Assessment of livestock market for rehabilitation/construction

A. Introduction VSF Germany is implementing a 3 years Resilience building program funded by European Union whose overall goal is “to contribute towards improving food security in ASAL livelihoods through enhanced response and Resilience to drought”. The Project is implemented in a consortium of 3 organizations (VSFG- Lead agency, CIFA & WRF) in collaboration with Key county ministries/departments such as National Drought Management Authority (NDMA), Ministry of Agriculture, Livestock and Fisheries development (MoALFD) among others.


The project title is: Community Action for Improved Drought Response and Resilience – CAIDRR (funded under EU strengthening the Horn of Africa’s Resilience – SHARE). The Project has the following results: (i) Local response capacities and systems for asset protection, management and preparedness action are improved (Community level, local government, DRR), (ii) Local response capacities and systems for asset protection, management and preparedness action are improved (Community level, local government, DRR) and (iii). The project has been designed and being implemented within the EDE Framework thus contributing to Drought Risk Management and Ending drought Emergencies Second Medium term Plan 2013-2017. In the implementation, the project focuses on the Drought impacts in Kenya, promotion of sustainable livelihoods in ASAL, Peace and Human security through conflict sensitive programming, investment on climate proof infrastructure, human capital, Gender and Social analysis, drought preparedness and response and Coordination.


Strengthening Livestock Marketing


Concept: Market rehabilitation in Ol- Turot, Laisamis sub-county


The pastoralist in Ol-turot area started their own livestock market, before that the pastoralists trekked their animals to distant markets in Samburu and Laisamis. The livestock market has attracted other Income Generating Activities (IGA) in to the areas including wholesalers of other products like maize flour, sugar, tea; women sell tea and other products to the people during market days. Other areas including Korr, Kargi and Ngurunit bring their livestock to this market while the buyers are drawn from Samburu, Wamba and Laisamis. The market does not have infrastructures apart from small trade booths made from twigs and tree branches. This results in destruction of the environment as the booths need to be redone often meaning more trees are damaged. The farmers have little market information and rely mainly on trades in the intermediate markets like Samburu and Laisamis to inform them on what the livestock prices are. The community run livestock market in Ilaut is a good example of a community effort to sort out their marketing problems. The Ol-turot Livestock market has also attracted other businesses including those that provide human food and livestock production inputs. The rehabilitation of the market would have a direct impact on food security throughout the sub-county as it would become more attractive to traders and buyers and would see the multiplication of IGA. Ol- turot livestock is located along the dry season grazing zone and this serves as a good opportunity for livestock trading centre. The Sub-county Livestock production officer and the community specifically requested VSF-G to build a Livestock market in Ol-turot, this will serve and benefit the surrounding manyattas will have easier access to the market, hence improved opportunities to trade and increase capital. The community and the local authorities have already agreed on one and a half acre plot for livestock market expansion; the plot is one hundred meters away from water point and located along the dry season grazing area. In coordination with SCLPOs and Local Authority, the following activities will take place:


Physical infrastructure activities for market:  Loading ramp for livestock  Handling facility-Fenced sales yard with livestock watering troughs  10 Small shopping stoles for IGA  Weighbridge including proper base.  2 latrines.  Shed for traders and auctioning livestock. Capacity building of the markets’ management committees (including traders, government representatives etc): • Training in organisational management, good governance, finance and business management to ensure that levies are paid and re-invested in market’s maintenance. Assisting local communities to negotiate with private actors to manage infrastructures.  Distribution of visibility items to the livestock management committee and NRM committees to support the operations including up-to-date market prices, grazing. The number of infrastructure to be constructed are based on the anticipated increased in the cost of local materials (Sand, stones and water)


B. Scope of work i. Assessment of one livestock Market in Ol-Turot ii. Meeting with MoALFD authorities to understand matters related to model desired by county government on the design of livestock Market iii. KII with community representatives (Chiefs/ward administrators) iv. Development of BoQ of and design all infrastructure in reference with feedback of (ii) above. v. Drafting of Generic ToR for required qualification of a contractor for the construction of the Ol-Turot livestock Market


C. Qualifications, Skills and experience • Background: qualified in civil, building or construction engineering. • At least three years’ practical experience of working in similar projects in the development or humanitarian interventions. • Analytical and planning skills, with an ability to translate analysis into recommendations for practical action. • Good communication and interpersonal skills and ability to work well within a team with minimum supervision. • Diplomacy and tact, to be able to liaise, negotiate and plan with government officials, other agency staff, private businesses and community representatives. • Good oral and written reporting skills are essential. • Ability to work in remote rural locations and travel extensively within project areas. • Experience of Working with INGO while doing similar work.


D. Deliverables • Field assessment report (1 soft copy and 3 Hard copy) • BOQ and designs of structures for rehabilitation/construction (3 hard Copies & 1 soft copy) as follows;-


Infrastructure Action required/OUTPUT of assessment Loading ramp for livestock Standard measure, design and BOQ, other considerations as brought out by the MoALFD and the community Handling facility-Fenced sales yard with livestock watering troughs – Design and BOQ of watering trough


  • Fencing specification and BOQ 10 Small shopping stoles for IGA – Design and BOQ of shopping stoles Weighbridge including proper base. – Design, Specification and Estimated cost 2 latrines. – Design and BOQ of 2 Latrines Shed for traders and auctioning livestock. – Design and BoQ for Shade

• Ground layout for the Livestock Market indicating location of infrastructures to be constructed. • TOR for rehabilitation of the three water points (1 Soft Copy for each Water Point) • Environmental protection measures to be undertaken during implementation (be included in the assessment report).


E. Working environment: • Within Marsabit County (Laisamis Sub-county: Ol- turot Livestock Market) • Travel required to activity Locations: 100% field based


G. Time schedule: 16 days. Below is the proposed time schedule and any changes should be mutually agreed between the contracting authority and consultant. However, any adjustments should ensure that the work is completed within the stipulated period of time as provided for in the ToR. i. Briefing, acquisition and review of the project documents and any secondary data in the office – (1day in Marsabit); ii. Travel to the field (to and fro) – 2 days; iii. Assessments / surveys in the field at Ol-Turot/ and KII with County Authorities in Marsabit county areas – 8 days iv. Data analysis and reporting– 2 day; v. Preparation of BoQ and development Generic ToR for construction -3 days


H.Assistance to the consultant by the contracting authority. VSF Germany will make available the following information and facilities to the Consultant: i. Share any relevant reports, documents, maps, and project design; ii. Allow use of office space in Marsabit as necessary; iii. Arrange for various meetings in the field with stakeholders (Consultant to make advance request); iv. Provide staff to show the consultant the target location and assist in community liaison and translation. v. Provide accommodation and meals


I. What the consultant will provide: • Own staff to assist in the works.


J. Methodology • Desktop review at VSFG Marsabit office, County Livestock department, Agriculture sector development Programme office and Laisamis Sub-county administrators office, Ol-Turot Location office • Key informant interviews with county Authorities ( CEC, MoALFD, CO- Livestock, Director of Livestock Production, Marsabit county Livestock Marketing council, CAIDRR project Staffs, ADS being the organization that established the Market and Ol-Turot Area Chief • Focused discussion with Ol-Turot Livestock Marketing association and Ol-Turot community Managed Disaster Risk reduction.
