THE CONSULTANCY
The consultancy falls within the framework of IDLO’s engagement in supporting the development of the justice sector through implementing the provisions of the Somalia Justice Sector Action Plan 2013-2015 and the Somali Compact.
IDLO seeks a Bar Association Advisor who will assist in the implementation of several components of IDLO’s project to support the establishment and to build capacity of the Somali Bar Association. The Advisor will be based in Nairobi, Kenya for 10-12 months, with frequent travel to Mogadishu.
In co-operation with IDLO’s staff, Somali lawyers and other stakeholders within the Somalia Ministry of Justice, the Bar Association Advisor will perform the following tasks:
? Advise the IDLO Somalia Country Director on the conceptualization, planning and implementation of the Somalia Bar Association project, undertaking project activity work, including necessary facilitation of activities in Nairobi and Mogadishu, and retaining good offices with government and non-governmental partners and counterparts and the international community.
? Under the guidance of the Country Director, support IDLO Somalia’s program development, communications and external relations with regard to the Country Program’s legal reform and strengthening thematic stream.
? Identify new program opportunities and draft concept notes and/ or project proposals for possible new project opportunities for IDLO in Somalia and coordinate input from IDLO colleagues.
? Identify and recruit substantive and thematic experts to support in-activity implementation through out the life cycle of the Bar Association project.
? Review deliverables of short-term consultants to ensure quality assurance, in liaison with IDLO colleagues.
? Carry out the below specific project activities, under the supervision and guidance of the Country Director
o Develop a legal training manual on key substantive and procedural provisions in Somali law and provide training on substantive legal provisions, particularly as they pertain to the representation of vulnerable groups;
o Provide training on legal skills, including interviewing vulnerable clients; financial management of a legal practice and recording witnesses testimony;
o Provide expert input on previous experiences, lessons learned and best practices on the establishment of a Bar Association, including the drafting of terms of references;
o Convene a roundtable discussion in Mogadishu with lawyers and other relevant stakeholders on the establishment of the Bar Association and its terms of reference;
o Lead expert input into the drafting of the Bar Association’s first-year strategic plan;
o Develop a policy development manual on lawyers’ accreditation procedures and disciplinary and complaints mechanisms;
o In conjunction with the Country Director, the expert will represent IDLO Country Program at the donor and Implementing Partners Rule of Law forum in Somalia and Nairobi;
? In co-operation with IDLO’s staff, the Adviser will promote the effective involvement of women throughout the implementation of the project related activities, including as national experts as well as beneficiaries.
? The Adviser will mentor national partners in the execution of their duties.
IDLO Knowledge Management
? Collaborate with IDLO Research and Learning teams to incorporate lessons learned from previous IDLO work into project planning and to provide feedback from successes, failure and lessons learned during project implementation.
IDEAL CANDIDATE PROFILE
Education
?A postgraduate degree in law with certification in legal training.
Work experience
?At least 10-15 years of professional experience in the provision of capacity development in the law.
?Experience working for UN, inter-governmental or bilateral capacity building programs.
Languages
?Fluency in written and spoken English.
Specific knowledge, skills and competencies
?Knowledge of gender sensitive training procedures.
? Proven substantive knowledge and experience in rule of law reform and development and working with national justice sector institutions, preferably in Somalia or similar post-conflict settings.
? Sound skills and experience in rule of law reform programs, including sound knowledge civil and criminal law reform, particularly in a post-conflict setting.
? Experience conducting workshops and training-of-trainers activities involving a diverse group of participants.
? Experience facilitating policy dialogue between various parties.
? Previous experience directly working in post-conflict settings will be an asset. Experience in settings with plural legal systems including Islamic law is desirable.
? Willingness to work in a hostile environment, while adhering to strict security rules and regulations.
? Proven ability to develop and foster working relationships across a globally based organization.
? Proven ability to see through tasks set and deliver results.
? Keen sense of ethics, integrity, and commitment to IDLO’s mandate.
TERMS AND CONDITIONS
The Bar Association Advisor will be required to render services in Nairobi, Kenya with travel to Mogadishu, Somalia and may be required to work from other locations as determined by the Supervisor. IDLO offers a competitive remuneration and benefits package for internationally recruited consultants, including Medical and Accident Insurance, Annual and Sick Leave.
The selected candidate should be available to commence the assignment immediately. This is a long term assignment.
