Resilience and Livelihoods Technical Director


NGO Technical Director Job Purpose


Provide leadership in Resilience and Livelihoods (R&L) programming across the region to contribute to child well being.

Provide leadership for the planning, fundraising and running of the learning centre and leveraging for mainstreaming promising practices throughout the region.

Define technical guidance, standards and enhance ministry performance are aligned to global industry standards.

Spear head resource development for expanding R&L programming in the region.

Oversee evidence and learning in resilience and livelihoods and within a multi sector collaborative approach to enhance child well being.

Lead skills building and capacity development for R&L programming in the region.

Provide guidance and coordination of relevant initiatives in EAR; ensure projects are implemented according to work plans, budgets and finances are on track, data is collected, quality standards are met, appropriate personnel are hired and required reports are prepared.

The LC lead will be the principal institutional liaison and key representative to external partners at the regional level, working closely with NO leadership and other regional entities.

The LC lead will champion the foundational approach for LC operation which is to advance integrated strategy, integrated teams and integrated learning for child wellbeing.

The LC leader will report to the host National director and approximately 15% of the time is focused on the host National Office.

Eightyfive percent of the time is focused on the regional network of National Offices and external engagement, reporting to and working closely with the Director of integrated programs and strategy.


Key Responsibilities


Provide Strategic Leadership to Enhance Child wellbeing:

Lead the development and functioning of the R&L learning centre in alignment with EAR and Partnership strategy and project models.

Build the LC team and Coordinate its activities.

Provide technical oversight to major R&L initiatives in NOs in the region.

Provide oversight and coordination to WV EARs engagement with the Africa Climate Smart Agriculture Alliance.


Technical Guide Design & Implementation:


Work with IPS director to develop a regional strategic guidance (technical guidance) for R&L to contribute to child wellbeing aspirations, including the definition of strategic objectives, outcomes and KPIs.

Ensure regional technical guidance and NO technical approaches focus on child wellbeing through peace, protection and opportunity.

Contribute to the development of the overall EAR strategy.

Facilitate scaling up and scaling out of promising practices in R&L and integrated programs to maximize child

well being outcomes.

Enhance Ministry Performance:

Ensure the provision of technical support in the development, adaptation and scaling up of specific project models and approaches that contribute to specific child well being outcomes.

Ensure focus on continued development of standards and practice promoting learning.

Provide tailor made technical support to major R&L related initiatives and projects in the region.

Contribute to overall program quality and impact through supporting innovative strategies and partnerships and ensure integration of key cross cutting themes by working closely with other sectors.

Coordinate well planned integrated approaches to building skills and expertise in NOs.

Ensure support to NOs are part of overall OCPs and aligned to PST mechanisms for greater impact.

Ensure the provision of advice and guidance to National Offices in drafting and submitting proposals in alignment with their strategy.

Coordinate development of multicountry proposals in the sector.

Provide assistance to NOs in the identification of key resources with the relevant knowledge and skills (engage in recruitment of staff in the disciplines).


Resource Development:


Stay alert to potential funding sources for R&L to support National Offices and advise appropriate staff on these opportunities.

Collaborate with the EAR resource development unit (RDU), NOs and SO to support resource development for R&L programming.

Ensure that regional technical guidance and business plan includes resource development strategies.

Ensure the inclusion of a resource development targets in all LC staff JDs and annual performance agreements.


Evidence and Learning:


Lead the documentation and publication of promising practices.

Coordinate the population of electronic library of LCs knowledge and practices.

Champion the integrated Leaning site concept by working with other LCs, NOs and IPS.

Share learning and provide capacity development for personnel: Learning Labs organized around identified best practices.

Define and regularly update research priorities for the sector.

Engage research institutions and universities in mission critical research to solve key. problems/issues identified in communities.

Enhance use of technology and innovation in learning.

Build Networks and Collaborate with other Regional Teams:

Establish and strengthen linkages and networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations.

Strengthen the community of practice (CoP) in EAR through the establishment and running of the regional chapter.

Coordinate the mobilization of technical expertise across the region through GTRN, ensuring effective knowledge management, learning and continuous improvement of programming in the region.

Actively engage with other regional organizations working in R&L. This would include research and academic organizations, NGOs and networks.

Work with other learning centers to champion integrated programming contributing to child wellbeing.


Other Responsibilities:


Attend and participate in weekly chapel services and daily devotional meetings.

Carry out additional responsibilities and projects as assigned, including administrative and planning functions.

Must be willing to have learning contacts with the grassroots work of the organization.

Must have excellent communication skills and negotiation abilities.

Excellent interpersonal skills.

Good writing and facilitation skills.

Must be peopleminded and relational with WV staff at all levels.

Understanding of various East Africa contexts through experience working in the region.

Perform other duties as required.

The position requires a Masters degree in a relevant field.

Must have at least 10 years relevant experience in international development, of which at least three years working in a developing country, including program design, strategic planning and project management with a focus on the sector.

Must be a leading expert in Agriculture, food security and economic development, able to translate this expertise into strategy, programming and fund raising with strong commitment to initiate dialogue among and integration of crosssectoral expertise.

With strong interpersonal and organizational skills, they will be able to lead and operate effectively in the context of a complex international organization, to influence change through networks and to engage effectively with other organisations.

A people leader with strong technical credentials, who can create and operationalize strategies in a complex political and operational environment.

Must be able to explain, present and persuade through oral and written papers and presentations, communicating effectively with executives, institutional and private donors, frontline program staff and partner agencies.

Must demonstrate World Visions Core Capabilities at leadership level as well as individual level.


Working Environment / Conditions:


Work environment: Office based with frequent travel to the field.

Travel: 35% Domestic/international travel is required.
