Hivos East Africa is seeking qualified

Vacancy Name: Regional Project Manager – Open Contracting
 

Hivos is an international organization that seeks new solutions to persistent

global problems. With smart projects in the right places, we promote the

empowerment and independence of citizens so that they can oppose

discrimination, inequality, abuse of power, climate change and depletion of the

earth.

The momentum for more transparency around public contracts has been growing

rapidly. 




Increasing availability of

contracting information, however, will only lead to meaningful change if

citizens know about and can make effective use of that information.

Hivos, together with ARTICE 19, will launch an international programme to build

capacities of civil society organisations in low and lower middle income

countries to advocate for more transparency in public contracting and to

increase accountability based on that information. 




The programme will consist of global

advocacy as well as national capacity building and advocacy in 5-6 countries in

Latin America, South East Asia and Africa.

As Regional Project Manager you will play a leading role in shaping the open

contracting agenda within the region. 




You will be responsible for all

regional aspects of a global programme aimed at increasing transparency of

public contracts in low and lower middle income countries and manage the

strategic relations with external parties on this issue.

You will work as a member of an international team working in The Netherlands,

South-East Asia, Africa and Latin America.

The manager will be responsible for grant management, reporting and financial

oversight of the country programmes under her/his supervision. 




She/he will also be overseeing the

setting up of national capacity building strategies in target countries in the

region, aimed at building the capacity of civil society to push for

transparency and accountability around public contracts.  


Lastly, she/he will elaborate and

execute a regional advocacy agenda and feed into the larger global advocacy

agenda.



Your Profile

We are looking for an experienced and diligent programme manager who combines

team spirit with advocacy skills and a strategic mindset.



  • You have a proven track record of successful

    programme management in the region;

  • You have expertise and regional network in the

    areas of transparency and accountability, civic technology, open data and

    citizen engagement;

  • You bring a keen understanding of the major

    actors, their policies and recent developments in the particular field of

    Open Contracting and Open Data;

  • You bring a strong interest and personal

    commitment to the mission of Hivos and Open Contracting in particular.

  • You have excellent communication skills in

    English. Additionally, locally relevant languages or Dutch proficiency

    will be an asset.
