Human resource officers (2 positions), JG ‘K’
Reporting to the Assistant Director HR and Administration; the Officer will be responsible for managing the Human Resources in the County public service Board.
HR Oficer Duties and Responsibilities
Establish and operationalize the Human Resource Management function of the Board
Carry out staff audits; identify gaps and develop optimal staffing levels at the Board Administration of payroll adjustments, on-boarding of new staff, preparing and distributing staff handbooks and other HR materials
Prepare the budget for the HR function Assist in all administrative activities relating to medical aid, insurance, health, & safety, staff retirement benefits and staff leave administration
Ensure correct interpretation of human resource policies, rules, regulations, labour laws and other relevant statutes
Establish performance management systems
Ensure compliance with public service values and principles in the Board
Establish records management systems and organizing for transfer of all Human Resource records from both national and former local governments
Draft job descriptions in consultation with heads of department
Preparation of human resource transition reports
Promote equality, diversity and inclusiveness as part of the culture of the County
Perform any other duties as may be assigned from time to time
Requirements for appointment to HR officer Position
Be a Kenyan citizen
A bachelor’s degree in HR or Social Sciences Higher National Diploma in HRM or a post graduate Diploma in HR from a reputable institution.
Minimum of three (3) years working experience in a HR position at a senior level Must have attended a course in strategic leadership skills
Strong interpersonal and leadership skills
Rounded experience and knowledge of labour laws, procedures and policies
Must be a member of IHRM.
Knowledge of IPPD system will be an added advantage
Satisfy the requirements of Chapter six of the Kenyan Constitution
An MBA will be an added advantage
Terms of Service: Permanent & pensionable
