The Judicial Service Commission (JSC) is a part-time constitutional commission established under Article 171 of the Constitution and its membership comprise of: The Chief Justice who is the Chairperson One Supreme Court judge; One Court of Appeal judge One High Court judge One Magistrate The Attorney General Two advocates (one woman and one man); One person nominated by the Public Service Commission; One woman and one man to represent the public, not being lawyers, appointed by the President with the approval of the National Assembly. Our Mandate The Judicial Service Commission is an independent Commission established under Article 171 of the Constitution. Its mandate as stipulated in Article 172 of the Constitution is to promote and facilitate the independence and accountability of the Judiciary and the efficient, effective and transparent administration of justice. Our Functions Recommend to the President persons for appointment as judges. Review and make recommends on condition of service for judges (other than their remuneration), judicial officers and staff of the Judiciary. Receive complaints against, investigate and remove from office or otherwise disciplining registrars, magistrates, other judicial officers and other staff of the Judiciary. Prepare and implement programmes for the continuing education and training of judges and judicial officers. Advise the national government on improving the efficiency of the administration of justice.

Job Purpose:
- The job holder will be responsible for supervising the development, deployment and maintenance of key ICT infrastructure to ensure uptime of all online services. Overseeing all operations and support for the systems within the ICT Infrastructure.

Key Duties and Responsibilities:
- Planning and implementing Data Centre infrastructure – Servers,
- Storage, (Public Cloud, Private Cloud and Data Management);
- Planning, implementing and maintaining of Data Center
- platforms/applications to support all the Judiciary Online services;
- Coordinating the planning, building, and maintaining all IT
- infrastructure (Server, Storage, Operating Systems, Virtualization and
- Containers);
- Ensuring the entire ICT infrastructure design and documentation is
- clearly documented;
- Approving of server provisioning that include processor, memory,
- storage requirements for VMware to meet both the organizational and
- applications needs threshold as well as monitoring the data growth rate
- and utilization of statistics for future planning;
- Ensuring Business Continuity and Disaster Recovery is operational by
- providing well maintained regular backups, live replication of data
- centers, auditing, and regular testing of disaster recovery solutions for
- restoration of mission critical data and services within the shortest time
- possible;
- Developing standard operating procedures for management of all ICT
- Infrastructure processes to be managed within the industry standards;
- Ensuring the recording and maintenance of an updated hardware and
- software inventories is done;
- Scheduling provision for the implementation, testing, and debugging,
- patching and upgrading base operating systems
- Planning and supervising the installation, operation and administration
- of security for the various systems components including: virus
- protection and Internet security, subnet, internet use;
- Managing both UNIX/LINUX, Windows based Virtualized and
- containerized Server environments; and
- Facilitating Performance Management, mentoring, guidance and
- counseling of staff.
Job Requirements:
Academic and Professional Qualifications
For appointment to this grade, the applicant must have: –
- A Bachelor of Science degree in any of the following fields: Computer Science, Computer Technology, Informatics, Computer Science & Technology, Information Systems, Business Information Technology (BBIT), Computing Science and Technology, Computer Security and Forensics or its equivalent qualification from a recognized Institution;
- Membership of Computer Society of Kenya or any other recognized Professional body;
- Possess at least two (2) certification in either System Administration or Network Administration (LPIC, CompTIA Linux+, RHCE, VMWare, CCNA, CCNP or equivalent;
- A Senior Management course or its equivalent from a recognized institution; and
- Demonstrated merit and ability as reflected in work performance and results.
Experience:
- A Minimum six (6) years relevant work–experience with at least three (3) years at Supervisory Management Level.
- Experience of at least 3 years of software Full Stack development experience that include the managing software projects through the entire software lifecycle (requirements analysis, design, implementation, deployment, post deployment support).
- Knowledge/experience working with preferably VMware, Cloud Platforms (SaaS, IaaS etc. ) ISP Management, Storage Solutions, UPS Solutions, BCP and DR is imperative.
- Evidence of delivery on Data Centers deployment and support will be an added advantage.
