 Position Summary: Responsible for conducting the full range of activities required to prepare and submit grant proposals to institutional donors; ensuring the submission of timely, accurate and high quality reports for all ongoing Adeso projects; and training Adeso staff in report and proposal writing.

Essential Duties and Responsibilities

GOAL Kenya In 1992 GOAL established a programme office in Nairobi to address the needs of vulnerable children and youth in Nairobi’s informal settlements. Today, GOAL Kenya (GK) is implementing an integrated Programme of Support for Children and Youth in Difficult Circumstances that provides a range of complementary services to vulnerable children and youth in Nairobi’s informal settlements. The GK programme consists of four principal sectors: Education, Child Protection, Health and HIV/AIDS (HAHI), and the Environmental Health Project (EHP). The programme focuses on building the capacity of individuals and institutions to contribute to sustainable positive social change for most vulnerable populations in Kenya.

Since 2008 GOAL has also constructed more than 10,000 homes for people displaced during the 2007/2008 post-election violence. GOAL will maintain a focus on the Rift Valley, including Nakuru in the run up to the March 2013 elections. Where appropriate and given sufficient resources, GOAL will prepare for and launch emergency response efforts in these communities.

In addition to GK’s urban interventions and shelter programme in Nakuru, in 2011 GOAL initiated an emergency response programme in Marsabit County. The current programme focuses on improving access to clean water and sanitation facilities and enhancing hygiene behaviour.

Job Purpose: To manage, coordinate and collate information for high-quality and timely reports and proposals, preparation of draft proposals and reports etc is the first and foremost priority followed by other internal and external communications responsibilities. The Grants and Communication Manager will further support the GOAL Kenya country programme with high-quality research, analysis and communication for internal and external audiences. Communications will include, but not be limited to newsletters, advocacy and the development of proposals and reports.

Main duties and responsibilities: •Ensure familiarity with GOAL’s strategic objectives, rules and procedures to ensure compliance, as well as ensuring compliance with relevant donor requirements •Assist in the strategic design and development of proposals, reports and communications in collaboration with the Country Director, ACD-Programmes, M&E Coordinator, programme managers, and other GOAL Kenya staff. Complete the grant report and proposal tracking sections of monthly report. •Develop and maintain a proposal and reporting calendar to ensure timely delivery of quality reporting and proposals. •Research new programme and funding opportunities in line with the GOAL Kenya country strategic plan, including liaising with other INGOs, government ministries, UN Agencies, bilateral donors and private foundations and businesses to maintain current knowledge of the donor environment and ‘map’ funding opportunities for GOAL’s programmes in Kenya. •Ensure accurate filing and maintenance of all grant files in both hard and soft copy. •Provide support to Programme Managers by participating in strategy design, grants opening and grant closing meetings, disseminating grants documents, and responding to information requests from the field and other partners in-country. •Lead the design of promotional materials (newsletters, brochures, marketing materials) in line with Head Office guidelines (template newsletter currently being designed by HO media team) •With the full knowledge and oversight of the Country Director, be a point of contact for GOAL’s media team in HO. Help the HO media team to encourage staff to write blogs, take photographs and shoot video footage, as outlined in GOAL’s Media Guidelines, and to collate all blogs, images and footage and share with the media team in HO. •Help to notify the HO Media team of any potential news stories and help gather news items on GOAL Kenya’s programmes, •Any other duties as outlined by the line manager or Country Director.

The USAID funded FUNZOKenya project aims to improve access to and quality of health workforce training by supporting an increased number of new health workers trained; supporting current health worker training needs; strengthening the capacity of training institutions; and strengthening regulatory bodies to enhance training demand. Working in close partnership with the Ministries of Health, the leading health training institutions in Kenya, and the National Health Training Working Group among others, the project will build responsive, country-led training systems to improve health sector outcomes and the accessibility and quality of health workforce training in Kenya.

Background

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. 

DRC aims at integrating its Somalia activities within a wider regional mixed migration programme, comprising the existing programmes in Kenya, Somalia (South Central, Puntland and Somaliland), Ethiopia and Yemen. DRC Somalia programme operates within a regional framework (East Africa and the Horn) and incorporates three major components namely, long term community driven development, emergency urban/rural humanitarian interventions and protection/advocacy.

DRC Somalia implements both emergency and longer-term interventions targeted to the development of the economic and institutional capacities of selected communities in rural and semi-urban districts affected by displacement. 

Internally displaced people, returnees and other groups who are living in settlements in abject poverty and with considerable protection gaps are assisted though emergency humanitarian interventions in water and sanitation as well as through livelihood and protection activities.

Purpose

Under the supervision of the Programme Director, the Programme Development and Grants Manager assists in providing oversight and management to key programme processes, particularly to provide the conceptual and writing skills needed to secure funding for DRC Somalia and assists with final editing of reports and communication documents.

Responsibilities and Tasks

Supervision of field based international staff (Monitoring and Evaluation Coordinator and Information, Documentation and HAP coordinator) to ensure coherence in the data collection and analysis to support programme development.Regularly track Request for proposals (RFAs), solicitations and proposal opportunities globally and within the region checking the relevance, competency and strategic positioning to Somalia programming.Work closely with the Country Director, Programme Director, Field Managers and Technical Advisors to transform content and conceptual designs into competitive final proposals that are not only based on the assessment outcomes, but also responsive to the donor guidelines.Coordinating and oversight of all aspects of the proposal development process from the development of a writing guide, proposal calendar through to delivery and timely submission of proposals and reports.Ensure regular updates to the Grant Management system and Insite Intranet as required for Somalia programme.Quality - control of proposal documents, rapidly revising, updating and expanding concept papers into full project proposals as recommended by donors.Review proposals for consistency with the requirements of solicitations, requests or calls for proposals, predicting or preventing bottlenecks in the proposal development process and securing the necessary information to complete process.Ensure the proposal development process takes into consideration the mainstreaming of HAP, global cross cutting themes such as Age, Gender and Diversity, and lessons learnt from previous programming.Ensure that all project proposals adhere to DRC programme handbook and relevant operational standards including the Sphere handbook.As assigned, research and provide writing expertise to other assignments as deemed necessary.Key Internal Contacts

BACKGROUND

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC aims at integrating its Somalia activities within a wider regional mixed migration programme, comprising the existing programmes in Kenya, Somalia (South Central, Puntland and Somaliland), Ethiopia and Yemen. DRC Somalia programme operates within a regional framework (East Africa and the Horn) and incorporates three major components namely, long term community driven development, emergency urban/rural humanitarian interventions and protection/advocacy.

DRC Somalia implements both emergency and longer-term interventions targeted to the development of the economic and institutional capacities of selected communities in rural and semi-urban districts affected by displacement. Internally displaced people, returnees and other groups who are living in settlements in abject poverty and with considerable protection gaps are assisted though emergency humanitarian interventions in water and sanitation as well as through livelihood and protection activities.

PURPOSE

Under the supervision of the Programme Director, the Programme Development and Grants Manager assists in providing oversight and management to key programme processes, particularly to provide the conceptual and writing skills needed to secure funding for DRC Somalia and assists with final editing of reports and communication documents.

RESPONSIBILITIES AND TASKS

• Supervision of field based international staff (Monitoring and Evaluation Coordinator and Information, Documentation and HAP coordinator) to ensure coherence in the data collection and analysis to support programme development.

• Regularly track Request for proposals (RFAs), solicitations and proposal opportunities globally and within the region checking the relevance, competency and strategic positioning to Somalia programming.

• Work closely with the Country Director, Programme Director, Field Managers and Technical Advisors to transform content and conceptual designs into competitive final proposals that are not only based on the assessment outcomes, but also responsive to the donor guidelines.

• Coordinating and oversight of all aspects of the proposal development process from the development of a writing guide, proposal calendar through to delivery and timely submission of proposals and reports.

• Ensure regular updates to the Grant Management system and Insite Intranet as required for Somalia programme.

• Quality - control of proposal documents, rapidly revising, updating and expanding concept papers into full project proposals as recommended by donors.

• Review proposals for consistency with the requirements of solicitations, requests or calls for proposals, predicting or preventing bottlenecks in the proposal development process and securing the necessary information to complete process.

• Ensure the proposal development process takes into consideration the mainstreaming of HAP, global cross cutting themes such as Age, Gender and Diversity, and lessons learnt from previous programming.

• Ensure that all project proposals adhere to DRC programme handbook and relevant operational standards including the Sphere handbook.

• As assigned, research and provide writing expertise to other assignments as deemed necessary.

Over the past 17 years, the GEF has invested substantial financial resources in the development and implementation of the GEF Small Grants Programme, which currently operates in 120 countries. At the individual country level, this investment has resulted in extensive portfolios of community based projects yielding positive impacts on local livelihoods, the capacities of local organizations to constructively participate in sustainable development activities, policy dialogue and, ultimately, global environmental benefits.
SGP results and impacts have grown over the years in many countries thanks to the installed capacity of the SGP Country Programmes. These Programmes are managed by a National Coordinator (NC) at the service of a voluntary National Steering Committee (NSC) that is charged with Programme policy and decision making. In addition, the UNDP country Office provides managerial support as well as administrative services to the SGP.The overall objective of this consultancy is to:-

Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.
Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora. To this end, we are seeking to fill the following positions:
Contract: Open Ended; National Level D1 This position reports to the Finance Manager, your role is to monitor and manage expenditure and budgets for the Kenya programme, especially donor-funded projects as well as transactions posted by offices in Nairobi, Lodwar, Wajir and Dadaab. You will ensure proper use and maintenance of computerised financial systems for all financial matters relating specifically to the Kenya programmes (including the accounts package designed for Oxfam GB purposes - peoplesoft).
You will support contract managers in the compilation of timely, quality financial reports for a range of donors.In liaison with the budget holders, you will compile and review all donor financial reports as required ensuring they are accurate, of high quality and meet donor requirements and submit the same to the Finance Manager for onward submission to the Country Director.
To be successful in this role, you will need to have a university degree coupled with accountancy professional qualification i.e completed ACCA or CPA (K). You will have in-depth working experience in accounts, with thorough knowledge of book keeping and an understanding of the project cycle. You will manage resources and deadlines with minimum supervision and also be a strategic thinker with high level of initiative. Excellent communication and interpersonal skills are essential for this role.
You will also have excellent team work skills and the ability to build good relations both internally and externally. Ability to work well under pressure and in response to changing needs will be an added advantage.
Contract: Open ended contract; National Level E1You will prepare the payroll on a monthly basis and make all the recoveries (floats, salary advances) necessary in the payroll on advice from the Programme Accountant. The post holder will ensure that all petty cash requests are properly supported and authorised by the Finance Manager or the person he has delegated that authority to before payment is made and ensure that petty cash top up is done at appropriate levels in consultation with the Programme Accountant.
S/he will prepare bank reconciliation statements for all Nairobi bank accounts and reconcile supplier accounts. You will prepare cheques for payment, maintain and keep all finance files, making sure that on daily basis all the relevant accounts documents are filed correctly. The incumbent will update the Nairobi fixed assets register, prepare and upload the depreciation journal on a monthly basis.
To be successful in this role, you will have a first degree and recognised accounting qualification or intermediate accountancy qualification (CPA, ACCA level two or its equivalent). In-depth accounting experience preferably in a non-governmental organisation is essential.
You will need to have knowledge and understanding of project budgeting, monitoring and reporting coupled with demonstrable numeracy and computer skills.
Urban Governance Programme Officer
Contract: Open ended contract; National Level D1 As the Urban Governance Programme Officer you will strengthen collaboration and coordination of relevant stakeholders on urban governance issues and create awareness on principles and practice of good urban governance. He/she will implement urban programme governance initiatives and deliver on agreed plans and strategies as well as capacity build partners in the urban governance arena and urban programme partners in embracing the principles of good governance.
You will support research, good governance analysis and lobbying on good governance and practice issues, particularly on socio-economic issues within the urban programme. He/she will provide technical support to transition processes related to the new constitutional dispensation, particularly women in leadership, the formation of citizens’ forums, formation of devolved governance institutions and related policies and laws. You will lead on the monitoring, evaluation, accountability and learning of the urban governance interventions amongst other responsibilities.
