to Oxfam GB’s humanitarian and long-term development programmes in
Ethiopia.

Key Responsibilities
- Represents Oxfam GB in Ethiopia’s Country Leadership Team (CLT). Take responsibility for OGB’s contributions to the CLT and implement OGB’s commitments resulting from CLT decisions
- As a member of the CLT, contributes to the overall leadership of Ethiopia’s Joint Strategy in a manner that ensures effective implementation of Oxfam’s Vision 2020 in Ethiopia
- Leads the coordination, linkages and synergies within and between the long-term development and humanitarian programmes as well as contributes to linking these programmes with policy and influencing in a manner that adheres to the one-programme-approach
- Engages in networking and contributes to representing OGB programme at different forum as may be delegated by the CD.
- Develops good working relationships within Oxfam in and outside Ethiopia, with donors, CSOs, official authorities and other agencies, being proactive in ensuring that Oxfam develops and maintains a positive profile.
- Provides quality technical and managerial leadership to the livelihoods, humanitarian (except in Cat 1, 2 and large scale Cat 3) and resilience building programmes
- Ensures that programme plans and budgets are in place, that costs are kept within budgets, and that Programme Managers / Line Reportees provide regular high quality reports (including technical, financial, logistics and HR) for management, M&E and accountability purposes.
- Ensures that the livelihoods, humanitarian and resilience programme teams are structured and staffed appropriately to guarantee effective and efficient delivery of programme, and use of OGB resources.
- Provides strategic technical leadership in the fields of livelihoods, humanitarian preparedness and response and resilience building.
- Ensures that all livelihoods, resilience building and humanitarian programmes are designed and implemented in a way which aspires to achieve Oxfam Technical standards.
- With the support of the Programme Quality Advisor, provides guidance to Programme Managers / line repartees’ in operational planning, monitoring, analysis and assessment of programme quality issues, and periodic reporting
- Oversees the implementation of the PMEAL strategies and plans by the respective programmes.
- Ensures programmes learning are well captured, analysed, shared and informed programmes designs and implementation.
- Ensures that all relevant programmes have clear accountability frameworks and; effective implementation of these frameworks
- Leads the shift towards working in partnerships with diverse, strategic stakeholders.
- Ensures that all programmes are in line with organizational policy on gender, HIV and AIDS, and protection.
- Proactively ensure that gender equity and protection issues are taken into account in all aspects of Oxfam’s work
- In close collaboration with the Funding Coordinator supports the Country Director in identifying and utilizing opportunities for fundraising by preparing and presenting funding request to donors in collaboration with the programme teams.
- Initiates and maintain good working relationships with relevant donors as agreed with the CD
- Guarantees that the programmes have sufficient and consistent funding and that a high quality proposals are timely prepared
- Develops and maintains a healthy environment for the team, coordinating timely discussions on strategic programming issues and guaranteeing that the staff members reflect the institutional character in their relationships with partner organizations and other stakeholders.
- Ensures excellent people management and development of staff managed, in accordance with Oxfam’s performance management cycle and policies on development of staff, particularly national staff capacity building plans.
Competencies and Skills
- Post graduate degree in international development, sustainable livelihoods, humanitarian, programme management or closely related fields.
- A minimum of ten years of experience in the field leading development and humanitarian programmes in one or more challenging contexts in developing countries.
- Good understanding of development issues in general with significant knowledge and experience in one of the fields of: (a) sustainable livelihoods or, (b) emergency preparedness and response.
- Evidence of strategic analysis, review and development of strategies.
- Analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework
- Strong understanding of humanitarian principles and how it is applied in emergency contexts, based on experience from different countries
- Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam GB’s work.
- Proven experience of building and leading diverse teams and; evidence of managing large complex teams.
- Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.
- Substantial experience in managing resources and external relationships
- Ability to work independently when necessary and at times with minimal supervision
- Fluency in written and spoken English
