Job Purpose / Objective: Working under the administrative supervision of the Field Coordinator and the technical support of both the HR Manager (Recruitment) and HR Manager (Compensation & Benefits) The Senior Human Resource Officer serves as the HR focal point for the delivery of all the Field HR Management services for all International, National and Refugee staff in the IRC Kakuma Program
Talent Acquisition
As the assigned recruiter for the Kakuma Programme
Manage, from start to finish, recruitment of all national and Incentive staff at the Field for standard and JIT recruitments
Manage, from start to finish, internal mobility strategies for internally recruited staff
Ensure the posting and tracking of all vacancies on Taleo (IRC Website) and local postings for all vacant positions
Serve as the HR panelist for all recruitments in positions within this band
Talent Management
Ensure the appropriate on-boarding and transition processes for all incoming staff
Support the coordination of all performance management processes for all staff in Kakuma
Provide a supportive and advisory role to all line managers for any corrective/ disciplinary action
Manage the exit process for the Field Office staff, and support the same for the Refugee staff
Track approved professional development and career-pathing objectives for staff
In liaison with the HR Manager (Compensation & Benefits) for the National staff and the Finance Manager for the incentive refugee staff:
Serve as relaying point to NBO on all staff benefits; be in regular and direct contact with the representatives, ensuring that all contracts, reports, and other required documentation is updated and available to both parties
Ensure that the HR Manager (Compensation & Benefits) is updated on the status of the schemes and any issues arising
Ensure prompt enrollment and applicable exit onto and out of the payroll for all staff
Monitor the enrollment of and applicable exit, onto and out of the benefits packages with the service providers for all staff
Ensure that the Kakuma payroll issues are completed and shared with NBO by the 15th of each month
Ensure that all documentation to support payment of statutory dues and payments to service providers are available and shared with Nairobi by 15th of every month
Support Compensation and Benefit strategies by coordinating localized salary surveys annually and raising any challenges posed in talent retention based on compensation and benefits provided
Participate in the Salary surveys for the Country Programme by engaging local partners with directions from the Senior HR Coordinator
Ensure that all HR transactions that impact the payroll and benefits administration to the Kakuma Programme staff are managed in a timely manner.
Provide the HR Manager , Field / HR Manager Compensation and Benefits with regular updates on relevant status changes for staff in the Kakuma Programme
Ensure timely preparation of the incentive staff payrolls
Directly supervise the Field HRO to:
Monitor all types of leave and absenteeism for each staff member on a daily, weekly and monthly basis as appropriate.

Support all localized recruitments
Coordinate national recruitments
Ensure that all staff are duly registered on the payroll, with service providers for benefits; are registered with the statutory bodies
Ensure that as they exit, all staff are appropriately for the end of their tenure with the organization
Employee Relations
Support staff and supervisors through the management of any grievances and disputes
Train all staff quarterly through the staff meetings on benefits and how to access them, and contractual conditions around compensation
Serve as the IRC Way Ambassador for the Kakuma Program by ensuring IRC Way values of Integrity, Service and Accountability are well known to all staff
HRIS
Maintain all talent acquisition and management processes on Workday
Provide weekly/monthly reports to the Field Coordinator and the NBO HR Managers on the status of all Talent Acquisition process for the Kakuma Program, including but not limited to ,
Utilization reports
Enrollment and Exits
Employee relations impact
On boarding and Transitions
Employee relations issues
Required Qualifications:
A Bachelor’s degree in Human Resources Management, or Business Administration ; An alternate Bachelor’s degree with a PGD in Human Resources Management is also acceptable
At least 5 years continuous practice in a similar position, with at least 3 in a supervisory position
Similar experience with an INGO will be an added advantage
Required Experience & Competencies:
Demonstrated knowledge of best practices in Talent Acquisition
Demonstrated knowledge of the National Labor requirements – Employment Act, WIBA, OSHA, NITA, RBA, NHIF, NSSF, PAYE
A good understanding of compensation and benefits strategies
Above average competency with MS Office Suite
Experience in use of payroll packages
Prior experience of Applicant Tracking Systems (ATS), and knowledge of recruitment tools
Knowledge of IRC’S GHROPP will be an added advantage
