APHRC Development Officer (Compliance) Job in Kenya

The African Population and Health Research Center (APHRC) is an international non-profit, non-governmental organization that carries out high quality and policy-relevant research on population, health and education issues facing sub-Saharan Africa.
 


The Center seeks to recruit a Development Officer - Compliance who will be part of the development unit that is responsible for providing leadership in resource mobilization and grant management for the Center’s growing portfolio of projects.
 



 

The successful candidate will lead in the development and review of the Center’s grant and partnership contracts and in checking compliance in contractual conditions. 





Additionally, s/he will be responsible for grants management for a section of the program ensuring donor conditions are met and timely and compliant reports are shared with funders.
 


Duties / Responsibilities:

  • Drafting of contracts to partners and other stakeholders

  • Review contracts, MOUs and teaming agreements from partners and funders

  • Develop and manage APHRC’s partnerships with relevant Government departments, NGOs, community-based organizations and other relevant stakeholders. The role includes due diligence of prospective partners;

  • Perform grant administration ensuring major deliverables are tracked and reports and invoices are submitted in time and that these are aligned to the reporting requirements;

  • Regularly liaise with programs to appreciate the level of delivery and where adjustment may be necessary through revision in contract terms and cost/no-cost extensions;

  • Manage regular communication and follow-ups with funders, partners and sub grantees clarifying any contractual issue that may arise;

  • Support fundraising activities including carrying out research on prospective funders and taking responsibility for administrative sections of the proposal.

  • Lead capacity building activities to improve grant management. This may include development of contract templates, training, planning and close-out meetings so project staff understand contractual obligations and donor compliance requirements

  • Create simple tools and training to support excellence in grants management

  • Support partners or sub-awardees program and financial audits.

  • Provide technical assistance to partners and sub-awardees in the implementation and management of the grant cycles, budgeting, financial reporting and donor compliance.

  • Support to ensure partner sub-grants are disbursed and accounted for in line with contractual requirements.

  • Regularly monitor projects’ and partners’ performance against key indicators, taking appropriate action where necessary including flagging risks for appropriate management action.


Qualifications, experience and skills:

  • Bachelor’s degree in Law or any relevant field

  • Professional qualification/ experience in accountancy. Prior work experience in an audit firm will be an added advantage

  • At least 3 years’ experience of relevant demonstrated experience in development work that includes participating in contractual processes;

  • Knowledge of various donor requirements and demonstrated experience working with one or more of the following categories of funders; bilateral, multilateral, Corporations, Foundations and various Government agencies;

  • Excellent interpersonal skills and ability to effectively work with diverse teams;

  • Excellent written and oral communication skills;

  • CPA –K , CPS –K an added advantage
