Context and Background:
Somalia is a protracted complex humanitarian crisis. The country is currently divided into 3 administrative areas. Epidemiological mapping shows very different profiles and morbidity/mortality burdens for HIV in the different zones – indicating different programme strategies in each zone.
The financing of health services in Somalia is largely through humanitarian funds and so targeted to geographically limited service delivery projects for short periods of time. The GF grants to Somalia represent a significant proportion of total health financing and some of the most predictable financing available. As such they provide an important strategic element to the financing of health services in Somalia.
The recently approved GFATM HIV grant to Somalia is approximately a $ US$21 million initiative over a three-year period (2015-2017) that is implemented through a broad range of partners. We are currently in year 1. UNICEF, as the Principal Recipient (PR), is required to ensure effective planning, implementation, monitoring and reporting of the programme.
A full time UNICEF based Manager is required to manage and coordinate the implementation of the new GF HIV programme. This entails corresponding with the GFATM Secretariat and the Local Funding Agent (LFA), developing work plans and budgets, supervising programme implementation, ensuring that partners and activities are well coordinated, and facilitating regular management and coordination meetings. It also involves liaising with local health authorities and the body that holds the CCM responsibilities, the GF Steering Committee, the Health Sector Committee and the UNICEF health colleagues to support the integration of HIV programme in Essential Package of Health Services (EPHS)/Maternal and Child Health (MCH) programme.
Outputs/Deliverables
- Follow up UNICEF’s programming and implementation of HIV control including management of the GFATM HIV grant.
- Monitor the HIV programme work plans, monitor compliance and provide training, support and guidance to the programme team in order to meet objectives. Guide and supervise professional and support staff. Provide on-the-job training/coaching to programme officers, partnership officer and programme assistant as required.
- Maintain partnerships with local and international non-government organizations, community based institutions, religious groups, and health authorities. Support the partnership officer, program assistant and other program management unit staff to guide and build the capacities of partners so that the goals of the programme are met and donor rules respected.
- Represent UNICEF in external HIV meetings and donor meetings, ensuring that UNICEF’s core commitments to children are being addressed.
- Ensure that the programmatic budgets are in line with donor conditions and are proper utilized, and that activities are within established plans of action, and the programme budget allotments. Take appropriate actions to optimize use of programme funds.
- Ensure integration of common approaches and strengthen synergies within health and across Somalia GFATM grants – particularly in the area of systems strengthening, TB, Malaria and EPHS.
- Ensure that the established M&E plan for the programme is respected. Conduct field assessment visits and surveys to monitor and evaluate programme implementation and effectiveness, identify problems in institute timely remedial measures. Identify alternative courses of action to accelerate/improve programme delivery.
- Coordinate the team to reach donor’s deliverables in a quality and timely manner.
Qualification and Experience:
- Advanced university degree in medicine or public health, preferably with emphasis on HIV.
- *A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.*
- Eight years of progressively responsible professional experience in programme formulation, planning, management and evaluation of health programmes, preferably large scale HIV programmes.
- Fluency in English and another UN working language required.
- Knowledge of Somalia context and of GFATM programmes an asset.
- Knowledge of local working language of the duty station an asset.
