Terms of Reference
1.0 INTRODUCTION
1.1 Background
RCK invites interested and qualified applicants to provide consultancy services for a new project funded by UN Women-Kenya on “Enhancing Resilience and Protection of Women and Girls through Legal and Psychosocial Assistance and Awareness Creation in Turkana and Garissa Counties by April 2023”. Specifically, the project will be implemented in Kakuma Refugee Camp, Kalobeyei Integrated Settlement, Dadaab Refugee Camp and Garissa. The expected outcome and activities are set out here as here attached. The organization plans to hire three (3) psychosocial counsellors on consultancy basis to offer counselling services to refugees and host communities as per its mandate. The consultants are expected to work closely with RCK staff in delivery of the project goals and objectives.
2.0 OBJECTIVES OF THE CONSULTANCY
i. Provision of psychosocial counselling to survivors of sexual and gender based violence (SGBV) among refugees and host community members.
ii. Enhance awareness on prevention and response to SGBV within refugees and host community.
iii. Provision of capacity building services on prevention and response to SGBV.
iv. Contribute to the development of psycho social related IEC materials
v. Provision of relevant training to incentive workers and other target participants.
3.0 DESCRIPTION OF TASKS
Provide psychosocial counselling to refugees, other forced migrants and host community members in individual and group settings.
Train community policing and protection officers on safely responding to incidents of SGBV according to established protocols that adhere to SGBV guidelines
Support setting up and management of the Dadaab Gender Based Recovery Centre at Dadaab Sub-County Hospital (for the candidates applying for the Dadaab position)
Carry out psychoeducation forums targeting community members.
Facilitate the production and distribution of IEC materials and radio shows on SGBV prevention and response and refugee protection.
Conduct home visits to assess individual psychosocial needs.
Facilitate and participate in training of community policing protection officers, court users’ committees, law enforcement officers, community based counsellors and community based organizations.
Assist in the development of training materials and facilitate in internal and external capacity building activities on Psycho social related topics.
In conjunction with other psychosocial staff, coordinate the assessment, planning and implementing of psychosocial programmes.
Prepare quality monthly internal and donor reports within the provided schedule.
Provide support to other psychosocial staff in the tracking of cases and maintaining records and database of clients.
Such other duties temporarily or on a continuing basis, as may reasonably be required.
4.0 EXPECTED DELIVERABLES AND OUTPUTS
The consultants will be expected to provide the following deliverables:
Deliverable 1: Provide monthly work plans in line with RCK operational requirements, as well as the donor’s project objectives and agreed on targets.
Deliverable 2: Satisfactory monthly, quarterly and bi-annual consultancy reports as per the donor reporting dates and RCK operational requirements
Deliverable 3: Training and other activity reports and attendance lists
Deliverable 4: Updates/briefs of meetings, events, workshops, trainings and forum attended
Deliverable 5: End of consultancy report
5.0 CONSULTANCY TIME FRAME
The initial consultancy will cover a period of five (5) months, commencing on 01 November 2021.
However, it will be subject to renewal based on performance and availability of funds as supported
by the donor. The project is anticipated to end in April 2023.
6.0 REQUIREMENTS OF THE CONSULTANT
6.1 QUALIFICATIONS
- Bachelor’s degree in Counseling/Psychology or a Higher Diploma in Counseling with 3 years’ experience working in an institution that supports survivors of SGBV.
- Previous field experience within a Humanitarian NGO/Agency in the same or similar position will be an added advantage.
- Registered with the Kenya Counsellors and Psychologist’s Association (KCPA)
- Strong analytical and report writing skills
- Proficiency in computer skills, with the ability to use relevant software applications.
6.2 EXPERIENCE
- Three years’ experience with NGO or related environment; experience with the nature of work RCK’s activities is an added advantage.
- Two years’ experience in prevention and awareness of GBV programmes specifically; case management, community engagement/prevention and facilitating capacity building training/workshops.
6.3 LANGUAGE:
Proficiency in English and Kiswahili
6.4 Behavior Competencies:
Professionalism: In-depth theoretical knowledge of and significant experience in relevant fields of counseling, Strong analytical, problem solving and drafting skills. Discretion and sound judgment in applying counseling expertise to sensitive, children related matters,
complex legal and psycho social issues.
Communication: Strong interpersonal and communication (written, spoken and presentational) skills.
Technology Awareness: Fully proficient computer skills and ability to use relevant software applications, in particular information databases, internet/intranet services, library sources, etc.
Teamwork: Ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
Managing Performance: Ability to supervise, coach, mentor and develop junior staff as required.
7.0 REPORTING LINE
The consultants shall report directly to the Programme Manager Dadaab/ Programme Manager Kakuma with support from the Senior Programme Officer
Shall work closely with Assistant Project Managers – Legal with peer lines to Assistant Programme Officers, Nairobi, Dadaab, Garissa and Kakuma.
He/She will refer any matters of the contract to Finance and Admin Office; Human Resources Officer.
S/he may be assigned interns, volunteers, CBCs, translators and monitors.
