Job Title: Project Officer – WASH C2
Reporting To Project Manager
Department/Program/Project: WASH- FINISH INK Project
Physical Location Busia – Kenya
Main Purpose Of Job:
To provide support in the implementation of the FINISH INK project through development innovative sanitation marketing models, capacity building, behaviour change communication and setting out sanitation enterprises under the FINISH INK project.
Program Officer Job Principal Responsibilities
Planning and coordination
Participate in development of project logical frameworks and M&E plans.
Support capacity building of relevant partners to implement project activities.
Work in conjunction with the relevant government and county departments and other partners to plan and supervise the implementation of the project activities.
Convene and coordinate activities of the sub-national project implementation
Technical implementation
Take lead in localising sanitation solutions making them both acceptable and affordable based on different geo-physical and socio-economic context
Participate in the supply and demand side development and documenting models adoptable by governments for sanitation financing
Identify new and existing sanitation enterprises and sanitation business opportunities to a large extent based on initiatives and information ideally from the community
Implementation of the project learning guide and the training roadmap
Design and development of bill of quantities and technical drawings for different sanitation facilities
Take lead in capacity building, sanitation marketing and behaviour change communication to promote sanitation and Hygiene
Facilitate partnerships with micro-finance institutions to offer innovative and sustainable sanitation loan products.
Provide support in the design and roll out of innovative sanitation and hygiene business models at community level.
Participate in project advocacy forums.
Community mobilisation and sensitization
Engagement with local leaders and the community to obtain buy-in of the project model and concepts
Drive community mobilization and Sensitization in the implementation of WASH activities
Human Resources management
Under the delegation of the project manager, supervise the office assistant, driver/s and the interns.
Participate in the motivation and building of the ‘winning’ team as well as setting out conflict resolution mechanisms
Proposal Development
Participate in proposal development & concept writing. This also includes the development of the sustainability model for FINISH INK project
Financial Management
Participate in activity budgets including processing relevant financial transactions.
Research
Develop position papers and publications related to innovative sanitation financing, service and value chains for sanitation in the sub-Saharan context
Reporting and Documentation
Assist in data entry and analysis of project activities.
Provide relevant reports as per project and donor requirements.
Assist in the capitalisation of best practices and lessons learnt by developing articles for the SHHIT magazine

Required Qualifications for the Amref Project Officer Vacancy
Education (academic and professional as per AMREF Policy)
University degree in Environmental Health/Sciences, Engineering, or related subjects from recognized University
Training, knowledge and experience in the implementation of various hygiene approaches/models especially Community Led Total Sanitation (CLTS) is essential.
Training and knowledge on public health engineering including but not limited to development of technical drawing for various sanitation options and preparation of the bill of quantities.
Training in Behaviour Change Communication.
Experience (number of years as per AMREF Policy)
At least three (3) years of relevant work experience.
Experience and knowledgeable in sanitation marketing.

Sanitation and Public Health technical expertise
Good knowledge of community dynamics, mobilization and participation
Excellent reporting and computer skills and ICT competencies a must
Ability to work independently and in isolation
Strong capacity to make quick decisions
Ability to work under pressure and within strict time limits

Work Environment
Normal office environment.
Hours of Work
38 hours per week, Monday to Thursday official working hours from 8.00am to 5.00pm with one (1) hour lunch break from 1pm to 2pm. Friday official working hours from 8.00am to 2.00pm.
