Southern Sudan is on the brink of history-making change. It is an exciting and inspiring period to work in a country with some of the challenging emergency responses in the world, as a lead agency in water and sanitation it is where Oxfam needs to do some of its most essential work.

We have been working in southern Sudan for 27 years, through the civil war and through to the peace, delivering water, sanitation, health messaging, livelihoods opportunities, emergency assistance and now entering into programmes to assist building dialogue and opportunities for peace at a local level.

Oxfam works with a wide range of people, from direct delivery of assistance, through to helping local organisations and new government to establish themselves and grow effectively. Oxfam GB’s main office is in Juba, with operational bases in the states of Lakes, Upper Nile and Western Equatoria. Our dedicated emergencies team responds to disasters across all the states of southern Sudan.

In a challenging context of change, we need a person with a strong sense of integrity and personal commitment to help us further Oxfam’s mission in our Programme, as Public Health Engineer

The Role

In this highly fulfilling role with a remit across the whole of southern Sudan, you will be expected to support the EP&R Coordinator by managing and supervising emergency program activities and related staff, and as part of an interdisciplinary team you will play a key role in taking the lead in Water & Sanitation emergency assessments and work with the rest of the EP&R team to analyze the assessment findings as well as design and organize rapid, short-term interventions that are focused, simple & culturally appropriate.

Planning & implementation of the EP&R programme will be a key and strategic requirement of your role, this will involve rehabilitation, drilling and installation of boreholes, piloting alternative water supply technologies, latrine construction, other safe excreta disposal options, operation and maintenance and rehabilitation of existing water sources.

Gender & diversity mainstreaming is a crucial aspect that is key to our programming work; therefore you will creatively mainstream gender, promote change in work approaches and enhance diversity in the organisation.

Capacity building for counterparts, partners and staff members will be a key aspect of your role. Representation and leveraging Oxfam work at various forums from state to county levels will be critical for the programme and you will be required to carry out this successful.

The person

The scope of this position makes it very challenging, thus requiring a dynamic and organised individual.

You will have degree or equivalent qualification in a discipline relating to Water Engineering, Civil Engineering, Hydrogeology, and Public Health Engineering. Demonstrable understanding and substantial experience in emergency work as well as good monitoring and impact evaluation skills will be essential for this role.

You will have experience in log frames and proposal writing alongside good computer skills. Additionally you will have experience in facilitating community participation in water and sanitation programmes including preventive public health especially in the emergency response context. Demonstrable people management is also a key requirement for this role.
