Cohesion Officer JG ‘L’
Department: County Cohesion
Reporting to Chief Officer-Count Cohesion
Purpose of Post:
Lead the development, implementation and evaluation of the County policies, strategies and activities, and form effective partnerships with external bodies, in relation to the promotion of community cohesion across Isiolo county.
Principal Responsibilities
Manage, in collaboration with services across the county,the co-ordination and delivery of the community cohesion strategy and action plan, and plan for and respond to initiatives coming from central government and other bodies in relation to this area, and monitor activity within the county to identify the impact on community cohesion of county services. Advise and assist officers in understanding these implications and in developing policy and strategy that promotes community cohesion.
Lead and manage the planning, administering and supporting of the work programme of the County Equality, Inclusion and Cohesion Strategic Group in relation to community cohesion matters and report regularly on progress, including the reporting of performance measurement, and proposing remedial action where required.
Establish effective working partnerships with statutory external agencies, voluntary, community and focus groups to develop a co- ordinated approach to monitoring, measuring and evaluating community cohesion activity within Isiolo county,and to contingency planning in relation to community cohesion issues. Work with the County Communications Department to publicise and promote community cohesion.
Proactively, and in collaboration where necessary with others including external partners such as the Police, to identify, investigate and monitor potential or actual causes of community tension, fragmentation and alienation, including consulting local residents and community groups, and to formulate strategies and recommendations for actions to address these problems.
Plan for and manage the commissioning of, and oversee the delivery of, projects and initiatives, and any other funding coming from national government or other bodies in relation to community cohesion and associated matters.
Prepare and present reports and regular briefings to Members ,senior officers and wider partners as required, attend, participate and network at meetings with community cohesion interests and deliver presentations, seminars and training events.
Undertake research projects, programmes and initiatives with community cohesion implications, deploying a range of research techniques to evaluate and disseminate information and good practice.
Experience
Experience of working with a Local Strategic Partnership or similar body
Skills/ Abilities
Able to communicate effectively, impart information, give presentations and deliver seminars and training events identifying, analysing and explaining community cohesion in a comprehensible manner to wide ranging audiences.
Able to demonstrate a clear understanding of the political sensitivities around community cohesion and of the strategic and sensitive management of community tensions Able to consult effectively and gain commitment from a wide range of people at all levels, from the Council to voluntary and community groups.
Able to use persuasive, diplomatic and motivational skills in order to bring colleagues and partners on board with difficult and sensitive issues Equality Issues
In depth knowledge and understanding of the equality issues and legislation, and an awareness of the links between equality, diversity, community cohesion and social inclusion
In depth knowledge and understanding of community cohesion issues at both national and local levels
Education and Training
A degree qualification in social science, or equivalent in-depth relevant experience
Other Requirements
Computer literacy is required
