Vacancy: Director / Chief Executive Officer
 




Kenya Marine and Fisheries Research Institute (KMFRI) is a state corporation established in 1979 under the Science and Technology Act, Cap 250 of the Laws of Kenya. 



The Institute is mandated to undertake research in marine and freshwater fisheries, aquaculture, environmental and ecological studies and marine research including physical and chemical oceanography, to provide scientific data and information for sustainable exploitation, management and conservation of Kenya’s fisheries resources. 


 


To achieve this mandate, the Board of Management is inviting applications from qualified persons to provide leadership to fill the position of Director / Chief Executive Officer.
 



Job Summary: The Director / Chief Executive Officer will provide strategic and visionary leadership in innovative and cutting edge research for sustainable utilization, management and conservation of fisheries and other aquatic resources in Kenyan water bodies towards the achievement of the Vision 2030. 



The successful candidate is expected to bring about transformational change that will re-invigorate the institute, spur development and ensure financial sustainability.




Key Competencies
 



The successful candidate is expected to possess the following key competencies:


  • Demonstrate leadership and management skills in Fisheries and Aquatic Science research;

  • Demonstrate ability to network, mobilize training and research grants for the development of the institute;

  • Demonstrate prudent financial management skills;

  • Ability to bring transformational change and manage conflict;

  • Provide strategic linkages with the corporate world, business community, government agencies and other social partners for the benefit of the institute;

  • Be a visionary and result- oriented leader, team player with strong organizational skills and ability to meet strict deadlines;

  • Demonstrate Strategic and innovative thinking, timely decision making and effective communication skills.


Requirements
 



The successful candidate shall be a Kenyan citizen who meets the following requirements:
 



i) Must be holders of an earned Doctorate degree or equivalent qualifications from a recognized University in the field of Fisheries/Aquatic Sciences;
 



ii) Should have at least ten (10) years of Fisheries/ Aquatic Science research experience, five (5) of which must be on research management at senior level;
 



iii) Should have a proven track record of publications on Fisheries/ Aquatic Science in internationally recognized peer reviewed journals;
 



iv) Should have demonstrated ability to network, attract research funds and general resource mobilization;
 



v) Should demonstrate good understanding of government policies including the Vision 2030, Performance contract, Public Procurement Procedures, Code of Governance for state corporations (Mwongozo), Public Financial Management and requirements of the Kenya Constitution 2010, among others;
 



vi) Compliance with Chapter Six of the Constitution of Kenya.
 



Note: Candidates with degrees from universities outside Kenya must submit Certificate of Recognition and Equation from the Commission for University Education (CUE).
 



Duties and Responsibilities
 



The Director, who is the Chief Executive Officer as provided for in the Guidelines on the Terms and Conditions of Service for State Corporations, shall be responsible for the implementation of the Board’s decisions in a results oriented and timely manner to achieve the institute’s goals, objectives and agreed performance targets.  



The Successful candidate will be responsible to the Board of Management for the following:


  • Carrying out the day to day business of the institute;

  • Developing of and recommending to the Board the long term strategy, business plans, and annual operating budgets; and establishing proper internal monitoring and control systems and procedures;

  • Coordinating and preparing business related proposals, reports and other submissions for consideration by the Board;

  • Providing leadership to the employees and ensure effective communication between different levels of management;

  • Developing, motivating, deploying and retaining talented staff of the institute including organizational structures, industrial relations, separation and effective management succession plans;

  • Ensuring continuous achievement and improvements in the quality and value of services and products provided by the institute;

  • Ensuring continuous achievement of the Institute’s financial and operating goals and objectives;

  • Overseeing and ensuring implementation of corporate social responsibility initiatives and ensuring that the image of the institute is well projected and protected;

  • Maintaining a conducive work environment for attracting, retaining, and motivating employees;

  • Fostering a corporate culture that promotes ethical practices and good corporate citizenship;

  • Acting as the principal spokesperson of the institute;

  • Ensuring corporate compliance with all statutory, legal, social and regulatory requirements in the execution of the institute’s mandate;

  • Acting as the Secretary to the Board of Management;

  • Providing regular, thorough and prompt communication to the Board on the technical, financial and administrative matters;

  • Any other responsibilities as may be necessary to achieve the institute’s objectives.


Tenure of Office
 



The contract of the Director/Chief Executive Officer shall be for a period of three years renewable once, subject to satisfactory performance and delivery of set targets and outcomes. 



The Board reserves the right to terminate the contract prematurely depending on performance. 



The remuneration attached to this position shall be determined according to the provisions of Section 5 (3) of the State Corporations Act, Cap 446 and the Guidelines on Terms and Conditions of Service for State Corporations.
