AFEX wishes to recruit a competent, innovative and self-driven person to fill the following position:
QHSE Manager
The successful candidate will manage the QHSE Department, oversee the development and implementation of a QHSE Management System in accordance with ISO 9001, ISO 14001 and OHSAS 18001 across AFEX and to advise senior managers and Executive Officers on QHSE compliance and performance.
The successful candidate will report to the Chief Operating Officer and will be based at AFEX Head Office in Nairobi with field travel to AFEX Camps and Facilities and other locations.
Key Duties and Tasks:
Management
- To manage all elements of the QHSE Department including the quality and timescale of deliverables.
- To undertake line management responsibilities for the QHSE personnel detailed above, including:
- Ensuring they work effectively and constructively;
- Mentoring, advising, training and educating to aid staff development;
- Being responsible for their overall performance including performance management; and,
- Ensuring the quality and timescale of deliverables.
Promotion and Representation of AFEX QHSE Function
- To proactively promote a positive QHSE culture throughout AFEX and in dealings with clients, suppliers, contractors, sub-contractors, camp residents and the public.
- To attend, chair (where required) and actively contribute to relevant meetings on QHSE matters including internal meetings, site health and safety meetings, and meetings with third parties.
- To promote a united and positive image of AFEX and AFEX QHSE both internally and externally.
- To work to solve problems in a constructive and positive manner.
- Being a high profile, visible and positive presence throughout AFEX.
Development and Implementation
- To oversee the development of all elements of the QHSE Management System including policies, standard operating procedures (SOPs), work instructions (WIs) and related documents in accordance with AFEX aspirations. This includes but is not limited to developing a QHSE Management System that:
- Ensures compliance with appropriate legal and non-legal requirements.
- Meets the requirements of ISO 9001, ISO 14001 and OHSAS.
- Is appropriate for the needs of AFEX.
- To oversee the implementation of all elements of the QHSE Management System including policies, SOPs, WIs and related documents in accordance with the AFEX aspirations. This includes, but is not limited to:
- Ensuring SOPs, WIs and related documents are implemented as required.
- Ensuring that all activities, products and processes undertaken by AFEX and on AFEX Camps and Facilities have been risk assessed and a safe system of work developed and implemented to control risks to an appropriate level in accordance with the AFEX QHSE Management System.
- To extend this to works on behalf of AFEX by third parties where appropriate.
- Establish and deliver a training programme to meet QHSE training requirements, using internal and external providers, and to evaluate by competency assessment.
- Advising AFEX personnel on QHSE matters including QHSE Officers and staff from other departments.
- To direct or handle QHSE queries from within QHSE, other AFEX personnel and third parties.
- To ensure that QHSE issues from the field are addressed in an appropriate and timely manner.
- To develop and implement QHSE Management Programs so as to achieve QHSE Objectives and Targets in a timely manner.
- Ensure compliance with relevant legislation, accepted codes of practice and client requirements, and to advise the COO where this is not being achieved.
- Ensure that third parties meet the standards required by AFEX.
- To seek and maintain certification to external national and international standards if so directed by the COO.
Inspections and Audits and Management of Non-Conformity
- Ensure that a program of QHSE safety tours, inspections and audits is developed and implemented in accordance with the AFEX QHSE Management System.
- To undertake safety tours, inspections and audits as appropriate.
- To ensure that works that are not in accordance with AFEX QHSE Management System are immediately stopped in a firm, polite and positive manner and to ensure that appropriate solutions are sought to help works re-commence as soon as possible.
- To establish and maintain a system of identifying and rectifying non-conformances.
- To ensure that incidents are investigated in accordance with AFEX QHSE requirements and to lead or contribute to such investigations as appropriate.
Reporting
- To ensure that information and data on QHSE performance is collected, collated and analyzed as required.
- To provide regular reports to the COO, Senior Managers and others as may be required in regard of QHSE performance.
- To ensure that all parties report QHSE incidents and observations in accordance with the AFEX QHSE Management System.
- Provide a system of assessment, monitoring of continuous performance and improvement of the QHSE Management System using key performance indicators, objectives and targets.
- To ensure that any problems, concerns, differences of opinion with other departments and / or third parties and positive news relevant to QHSE is reported to the QHSE Manager and others as appropriate in a timely manner.
In Addition
- Any additional duties as assigned by the COO.
- Maintains professional knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies where relevant.
- To understand the AFEX requirement for QHSE in the workplace including employee and team responsibilities, to ensure continuous adherence to QHSE policies, procedures and work instructions and to proactively promote a quality, health and safety approach in all areas of your work.
- Support and build direct line staff by setting challenging annual performance targets and strong development goals.
- Work in full accordance with AFEX policies, procedures, work instructions and all relevant elements of AFEX Management Systems.
Skills & Competencies:
The successful candidate:
- Must have an excellent oral and written communicator with strong leadership and management experience.
- Possesses well-developed communication, Organizational and interpersonal skills.
- High degree of professional integrity and strong ability to work collaboratively and effectively in a team based multi-cultural environment.
- Capacity to work under pressure and meet tight schedules under minimum supervision.
- Excellent time-management, decision making, delegation and training skills to deliver against short deadlines with excellent attention to detail.
- Good inspection and audits skills.
Qualifications:
- A first Degree BA/BSc in a relevant subject.
- A Master’s degree in a relevant subject.
- At least 2 years doing a similar Job including 8 years of relevant experience.
- NEBOSH General Certificate in Health and Safety (Diploma is preferred).
- NEBOSH Construction Certificate. NEBOSH Fire Certificate.
- Management systems training in QHSE management, implementation and auditing.
- Industrial training certificates in areas such as Crane Lifting Supervisor, Appointed Person, Scaffolding Inspection, Working at Heights, Manual Handling etc. are preferred.
