Position title: Technical Health Advisor



Reports to: Programs & Partnerships Director
 



Department: Programs



Location: Nairobi County with frequent travel
 



Background: I Choose Life – Africa (ICL) is one of the leading Non-Governmental Organizations that has contributed greatly to Sexual Reproductive Health efforts among the youth in Kenya today. 



The organization works closely with the government, universities, communities and has programs in over 210 institutions (tertiary institutions and high schools) across 23 Counties in Kenya and reaches over 1 million youth annually with behavior change communication messages.
 


 


Vision & Mission: ICL’s vision is to see a ‘Healthy Africa, Empowered People!’ The organization seeks to support to the implementation of Vision 2030 through the cascading it to the Counties. 



ICL’s mission is to create a movement of individuals that enhance the quality of life for communities through Health initiatives, Economic empowerment, Education, and improved Leadership and Governance and Institutional Strengthening (HEEL).
 



Job Purpose: To support the development of youth based Health and nutrition Programs for the organization with a particular focus on HIV and AIDS, SRH, maternal and Child health, nutrition and Health systems strengthening. A core role will include business development in health and nutrition. 



In addition, support counties in the actualization of their county strategic plans aligned to Vision 2030.




Key Responsibility
 



1. Health Projects Support


  • Lead program development and resource mobilization for our health portfolio;

  • Develop and/or contribute to successful programme proposals in-line with ICL’s resource mobilization strategy and priorities for the health pillar

  • Implement a robust learning system for the health sector that enables learning to inform policies, programme and practices; and

  • Fulfil all grant management responsibilities for on-going and future grants/projects including writing and overseeing the development of high quality progress reports, project implementation plans and performance monitoring frameworks, identifying implementation challenges and recommending solutions, and ensuring excellent, cooperative relationships with partner institutions;

  • Provide oversight and quality control of all our health programs;

  • Advice project managers on appropriate strategies to implement their programs

  • Incorporate aspects of sustainability in all health projects

  • Support the M&E and Project Managers in regular monitoring and reporting of Health activities

  • Contribute to implementation and monitoring of  the strategic Plan targets for the health pillar

  • Mentors and transfers health knowledge and skills to staff


2. Research and innovation


  • Carry out research and development of new programs

  • Represent the organization in key meetings where research finding in different areas of health are shares

  • Collaborate with other organizations to carry out research in Health

  • Pursue possible publication of different research findings

  • Provide leadership in the development of lessons learnt from programs and apply these lessons to modify existing program and improve the design of new programs.

  • Conduct analysis of program implementation to identify areas of weakness or opportunity vis-a-vis the appropriate technical strategy and guidelines.

  • Analyze data sets and technical assessment findings for decision making


3. Management of Partner Relationships and Communication


  • Foster productive relationship with key stakeholders including relevant ministries and authorities, networks, working groups, policy forums, development partners, donor agencies, private sector and civil society

  • Work with the Programs and Communication managers to ensure that excellence in health promotion and education

  • Participate in strategic meetings, forums and processes to stay up to date with unfolding events or issues and ensure that ICL is best placed to advice donors on such events or issues.

  • Develop and maintain the health pillar partners database and tracking tools

  • Builds and sustains collaborative relationships with diverse stakeholders including partners, local and international NGOs and  governments

  • Establishing and maintaining regular contact with donors and networks through picture  speaks, newsletters and meetings

  • Negotiate collaboration with partner institutions and government departments on the health agenda, and ensure formalization and documentation of these partnerships


4. Any other responsibilities as may be assigned by your supervisor
 



Education and Training


  • Bachelor’s degree in Medicine or Nursing

  • Post-graduate qualification in program management

  • Individuals with a Masters’ Degree in Public Health are highly encourage to apply


Experience, Skills and Abilities


  • Minimum of 3-5 years work experience  managing public health programs in an NGO setting

  • Experience and proven track record in identifying and assessing relevant CFP/RFA and developing concept notes and proposals in Health for at least 3 years

  • Demonstrated skills in the programmatic and operational coordination of program implementation

  • Experience in research and analysis

  • Strong program management and technical skills, specifically working in SRH, HIV and AIDS, Orphans, Vulnerable Children (OVC) programs and health systems strengthening

  • Has experience in marketing health based products

  • Has vast networks in the health care sector

  • Must have experience in managing budgets, project planning, monitoring and evaluation and excellent written and oral communication and interpersonal skills.

  • Good understanding of health donor environment both within Kenya as well as internationally

  • Good understanding of budgeting and finance and is able to compile a proposal budget.

  • Ability to organize work of self and other effectively, result oriented and meet tight deadlines.

  • Be flexible, adaptable and dynamic

  • Experience in working with multi-cultural communities is an added advantage

  • Excellent computer skills in MS Office Suite.
