Team Leader: Baseline Assessment of Strengthening Somali Governance program

International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and has implemented over two hundred projects. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including health, education, economic growth and democracy & governance.


Position Description:


IBTCI is looking for a Team Leader to conduct a baseline assessment of USAID’s Strengthening Somali Governance project, which falls under USAID/Somalia’s Somalia Program Support Services (SPSSP activity. The evaluation is expected to take place October – December 2015.


USAID’s Strengthening Somali Governance (SSG) is a nationwide activity to support the development of effective and accountable governance across Somalia. With a focus on delivering credible political processes envisioned under the Federal Government of Somalia’s Vision 2016 roadmap, SSG will support efforts to enhance government outreach, increase citizen participation, improve the functional capacity of key government institutions, and expand women’s empowerment and leadership. SSG will also seek to develop the capacity of governance institutions in Somaliland and Puntland, as well as newly-emerging states and interim authorities. Government institutional counterparts engaged in SSG activities include: (i) eight line ministries; (ii) Presidents, Prime Ministers and Deputy Prime Ministers Offices, (iii) Office of Speaker of Parliament, and (iv) eight Parliamentary Committees. On the federal level, SSG is also working with independent commissions.


Responsibilities:


· Team Leader will provide overall leadership for the team:


· Lead the design of the evaluation methodology.


· Lead overall coordination of the evaluation process.


· Provide overall thought leadership in developing and consolidating the key evaluation findings and recommendations to USAID/Somalia


· Coordinate the process of assembling the findings and recommendations into a high quality document.


· Brief the USAID and IBTCI on progress with the evaluation on at least a weekly basis, in person or by electronic communication.


· Quickly communicate any delays or complications to USAID/Somalia to allow quick resolution and to minimize any disruptions to the evaluation.


· Identify and discuss emerging opportunities to strengthen the evaluation as they arise.


Qualifications:


· Master’s degree in international affairs, political science, or a related field


· At least 8 years of experience in leading or conducting evaluations or assessments of development programs in a conflict or fragile state context.


· Familiarity with USAID regulations and systems including Evaluation Policy, performance monitoring guidance, gender policies and guidance, project management, budgeting, and financial analysis and reporting.


· Experience leading international teams and dealing win a culturally appropriate manner with a range of stakeholders, from high level of government officials to community members.


· Excellent written and verbal communications skills required; ability to produce a high quality evaluation report in English.


· Prior experience in East Africa preferred.
