Chief Planning &Monitoring Officer
Reporting To: Assistant Supply Chain Manager
KenGen Procurement Job Purpose
The Person Is Responsible For Initiating Strategic Procurement Direction And Providing Overall Material Management For Assigned Programs Representing All Aspects Of The Material Organization
Principal Accountabilities
Efficiently manage the planning function by initiating,coordinating and managing high quality procurement operations and effectively supervise section officers to ensure set deliverables are met
Lead key strategic procurement processes inter alia,risk analysis and mitigation,supply chain integration,stock control,supplier evaluation and business intelligence
Drive continuous improvement in all aspects of the procurement process by developing strategies to include spend analysis,market and operational considerations,
Optimizing supplier performance and obsolescence
Contribute to process improvement and advocate adoption of best practice in supply chain management and reduction in total cost of ownership
Maintain accurate spend data /trends in regard to company procurement of items,and within industries
Adequately manage company stock levels and advice on disposal modes /status of surplus,obsolete and redundant stocks
Manage human personnel relations in regard to authorisations,delegation,arbitration,training needs identification and motivation
Network with internal and external personnel in area of expertise to add value
Deploy, develop and retain talent including completing performance appraisals,personal development and succession plans effectively and on time

Provide timely procurement support for company generation to ensure no disruption of operations.
Knowledge & Experience for Procurement Jobs in Kenya
Bachelors degree in Procurement & Logistics/
Business Administration/ Law/Economics,
Engineering or (similar qualification)
A diploma in Procurement & Supply Chain Management.
A member of KISM/CIPS or similar international procurement institute
Seven (7)years’ experience in Procurement, with Three (3) yearsat a Senior Officer level.
Thorough knowledge of public procurement regulations
Practical experience in procurement, especially in proactive procurement strategy and Stock Management.
Further experience in planning and financial analysis is highly
desirable.
Efficient usage of SAP is an added advantage
Skills & Competencies
Proactive and ability to supervise, organise and manage the unit functions
Planning / organization, analytical and problem solving skills are a must
Ability to make decisions, and good business recommendations
Ability to lead and manage a virtual team with diverse experiences in a data driven, high pressure environment, and define / deliver measurable employee performance objectives
Ability in cross-functional business team environment experience preferred
Managing, monitoring and motivating human resources skills are required
Illustrate strong communication, negotiation and organizationalskills
Proficient in computer applications (word processing / spreadsheets) Supply Chain
Job Challenges
Inflexibility and unavoidable restrictions due to current legislation i.e. direct sourcing for suppliers may hamper improvement initiatives
Market shortages and unplanned incidents (force majeure) may hinder timely deliveries
Accurately quantifying cost reduction initiatives
Averse attitudes toward change andchange management tend to result in slow development
Delegated Freedom To Act & Management Content
Administer both capital and maintenance budgets
Approve purchase orders for non-fuel and non-spares material / services
Incur expenditure to a maximum of Kshs.100,000.00 including signing of purchase orders
Authorize Travel Allowance claims, Mileage returns and Safari Advances to a maximum of Kshs.50,000.00
To delegate / empower to stafftheir duties as required.
Implementation of Q.M.S. and E.M.S. in the section.
Monitor and complete performance evaluations for staff working in the section.
Environment
Working conditions are normal for an office environment though may require evening and weekend
work
The jobholder is required to maintain contact with suppliers, service providers and users hence is expected to travel (locally) to meet them on an ‘as need to’ basis to enforce expeditious provision of services as per contract terms.
