Consultancy to Develop Communication and Education Materials for World Animal Day and World Rabies Day



World Animal Protection is seeking suppliers (“the Bidder” or “You”) to Proposal for the provision of Creative Agency Services.



Purpose of Assignment:



The purpose of this assignment is to bring on board a service provider who will conceptualize, develop (involves concept, scripting) production and media partners to broadcast the PSAs).



The nature of this consultancy is at two-fold;



1. Concept Development of Public Service Announcements



The successful bidder will develop at least two radio and two TVs announcements for use during World Animal Day and World Rabies Day. Key activities will include;



a) Concept generation – For the two PSAs. World Animal Protection will provide the brief to the successful bidder.



b) Scripting and Story Boarding



c) Identification of material, props and characters- This may involve a trip to the field (Makueni) for actual filming.



d) Raw Editing, Voicing and polishing of the two PSAs



e) Cutting the videos and audio for use in the social media namely Facebook, You Tube and Twitter.



f) Generate high impact viral videos for use on social media.



2. Media Buying and Monitoring



The successful bidder will oversee media placements for on radio, TV and social.



Specifically, the successful bidder will;



a) Secure media placement in at least two national TV stations in Kenya.



b) Secure media placements in at least three radio stations in Kenya one of which should be a national broadcaster (Kiswahili). The choice will be further guided by World Animal Protections footprints.



c) Monitor media placements, get logs as a show of evidence of air.



d) Further advise, negotiate and book related media placements for instance Talk Shows and presenter mentions in leading media stations. (This should be costed)



e) Secure facebooks ads and promos on social media.




How to apply:


Requirements for submission



a) A technical proposal detailing the methodology and work-plan to be followed to perform the task



b) Financial proposal detailing your professional fees inclusive of all taxes



c) Demonstrate your capacity to undertake the task and provide a reference as appropriate.



f) Any other information that may be useful for reference may be cited and later provided if requested



g) Furnish World Animal Protection with references for their work



Your response to this RFP must be submitted in accordance with the following:



· The Proposal Closing Date on 13.09.2017



· In Kenya Shilling or USD for work completed in Kenya or in other countries.



· The Proposal Response must address all aspects of the requirement (Section 3). Failure to provide a satisfactory response or no response at all to any of the questions may result in the Bidder being excluded from further consideration.



· World Animal Protection will not evaluate questions that refer to information to be taken from a website, or any other type of media. The information must be included in the Proposal Response.



· The Proposal Response should be submitted by e-mail prior to the Proposal Closing Date and in accordance with the Schedule in Section 2.3 to the campaignsafrica@worldanimalprotection.org cc: africaenquiries@worldanimalprotection.org



· Supporting documents submitted via e-mail with the Proposal Response should be in either PDF format or otherwise in a read-only Microsoft Office format. These attachments must be referenced in the same way as the RFP. Hard copies of the Proposal Response may be requested following the electronic submission for ease of use by the interview panel.



· The completed Proposal Response must be saved with the World Animal Protection Reference, your name and the name of the document.



· The Bidder may email any relevant non-commercial information directly to the World Animal Protection Contact at the address stated on the front page of this RFP. You are reminded that the pricing information must only be submitted via the email addresses provided. Failure to comply may mean that your submission will be disregarded. All postal information (and any memory sticks etc, where applicable) should be clearly marked with the Proposal Reference: Ref: 2017/C/Education Materials World Rabies Day and World Animal Day



· The Bidder is responsible for obtaining all information necessary for the preparation and submittal of their response to this RFP. World Animal Protection will not reimburse any expense incurred by the Bidder in the RFP process.



· All Bidders will have the opportunity to meet with World Animal Protection representatives. All other inquiries and questions regarding this RFP must be made in writing via email World Animal Protection Lucywanjiku@worldanimalprotection.org, cc africaenquiries@worldanimalprotection.org clearly stating the Reference: 2017/C/Education Materials World Rabies Day and World Animal Day in the subject line.



· Please note that any clarification given will be in writing. Where appropriate, clarification questions and responses will be shared with other Bidders.



· The information supplied in response to this RFP will be checked for completeness and compliance prior to the commencement of the formal evaluation procedure.



· World Animal Protection may not consider a Proposal Response which is submitted late, partially completed, wrongly labeled, or provides false, ambiguous or misrepresenting information, for evaluation.
