Protection Advisor Consultancy (Rwanda)

Role Purpose: The Protection Coordinator is responsible for managing Save the Children’s Protection emergency response in Mahama refugee camp. 




The overall aim of the Protection Coordinator is to guide staff and partners to initiate interventions to address protection concerns of persons with special needs including youth, elderly, persons with disabilities. 


 


This includes engagement and advocacy, psychosocial activities for youth, establishment of community-based protection systems, and expansion of social reintegration services for persons with special needs. 



The Protection Coordinator leads on project planning, coordination, and support fundraising, recruitment and procurement.

Key Areas of Accountability:


  • Provide support to SCI’s intervention in Mahama camp, develop project proposals, plans and budgets, contributing towards an overall thematic programme plan and master budget.  From the strategy initiate programming in the following areas:

  1. Support to the psychosocial (physical, social, emotional) wellbeing of youth and persons with special needs and their families.

  2. Prevention and response to violence amongst youth including engagement, advocacy, and training and establishment of community-based mechanisms to support social support and care of persons with special needs. 

  3. Assessment and evaluation of potential interim and alternative care options for persons with special needs in collaboration with organisations that have expertise in working with the elderly and the handicapped.

  4. Work with men and boys on prevention of sexual violence

  5. Integration of protection especially SGBV into health response activities

  • Support rapid recruitment, induction and training of new staff in coordination with Protection Coordinator and the HR team.

  • Initiate and conduct necessary assessments in new protection gap areas.

  • Ensure protection linkages with the health sector.

  • Develop capacity building plan for staff and partners and provide on-going mentoring and support on protection issues including PSEA, PFA.

  • Provide technical support and guidance to the protection coordinator and the protection team in implementation of the project in accordance to UNHCR quality standards.

  • Ensure project implementation is of quality and timely delivery of project activities, including through establishment of effective monitoring and evaluation systems, development of individual performance management work plans, and routine visits to project sites

  • Establish and maintain relationships with INGO and UNHCR working with protection and SGBV.

  • Attend and represent SC in coordination meetings in Kigali and Mahama as appropriate.

  • Support fundraising for protection, including contributing to the development of high quality concept notes and proposals, in coordination with the Emergency Response Team leader and other senior programme staff

  • Prepare timely programme reports, sitreps and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.

  • Support the established community desks and continue putting in place effective accountability systems ensuring that communities have regular forums for feedback and that their recommendations are followed up

  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Protection in Humanitarian Settings, the Sphere Charter and Red Cross Code of Conduct.

  • Work closely with Safety and Security Advisor and Emergency Response Team leader to ensure programme activities adapt to changing security context and coordinate with Protection Coordinator on potential programme modifications when necessary

  • Contribute to communications and media work as required.


Essential qualifications and experience


  • Significant experience of managing general protection, child protection, community services projects in emergency settings.

  • Familiar with UNHCR community based protection mechanisms and protection of persons of concerns.

  • Education to BSc/BA/BEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.

  • Previous experience of managing a team and ability to support staff in challenging circumstances

  • A high level of written and spoken English

  • Ability to identify the main gaps in protection in the given context to inform a holistic response for persons with special needs including children with special needs.

  • Knowledge of community based protection, protection of persons with special needs, disability inclusion, LGBTI, working with youth, inter-agency standards and guidelines in child protection, especially the Paris Principles, MRM, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.

  • Experience in training and capacity building and willingness to dedicate time to staff and partner development

  • Experience in monitoring and evaluating protection programmes in emergency contexts across multiple locations

  • Experience of and commitment to working through systems of community participation and accountability

  • Ability to write clear and well-argued assessment and project reports

  • Politically and culturally sensitive with qualities of patience, tact and diplomacy

  • Capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.

  • Previous safety and security training for working conflict settings

  • Commitment to and understanding of child rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support


Desirable


  • Experience of working and living in refugee settings in Rwanda or similar contexts

  • Experience of working with programmes for persons with special needs, mental health


Duration of the Assignment will be 4 to 6 weeks.
