Turkana County Public Service Board invites applications from competent and qualified persons to fill the following positions;

REF: TUR/CPSB/046/2022/2023; ASSISTANT DIRECTOR PUBLIC COMMUNICATIONS, JOB GROUP “P”, ONE (1)

Responsibilities


  • analyzing information on programmes, significant events and impact on the customers in a specific sectoral area;

  • researching on possible causes of negative publicity in the County Government on both local and national press and assisting in the development of appropriate strategies to address the situation;

  • Identifying County Government events that require packaging for dissemination to the media and the public; and preparing and organizing forum where County Government policies, programmes and projects can be propagated and promoted.

  • In addition, the officer will prepare media supplements, documentaries, press releases/media features; and regularly attend meetings at the Public Communications Office to deliberate on cross cutting issues that require to be centrally disseminated by the Office of Public Communications.

Qualifications


  • have served in the grade of Principal Public Communications Officer or in a comparable and relevant position in the Public Service for a minimum period three (3) years;

  • have a Bachelor’s degree in any of the following disciplines: Mass Communication, Public Relations, Communications Studies, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized institution;

  • have a masters degree in any of the following disciplines: Communication Studies; Mass Communication; Journalism, Public Relations; Information Science, Social Sciences or any other approved equivalent qualifications from a recognized institution; (iv) possess advanced computer application skills;

  • possess good oral and written communication skills in both English and Kiswahili; (vi) be a person of high integrity, motivated and a team player; and

  • Have demonstrated professional competence and managerial capability as reflected in work performance and results.

Terms of Service: Local Contract (3 Years)

NOTE


  • Members of Audit Committee shall serve on need basis and as prescribed by the Public Finance Management Act and for a period of three years

  • This is not a salaried Members shall be paid allowances on account of attendance of audit committee meetings as determined by County Treasury in consultation with other relevant entities

  • Section 167 (6) of PFM (County regulations) indicates that majority of members appointed to the audit committee shall not be past or present employees of the entity, and shall not have served as an employee or agent of a business organization which has carried out any business with the concerned entity in the last two years.

  • Any code of conduct of public officers shall also apply to members of the audit committee in relations to their functions, powers, and duties as members of the committee
