Consultancy to Develop Joint Education Strategy for Dadaab 2016-2020

Location: Home-based, with travels to Dadaab, Kenya.
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.
NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents.
In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Background: The Dadaab refugee camps near the Kenya and Somalia border have been in existence since 1991 when inter-clan fighting broke out in Somalia.
From an initial population of 90,000 people, the camps have grown five-fold and are currently home to 343,884[1] people.
In 2011, a devastating famine caused by prolonged drought in the Horn of Africa region triggered an influx of more than 160,000 refugees from Somalia into the Dadaab refugee camps.
A three-year (2012-2015) education strategy was developed by the UN agencies in collaboration with the implementing partners in the education sector in Dadaab to guide the education sector.
The aim of this strategy was to ensure that all refugee and host community children, particularly girls, have access to and complete free primary education of good quality.
The strategy came to an end in 2015 and the education stakeholders in Dadaab have initiated a process to develop a new strategy for 2016-2020.
Scope of Work
Building on the results and lessons learned from the 2012-2015 Joint Education Strategy for Dadaab, the overall objective of this consultancy is to prepare the Joint Education Strategy document for Dadaab 2016-2020 in partnership with the Ministry of Education, Science and Technology (MoEST). A technical working group has been established at the Dadaab level.
This process should include the review of relevant documentation as well as extensive consultations with the education stakeholders.
It is anticipated the following activities will take place towards this goal:
- Conduct a desk review of available documentation on the wider situation of education in Dadaab and host communities, and nationally in Kenya.
- Carry out extensive consultations with the education stakeholders (UN agencies, NGOs and local government)
- Document examples of best practice and lessons learned, with a minimum of 3 case studies
- Prepare a comprehensive strategy documents inclusive of a strategy, costed plan of action, and logical framework for 2016-2020 including Early Childhood Development and Education, Primary, Secondary and Tertiary Education, and Alternative education including Vocational Skills Training.
- Elicit feedback for the strategic document through various mechanisms, including a 1 day consultative workshop with the education stakeholders
- Prior to preparing final strategy document, the draft must be validated by Dadaab Education working group.
- Provide finalised endorsed documents at the Dadaab level
The development of the strategic documents should take into account the return global strategies/ standards for education, as well as the return framework and national education policies and plans.

Desired background and experience
- Demonstrated 5 years’ experience in planning and implementation of education programmes
- Previous experience conducting similar tasks in refugee/ conflict affected contexts such as Dadaab
- Excellent report writing skills
- Demonstrated communication skills; experience facilitating trainings/ workshops will be an advantage
- Knowledge of the Kenya’s National Education Policy & context, and other relevant refugee education policy documents.
- Previous experience working with UN agencies and other non-Governmental organizations.
- Minimum education level of Masters in education related field with extensive experience in strategy development.
