Support to Vihiga County for EMNOC training.


Background


The German Development Cooperation (GDC) Programme implemented through German International Cooperation (GIZ) Health Sector Programme (HSP) supports the Government of Kenya, Ministry of Health. The overall objective of the GIZ-HSP is to improve access for poor and disadvantaged groups to high quality basic health services, including reproductive health and to hedge against financial risks in case of illness.


GIZ-HSP supports Vihiga county and one of the areas identified for capacity building is EMONC(Emergency obstetric and Newborn Care ). A national standardized training package teaches critical competencies that enable health workers to tackle major causes of maternal and newborn morbidity and mortality. The standardized Emonc training is designed for frontline health workers (nurses, clinical officer and medical officers). In Kenya, this training is provided to enable them to acquire the essential competencies for deliveries, and for emergency obstetric and newborn care. The training addresses the major causes of maternal and neonatal morbidity and mortality. It is Ideal for resource constrained settings with limited health workforce.


Aim of the Consultancy


The purpose of this assignment is to support Vihiga County to be able to build the capacity of 30 healthcare workers in EMNOC. The specific areas to cover is ANC care, emergencies in labour and delivery, neonatal care, post-natal care, post abortion care and communication of triage and referrals.


Methodology and Specific Tasks


The Consultant will:


· Discuss with the health county officials e.g. The Minister/Chief officer and Director of Health in the Vihiga County about the challenges on the ground.


· Use the national curriculum for training. This should be linked to the approach with the already existing national and county board’s policy. Share with GIZ for review and approval before the trainings in the county are conducted.


· Conduct trainings in the designated county on scheduled and agreed upon dates with GIZ. Set up a follow up mechanism with the county staff who have been trained.


· After the initial training for the boards, the consultant after 3 months must conduct an evaluation and impact assessment of the training in the county and document the findings in a report.


Expected Deliverables


· An inception report and work plan after signing the contract of engagement.


· A curriculum for training participants and facilitators.


· A Training/workshop conducted in Vihiga County.


· A report after the workshop/training in the county.


· An evaluation report of the impact of the training (To be done 3 months after the training).


· A blog article to be shared on the GIZ website.


· Final comprehensive report.


Time Frame


The consultant is expected to work for up to 15 days between March and April, 2016.


Profile of Consultant


· The consultant should have a higher degree in relevant field including international development, public health, social sciences, political science or financial management.


· Must demonstrate a clear track record of having been successful at EMONC trainings in Counties and National level in the last 7 years.


· Must have a good understanding of healthcare sector in Kenya and particularly in Vihiga County.


· Have excellent written and oral communication skills. Excellent inter-personal working skills


· Excellent analytical/problem solving skills.


· Excellent report writing and presentation skills 2
