Role Summary
As the Healthcare IT (HCIT) Project Lead, the candidate will be responsible for managing the dayto-
day operations of the HCIT project under the Ministry of Health’s Managed Equipment Services
Program and guiding the overall execution plan and implementation in a timely and cost-effective
manner following the highest quality standards in liaison with the Director, Healthcare. The Project
Lead will oversee the project to ensure deployment in a structured and seamless manner; engage
with external stakeholders; and lead a team of twenty, as well as be an essential cross-functional
team member to work closely with key management and operational staff who play a critical role
in supporting the efforts associated with the project’s goals and objectives.
Responsibilities
Formulate and/or enhance the project’s high-level execution strategy in a cohesive and structured
manner to meet the project’s objectives, and provide overall leadership in the implementation
according to the project plan and allocated resources.
Lead the build of the Data Centre and NOC for monitoring about 600 radiology and ancillary
equipment using internationally accepted standards and input from all key stakeholders.
Manage the Support Service Centre that will manage and service about 600 installed equipment.
Provide oversight for the installation of HCIT applications at radiology departments in 98 hospitals
and manage the HCIT platform over 7 years including warehouse management for the hardware.
Develop an analytics program for the HCIT platform to drive data driven decision-making for the
managed equipment services program under implementation.
Maintain the project effectiveness and efficiency by defining, delivering, and supporting strategic
plans for the various project work streams using industry best practices.
Determine the objectives and measures upon which the project will be evaluated quarterly and at
its completion, facilitate the evaluations, and review with the core team and senior management.
Represent stakeholder interests at all levels; manage change to preserve business commitments
and initiate review with and make recommendations to senior management if objectives or
deliverables must change; and make appropriate technical and operational decisions.
Review existing work plans which identify and sequence the activities needed; the allocated
resources (time, money, equipment, etc); and project schedule that effectively allocates the
resources required; and make revisions or recommendations as needed to ensure successful
completion of the project.
Oversee the accounting, costing and billing of project items in a timely fashion and safeguard
budgets to mitigate project cost escalation; prepare and monitor budgets and analyze variances.
Develop the requisite documentation to properly implement and monitor progress of the project
and establish a communication plan to update stakeholders including appropriate staff in the
organization on the progress.
Define and manage policies, processes and procedures to be applied to the project’s day-to-day
operations and long-term management.
Recommend information technology strategies by evaluating the project’s desired outcomes;
identifying problems; evaluating trends; and anticipating requirements.
Analyze risks and issues, identify trigger events, create mitigation and corrective action plans, and
assign responsibility to team members via a project risk register to ensure timely closure of HCIT
related issues and support requests.
Prepare reports for SST and GE HCIT senior leadership on the project status and key deliverables.
Coordinate with HCIT equipment OEMs on delivery to warehousing and eventually transfer to
hospital sites, and analyze the actual installation performance against the plan and make
adjustments consistent with planned objectives.
Ensure required resources are available by recruiting individuals with appropriate skills to deliver
project objectives; offering the requisite training; and maintaining a conducive work environment
to guarantee project goals are met efficiently.
Communicate job expectations; plan roles adequately; monitor work output; appraise job results;
coach employees; and initiate, coordinate, and enforce systems, policies and procedures to
effectively achieve the project goals and objectives.
Review the quality of work completed with the project team on a regular basis to ensure that it
meets acceptable standards and if there are gaps, formulate corrective actions with ownership.
Maintain quality of service by establishing and enforcing project standards to be adhered to.
Promote use of best practices, preferred project management methods and IT tools to keep track
of tasks, resources (personnel, specialists and sub-contractors) and time management.
Monitor and verify HCIT application results by conducting system audits during implementation.
Protect HCIT assets by implementing disaster recovery and back-up procedures, and information
security and control structures.
Contribute to team effort by accomplishing related tasks as established by Seven Seas Technologies
and aim for high performance to succeed in the position.
Qualifications
Over 5 years of management experience and/or IT and/or project management
Bachelor’s or graduate degree in Computer Science or Computer Engineering or Information
Technology or Telecommunication Engineering or a related field.
Professional certifications in Information Technology, Project Management or Process Excellence
