings seeking input from relevant colleagues in UNMC.Draft talking points, speeches, internal documents, analytical papers and presentations for the regional officeSupports the Regional Director, Africa in implementing a vision for UNMC Africa, delivering on its commitments, and following up on pending issues with senior managers.Liaises as needed with UNMC staff, other entities in UNDP and other organizations to ensure that the Regional Director, Africa has necessary information to carry out his functions.Undertakes specific (ad-hoc) assignments for the Regional Director, AfricaProvide strategic advice to the Regional Director, Africa.Program development, implementation and coordination at the regional level and support to country level work:
Drafts, reviews and comments on reports and other documentsContribute to the implementation of planning, monitoring and evaluation policies, strategies and frameworks, focusing on achievement of resultsWorking with the Regional Director, Regional Coordinator and National Coordinators to develop and coordinate regional and country programs.Act as the focal point in UNMC Africa for regional level programming.Act as the focal point for country offices with regards to program delivery.Supports the strategic planning and implementation processes of country offices.Participation in the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluationsKnowledge management and capacity building:
Analyze global practices and lessons learnt on coordination and advises the Regional Director, Africa, and internal and external partners to enhance knowledge and build capacity.Organize training for staff on programmatic issues.Ensure a constant flow of information to and between staff on programmatic issuesPartnership and resource mobilization:
Identify strategic partners for both resource mobilization and implementationExplore and broker partner opportunities to collaborate on producing effective, creative and relevant advocacy products at regional levelPreparation of project documentsCoordinate preparation of updates and progress reports of donor funded projectsIdentify funding gaps and seeks new funding to support the program as neededCompetencies

Education:Master's Degree or equivalent in Public Administration, Economics, Political Sciences, Development Studies, Social Sciences or related field;
Experience:
At least 2 years of relevant experience at the regional, continental or international level;Familiarity with the MDGs and social justice advocacy landscape in Africa; Good understanding of government systems and key Millennium Campaign partners/constituencies in AfricaExcellent Personal computer and new interactive media user skills: social media platforms, word processing, spreadsheets, databases and web-based research.Ability to write and communicate clearly, and if needed, analyticallyWillingness to travel frequently within Africa and globally, as necessary.Hands on experience in the design, implementation, monitoring and reporting of development programsDemonstrable ability for advising, organizing and supervising activities and partnerships with CSOs and other stakeholdersAbility to work harmoniously with people from different cultural backgrounds and gender.Language: Excellent spoken English is required working knowledge of French would be an added advantage.UNDP is committed to achieving workforce diversity in terms of gender, nationality and culture.
