Title: Migration Consultant
Duty Station Nairobi with travel within the region to Djibouti, Somaliland, Puntland and
Ethiopia.
Duration: 5 months

1. Nature of the consultancy: The Regional Mixed Migration Program is based in IOM-Kenya, and covers the Horn of Africa by improving the protection of migrants. As part of this project support to the Migration Response Centers (MRCs) in locations across Ethiopia, Djibouti, Somaliland, and Puntland.
Objective:The consultant will contribute to this project by visiting and assessing the capacity and gaps of the Migration Response Centers, supporting IOM and MRC staff, as well as contributing to the overall activities of Phase V. Specifically, this will include, among other things, supporting the Regional Mixed Migration Coordinator with achieving two Standard Operating Procedures (SOPs) – one on information sharing among governments, and another on regulating the movement of persons across borders. These SOPs will be drafted by and endorsed by governments and for their use. The consultant will work with the regional Mixed Migration team to achieve this component of the project.

3. Tasks to be performed under this contract:
1) Visit, assess registration, data collection, awareness raising, migrant assistance and assisted voluntary return (AVR), and contribute to overall regional strategy of the Migration Response Centers (MRCs) in
Djibouti, Ethiopia, Somaliland, and Puntland.
2) Review and assess Migration Response Center overall administrative capacities, structures, staffing, data analysis, and challenges, and design and deliver training to IOM and MRC staff based on findings.
4) Work with governments and IOM to produce Standard Operating Procedures on Information Sharing.
5) Work with governments and IOM to produce Standard Operating Procedures on Regulating Movement of Persons.
6) Support design and delivery of curriculum and agenda to the overall planning and implementation of training for government immigration officers on use of the above mentioned SOPs the reference should be adjusted after the repeated task is remove) in line with human rights and protection standards.
7) Support for coordination and planning of the 5th Meeting of the Regional Committee on Mixed Migration.
4. Tangible and measurable output of the work assignment.
a) Draft assessment and training / agenda for Migration Response Centers
b) Plan of Action and Recommendations for the Migration Response Centers based on Assessment.
c) SOPs on Information Sharing
d) SOPs on Regulation of Movement
e) Training materials and agenda, participant list, pre and post training questionnaire of government immigration officers.
f) Overall report on gaps and recommendations and regional strategy of MRCs
5. Realistic delivery dates and schedule of payments tied to results:

Required Qualifications and Experience
· completed advanced university degree from an accredited academic institution
· preferably in Management, Business Administration, Sociology, Law
or related field;
· five years of professional experience (or seven years for candidates holding a first level university degree) in project monitoring and evaluation);
· Background in Migration, Protection
· previous experiences with IOM and with UN specialized agencies an advantage;
· experience in liaising with national and international organizations.
Languages
Fluency in English is required. Working knowledge of French, Somali/Amharic, Arabic, and/or local languages an advantage.
