Child Safeguarding Level 1 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
Role Purpose: Ensuring proper safety, security and handling of SCI fleets to the best interest of the organization and Manage SCI Wajir vehicle fleet in accordance to the operational needs and in compliance with the required standard procedures.
Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.
In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya.
In February 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.
Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Nairobi, Turkana and Wajir.

Key Areas of Accountability:
Strategic
Provide effective and cost efficient resource planning and scheduling for all fleet assets within Kenya as well as ensuring that preventative maintenance support is carried out in accordance with standard maintenance guidelines and schedules
Maximize the Kenya fleet efficiency and cost effectiveness through planned resource allocation in accordance with SCI Standards and Procedures and in close cooperation with all fleet management staff in place country-wide.
Development of Vehicle and Generator replacement plans
Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
Manage taxi usage, correct programme award charging and related accountability in the Nairobi office through direct liaison with pre-qualified taxi service supplier(s).
Technical / Operational
Fleet Management
Management, control and accountability of all fuel supplies within Wajir and provide fuel management support including contingency planning and storage.
Monitor, control and report on the use of all SCI Wajir fleet assets.
Ensure that all SCI Kenya Wajir asset and driver administration is executed in a professional manner and in accordance with SCI Standards, Procedures and Kenya legal obligations.
Ensure that accidents and insurance claims are properly handled; insurance benefits are properly negotiated to the benefit of SCI.
Ensure that all SCI Wajir fleet assets are regularly checked and serviced and maintained according to preventative maintenance schedules and in line with manufacturer’s recommendations and warranty requirements.
Lead the production and analysis of all fleet management reports for the Wajir office on monthly, quarterly, and annual basis for presentation to the Logistics Officer.
Ensure all Save the Children staff and (where applicable) partners are aware and understand local and Save the Children transport policies and their rights and responsibilities in the use of Save the Children hired and owned vehicles.
Ensure that vehicles are adequately equipped with tools, fire extinguishers, first aid kits and any other equipment required as part of the programmes local safety and security policies and procedures.
Central management of all SCI Vehicle records in Wajir Area Office.
Analyse and check fleet data on running costs, utilisation and recharging.
Ensure coordination between logistics and programme departments for planning, allocation and usage.
Ensure transparent and logical evaluation processes are followed for selection and contracting of locally hired vehicles in Wajir Area Office.
Carry out performance based appraisal of all staff under him/her and ensure effective utilization of resources
Set performance objectives for drivers in Wajir.

Qualifications and Experience
College Diploma/Certificate in Transport Management, Logistics Management or equivalent education level gained through practical experience and/or job related courses.
Valid driving licence (Class A B C E).
At least 5 years of proven experience working in Transport/Fleet Management, with minimum 3 years in supervisory positions either in commercial or humanitarian environment good interpersonal skills.
Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
Commitment to Save the Children values.
Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
Highly organised with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
A high level of computer literacy (word, excel, ppt etc)
