We are currently seeking to fill the position of National External Partnerships & Donor Relations Officer, in support of the Regional Bureau for East & Central Africa (OMN), based in Nairobi, Kenya. The Regional Bureau provides strategic guidance, policy/technical support and direction to WFP operations and activities in nine countries: Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda.
Job Purpose
Guided by the Corporate Partnership Strategy, to support effective management of relationships and collaboration with external partners, and to assist in the mobilization of resources to support operations. To ensure a flow of relevant information between WFP and partners, and support opportunities for synergies that maximize results.
Duties and Responsibilities
Under the direct supervision of the Regional Donor & Private Sector Relations Officer, the National Donor Relations & External Partnership Officer will be responsible for the following tasks:
Contribute to the implementation of the work plan for assigned area, to ensure timely and cost effective delivery of results, including mobilization of resources, in accordance with WFP’s Corporate Partnership strategy.
Maintain effective relationships with member states, UN agencies, NGOs, host governments, donors, private sector organizations and other partners, in order to keep them informed on, and to raise resources for, important strategic and operational WFP issues.
Attend meetings with the UN and other multilateral bodies, NGOs, member states, and others taking notes, sharing information, and supporting joint information programmes to increase WFP’s profile, and protect its interests.
Contribute ideas for opportunities to develop new and existing synergies with partners to senior officers in order to support more effective and efficient approaches to food assistance.
Provide support to country offices as required to assist them to effectively mobilize resources, engage in inter-agency fora, and realize strategic operational partnerships.
Contribute to the preparation of briefing documents for senior management meetings with partners and to the preparation of donor proposals and reports.
Provide information to member states, UN agencies, NGOs, host governments, donors and other partners on the strategy, design, relevance and impact of programmes, to advocate the work of WFP.
Collate and share relevant discussion and feedback on programme activities and issues of priority to WFP, gathered from member states, UN agencies, NGOs, host government, donors 2 and other partners, to engage them with inter-governmental/inter-agency discussions and inform future activities.
Gather inputs from WFP that will contribute to inter-governmental/inter-agency work, to ensure that WFP positions are properly explained and taken into account in decision making;
Maintain awareness of current activities, political and social events of UN and other multilateral bodies/governments, conduct analysis to understand how they may impact WFP activities and programmes and provide timely information to WFP staff for decision-making;
Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries;

Qualifications and Experience
Education
Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses
Experience
At least three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
Skills and Competencies
Broad or specialized knowledge of international development best practices, techniques and processes with some understanding of the basic theoretical background.
Ability to establish priorities and to plan, coordinate and monitor own work plan.
Ability to analyze and interpret information.
Good communication skills required to give and receive information and work with a variety of individuals.
Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
Awareness of political dynamics, foreign policy decision making procedures.
Language
Fluency in both oral and written communication in English essential.
Proficiency official WFP language, preferably
Intermediate knowledge in a second official UN language is desirable.
